The National Library of Korea, Sejong, which celebrates its 10th anniversary, has been performing the duties of a specialized library for policy information while also serving as a public library for Sejong citizens. However, there are concerns about whether it is desirable for the National Library of Korea, Sejong, to continue to provide both policy information services and public library services simultaneously. In order to establish the identity of the National Library of Korea, Sejong, and strengthen its core competencies and services, a prior investigation of the current status and stakeholder groups is necessary. This study diagnosed the current status of the National Library of Korea, Sejong, and conducted a SWOT analysis, and then surveyed and analyzed stakeholders (National Library of Korea, Sejong, employees and relevant policy agency employees) related to policy information services to identify the library's core role and identity, and perception of policy information services. Based on this, this study presented ways to improve the library's core competencies and future direction as a specialized library for policy information.

The purposes of this study are to analyze the structure of the division and its operation related to bibliographic control in national libraries and to propose several ways to strengthen its functions of National Library of Korea based upon the analysis. Literature reviews were carried for the definitions and roles of national libraries and their bibliographic control. The divisions of bibliographic control in Library of Congress, British Library, National Diet Library of Japan, the Royal Library of Denmark, and National Library of Korea were analyzed. Three methods for strengthening bibliographic control in National Library of Korea were suggested as follows: first of all, need of establishment of independent bibliographic control center, secondly, high quality of bibliographic data and collaboration with related institutions, and third, strengthening of research in the future of bibliographic control.

A national library is a library specifically established and administrated by the government of a nation to serve as the repository of knowledge and information for that country. National libraries are generally a county's designated national repository, collecting literature Published in the country, in the language of the country, or about the country they represent. In case of advanced countries, national libraries have more than one branches at many different locations. Its system is called the distributed national library system. But the National Library of Korea maintains a centralized library system located in Seoul. This research which it tries to pay attention in this problem Point extracted a logical ground and suggested the mid-long term basic plan(S-shaved Branch Library Project) for a National Library of Korea to convert and reconstruct from centralized system to centralized-distributed system.

The purpose of this research is to propose the mediumand long term plan for the development of new branch libraries of the National Library of Korea. As the most appropriate strategic direction of planning the branches, proposed is the "bipolar and multidirectional" model which means the establishment of the only one branch library of the National Library of Korea and then, if necessary, more than one national libraries later. In this research, it is suggested that the National Library of Korea as a national library take a leading role for the development of nationwide library system, develop a sustainable medium- and long-term plan for securing the appropriate budget, human resources, and legal support, and help all kinds of libraries improve the level of services.

As a national library, the National Library of Korea is responsible for collection, provision, and preservation of national knowledge, information, and cultural heritage. This study aims to develop performance indicators as a rational tool to improve management of the National Library of Korea for its continuous growth and development. The performance indicators are based on the BSC(Balanced Scorecard), which is useful for linking the organization's strategies in response to changes in the library environment with performance measurement. As a result, 4 BSC-based perspectives (① Resources, Access, Infrastructure Perspective, ② Usage Perspective, ③ Efficiency Perspective, ④ Potential and Growth Perspective), 19 key success factors, and 71 performance indicators were developed for the National Library of Korea. Also, differences in perception of performance indicators by ranks and job duties at the National Library of Korea were analyzed.

National libraries are responsible for acquiring and conserving copies of all significant publications and digital information published or produced in the country. To accomplish this, the library director should perform these duties based on professionalism in the library and information system. Nevertheless, the former directors of the National Library of Korea did not have professional knowledge nor management careers in the library and information system field. This paper suggests various ways to strengthen and ensure the professionalism of the national library director in terms of an open position system, executive agency system, political appointees, and special incorporation.

The National Library of Korea is the nation's representative library, serving as a repository of knowledge and cultural heritage, and as a service center for the distribution / management, and provision of national knowledge and information. Recently, the library has been increasingly urged to respond to changes in the environment surrounding the libraries. It is time for National Library of Korea to consider the future directions and improvements of library services. This study is aimed at providing future directions and policies regarding library services. Analysis on library services in national libraries: This study analyzed the current state of the services of NLK, the current states of the services of major national libraries, and stakeholder analysis. It is expected that the service direction for NLK can be a cornerstone of the service directions for other libraries.

This study investigates the national library functions through a study on the theories of their generally accepted functions and based on the results, suggests an idea for the improvements of the functions of the National Library of Korea, the national library of Korea. This study categorizes 22 major functions identified through the analysis on the theories into 4 categories as follows: 1. Functions related to collect and conserve the central collections 2. Functions related to bibliographic control 3. Functions related to the representative role of the nation's libraries, nationally and internationally 4. Functions related to centralized technical and reader services And based on the analysis of the operations of the National Library of Korea. And it is desirable to validate and decide the priority among the functions based on the systematic and through analysis on the operations of the Library and other related libraries.
