A Study on the Role Model of an Integrated Management System for Government Informatization (국가정보화의 통합적 관리체계를 위한 역할 모형에 관한 연구)

  • Korea e-government sets the goal of reaching the full integration stage. In this study, we propose a role model of the National Informatization Agency which is a fundamental organization for achieving the goal. The National Informatization Agency assumes full charge of support functions needed for consistent and efficient accomplishment of all the e-government projects, and those functions include e-government planning, project administration, national IT resource operation, national standards management, and project audit and evaluation. The proposed role-model is expected to be a theoretical basis for innovative government at informatization.

The Mediating Effect of the Outcome of Digital Device Use between Digital Informatization & Life Satisfaction (디지털정보화와 일상생활만족도의 관계: 디지털기기 이용성과의 매개 효과 분석)

  • This study investigates the effects of different types of digital informatization (i.e. access, skill, utilization) on life satisfaction. The mediation effects of the outcome of digital device use between digital informatization and life satisfaction are also tested. The '2020 Survey on the Digital Divide' conducted by the National Information Society Agency was referenced for empirical analysis. The findings show that in general, digital informatization contributes to improving life satisfaction. In addition, the outcome of digital device use mediates the positive relationship between digital informatization and life satisfaction. However, the magnitudes of the effects of digital informatization and mediation effects differed according to the types of digital informatization. This study supports the necessity and justification for a digital informatization policy and provides valuable information that helps establish and promote digital informatization policies. In addition, this study helps to understand the determinants of the third-level digital divide information by examining the relationship between digital informatization and the outcome of digital device use.

A Study of the Informatization System in North Korea (북한의 정보화 추진체계에 관한 연구)

  • North Korea has been striving to promote a national informatization strategy after getting through the period of 'Arduous March'in the 1990s. First of all, North Korea has made organizations required for implementing the national informatization strategy. They reorganized and created the Science & Education Ministry, the Machine & Industry Ministry, and the 21 bureau under the Workers' Party of Korea while making special units in the Royal Mail, Royal electron & industry, National Academy of Sciences under cabinet. Then they completed all the essential organizational system for informatization including newly built specialized agencies: 'Korea Computer Center; KCC' & 'Pyongyang Informatics Center: PIC'. But North Korea's informatization system has a rigid hierarchy. All the organizations in the hierarchical system are controlled by the Workers' Party of Korea. It means that North Korea consider IT as a tool for the centralized control of the Party and the government. So, these characteristics of North Korea's informatization system clearly give us a picture that tells us what they want from the national informatization and where they're going.

  • The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

  • Over the past ten years, a new knowledge-based information society is coming up with a new paradigm shifted from the Industrial Society. According to this paradigm, Korea's policies of informatization on public administration affairs are shaped and promoted by several responsible bodies, including the Ministry of Government administration and Home affairs, the National Computerization Agency, as well as central and local Governments. But most informatization actions, especially standard information system projects, have done separately by the Ministries of central government. Besides, because of the absence of informatization strategy in local governments such as cities, counties, etc., they pursue separately various informatization projects on administration affairs by divisions. It is a critical problem not to manage systematic and unified promotion of information systems policies on administration affairs in local government. As an initial attempt to tackle the problem listed above, by introducing systems thinking this paper puts an effort to find some tentative answers to solve the problem possibly raised about the impact by Standard Information System Policy on which little research has been conducted so far. The findings presented in the paper would perhaps provide some ideas and directions for further study.

  • Informatization in Korea has undergone significant changes. So far, most studies on informatization policies have been carried out just on the basis of their structural or functional backgrounds. However, actually, informatization policies have changed dynamically as a lot number of people and organizations have participated in their formulation and implementation. So, this study approaches them with an actor-network view that is distinct from but contains a chronological perspective, which other studies have overlooked so far. This approach allows us to have a clear picture of the changes in and to look into the characteristic of informatization policies from the Chun Doo Hwan government to the Lee Myung-bak government. Consequently, on the basis of the actor-network view, it is found that information and communication technologies, knowledge, and professionalism have dominated the characteristics and streams of informatization policies and brought about changes.

A study on the Regional Informatization Policy Implementation System in Korea (한국 지역정보화 추진체계 개선에 관한 연구: 지능정보사회의 지역균형발전을 중심으로)

  • This study is conducted to find out problems in the implementation system of regional informatization policies in Korea and solutions to enhance the effectiveness in policy execution. The study uses research methodologies such as participant observation, interview and AHP for experts and employees of public organizations for regional informatization policies. Many implications were found in the analysis, including that policy relations, structure of the policy implementation system, and environment and contents of regional informatization policiesin Korea have to be innovated and re-organized. Especially, this paper emphasizes the horizontal and cooperative relationship between the central and local governments and redesigning of the legal system on the regional informatization. This paper also shows expectations on reshaping of the regional informatization policies with the paradigm shift of the government power toward decentralization. This paper also finds diverse views on the problems and solutions for the regional informatization policy implementation system based on different characteristics and interests of policy participants. This paper finds the possibility of applying the policy network model to regional informatization policy implementation, which can be supported by Rhodes & Marsh(1992)'s theory. Therefore, this paper shows the change of regional informatization policies can be expected through application of the policy network. Although the paper draws many academic and policy implications, they are limited to the implementation system of regional informatization policies only.

Local government's current status of informatization manpower and suggestions for securing new personnel with expertise (지방정부의 정보화 인력 운영 실태와 전문성을 보유한 신규인력의 확보 방안 제안)

  • With the full-fledged start of the 4th Industrial Revolution, the quality of administrative services through intelligent information technology and demand increased rapidly. Accordingly, the government is in full swing to establish a "digital platform government" through digital innovation in existing e-government operations such as organizational operations and administrative services. As local governments also promoted the establishment of a digital-based Agile government as a key strategy, this study investigated and analyzed the operation of informatization experts in metropolitan and basic local governments to support digital transformation policies and projects through intelligent informatization. Through this, the necessity and implications of expanding the size of human resources for successful digital transformation were derived, and two measures were proposed to enhance capabilities and expertise in the process of securing new manpower.

  • In the aspects of existing cultivation and management of forest resources, national forest informatization has been promoted so that the public can use the resources and so that efficient and systematic cultivation and management of forest resources can be performed constantly. In particular, even though forest informatization has been attempted a lot despite the distinct characteristics of forest, the attempts have achieved little effects. Typically, many of the internal work systems of Korea Forest Service have