A Study on Embody e-Government at Home with Home Network Infrastructure (홈네트워크기반의 가정 내 전자정부 구현을 위한 연구)

  • This study is to reconstruct the user-oriented e-government service based on home network infrastructure using ubiquitous computing technology. Until now, 31 e-government roadmap tasks have been promoted as main projects of e-government. This study explores what should be respective priorities for the suppliers and users of e-government if the services are provided in linkage with home network infrastructure. The result of survey showed us that the efficiency of administration and the improvement of the civil service, including citizens' online participation should be priorities. In order to reinforce home network infrastructure in implementing u-government, the government, at first, has to relax regulation, support businesses to develop related technologies, and construct safe infrastructure for citizens to use e-government services. Second, businesses should develop home network technologies that include various contents and construct home network systems that citizens can use easily. Third, citizens should have interests and participate in the government policies for home network services. Particularly, this study aims to suggest policies that consider positions of both the suppliers and users of e-government so that home network-based e-government can be implemented in the future.

Privacy Calculus and the Role of Information Transparency in Personal Information Disclosure (온라인상의 개인 정보 제공에 있어서 정보 투명성의 역할 - 프라이버시 계산 모형을 중심으로 -)

  • This study extends the privacy calculus model to investigate the role of information transparency in influencing individual decision making on information disclosure. The proposed model integrates perceived usefulness and ease of use as benefit-side factors and information privacy risk as a risk-side factor accompanying information disclosure, and theorizes the effects of information transparency on the factors. The research model was tested using data gathered from 163 respondents through an online survey method. Results suggest that users'perception of information transparency not only increases the perceived benefits from the online site but also mitigates the risk related with information disclosure, resulting in higher intention to provide personal information to the site. Further, we find that online firms may improve users' perception of information transparency by providing explanation on why particular personal information is required and how it will be used.

Past and Future of the Digital Divide: A Bibliometric Analysis and Review (디지털 디바이드(Digital Divide) 연구경향 분석)

  • The digital divide (DD) has been recognized as one of the most serious social and public policy issues to emerge from the rapid growth of computing facility, particularly in regard to Internet capabilities, over the past decade. In order to identify DD research trends and contributions, this research has adopted a bibliometric approach to quantitatively assess the research trends of the DD and also utilized information from related literature in the EV2 database from 2000 to 2011. The results show that the most frequently documented type of publications are journal articles, making up 55.2% of the total database of literature. English is the primary language (96.7%), and USA researchers have made the largest contribution (17.0%) to DD literature. Tokai University (Japan), Tilburg University (Netherlands), and Arizona State University (USA) rank as the top three author affiliations. Information technology, the Internet, and economic and social effects are the three top key words that appear in the related DD literature. The results also revealed various regional evidence, main topics, perspectives, frameworks, and solutions that were introduced in DD publications.

A Review of Studies on Knowledge Ecosystem (지식생태계 연구 경향, 한계 그리고 제언)

  • Knowledge ecosystem means a dynamic knowledge circulation, including knowledge creation, exchange and sharing and utilization. It is also the field of knowledge practice, which creates interactions in knowledge exchange between people and groups. The key premises of knowledge ecosystem, based on the nature of general ecosystems, can be characterized as follows: first, it primarily focuses on social networks between people and organizations participating in the process of knowledge circulation; secondly, knowledge ecosystem thrives on diversity of knowledge; and thirdly, it is significant for selection of valuable knowledge and adoption of appropriate knowledge. This review attempts to make a systematic examination of a wide range of existing studies on knowledge ecosystem. In so doing, it is expected to provide a basis for further inquiry into more critical and complicated issues. Although the scarcity of existing research-at least those in Korea-may limit the implications of findings, this review offers a set of suggestions for future research.

The Estimation of the Economic Impact of Handset Subsidies Using Input-Output Tables (단말기보조금의 경제적 파급효과에 대한 산업연관분석)

  • This paper computes the economic impact of handset subsidies using the recent Input-Output Tables and compares the results with other alternatives which telecommunications companies can choose. The first scenario is that telecommunications companies give handset subsidies to consumers and sales agents. The second is that the companies do not give the subsidies to them, but instead spend the same amount of subsidy on facility investment. The third is that the companies lower the prices of their mobile communications services and consumers spend the saved expenses on other goods and services. The result is that the production, value added, import, job, employment inducement coefficients of the first scenario is larger than those of the second and third scenarios. The reason is as follows. The handset subsidy results in the incentive to consumers for handset purchase or the incentive for sales agents to sell the telecommunication services of the companies. The former has larger production and import inducement effect, and the latter also has larger value-added, job, and employment inducement effect than those of other scenarios.

An Empirical Study on Open Government Data: Focusing on ODB and OUR Index (공공데이터 개방에 관한 실증연구: ODB와 OUR Index를 중심으로)

  • In this study, to reveal determinant factors for degree of open data it conduct empirical analysis for ODB(Open Data Barometer) and OUR Index(Open, Useful, Reusable Government Data Index) that are global open data index among 26 countries. As a result of multiple regression analysis, First focus is on ODB. In the Model 1 with independent variables, e-Government, SW Market size and government efficacy are significantly positive effect for ODB. In the Model 2 with independent variables and moderating variable, e-Government, SW market size and social capital are significantly positive effect for ODB. In the Model 3 with independent variables, moderating variable and interaction term, e-Government and social capital are significantly positive effect for ODB. Second focus is on OUR Index. In the Model 1 and the Model 2 e-Government is significantly positive effect for OUR Index. In the Model, e-Government and SW market size ${\times}$ social capital(interaction term) are significantly positive effect for OUR Index. And in path analysis, only ODB alternative model show Government efficacy with social capital has full mediation effect. In OUR Index alternative model there is no mediation effect with social capital.

Intention to Use and Group Difference in Adopting Big Data: Towards a Comprehensive View (활용 주체별 빅데이터 수용 인식 차이에 관한 연구: 활용 목적, 조직 규모, 업종 특성을 중심으로)

  • Despite the early success story, the pan-industry diffusion of big data has been slow mostly due to lack of confidence of the value creation and privacy-related concerns. The problem leads us to the need to a stakeholder analysis on the adoption process of big data. The present study combines technology acceptance model, task-technology fit theory, and privacy calculus theory to integrate the positive and negative factors on the big data adoption. The empirical analysis was performed based on the survey from the current and potential big data users. Results revealed perceived usefulness, task-technology fit, and privacy concern are significant antecedents to the intention to use big data. Furthermore, there are significant differences in the perceptions of each constructs among groups divided by the types of big data use, with several exceptions. And the control effect was found in the magnitude of the relation between independent variables and dependent variable. The theoretical and politic implications of the analysis are discussed as to the promotion of big data industry.

A Meta-Analysis of Social Network Service Research in Communications (미디어 영역에서의 소셜네트워크서비스 연구동향 분석)

  • The purpose of this study is to provide a systematical view point of SNS research published by scholarly journals in communications vis a meta-analysis. A total of 72 articles dealing with SNS issues from 2006 to 2012 were analysed by research theme, related sub-theme, methodology, theoretic rationale, targeted media, and characteristics. Effect research get the largest portion and then user research in terms of a developmental model of media research agenda. A major methodological trend is an online survey and theoretical background is Uses and Gratification. Twitter is the most popular medium researched and SNS is mainly characterized as information provision and seeking as well as relationship forming.

A Meta-Analysis of Internet-Related Policy Research in Communication (인터넷 관련 규제정책 연구의 동향분석)

  • This study reviewed and ascertained policy researches relating to the Internet in the field of communication. With using a meta-analysis, this study attempts to classify 44 academic papers from 2000 to 2009 by research theme, methodology, theoretic rationale, related sub-theme, and targeted service and area. It is found that the themes of preceding researches examined herein were limited to the 4th domain in Developmental Model of Media Research. Such researches mainly relied on exploratory studies and only a few of them addressed theoretic rationales. Also, most of Internet regulation discussions focused on content regulation and general internet service. Lastly, researchers discussed laws having bearing on the Internet and social-cultural issues of the Internet.

The Trend and Issues of Sociological Studies of Social Network Service (SNS에 관한 사회학 연구의 동향과 쟁점)

  • This study examines the trend and issues of sociological studies of social network service(SNS). For this purpose, the studies were classified into three types. The first type of study concerns spatial characteristics of SNS. It deals with the impact of such SNS usage on individual attitudes and behaviors. The second type of the study focuses on the formation process of interrelationship among users. It is based on sociological concepts such as trust and social capital. The last type of study emphasizes the impact of SNS on society. The study includes the issues of social movement and political participation. In the future study of SNS, more diverse sociological subjects, such as social integration, exclusion, public welfare, and affective support need to be dealt with.
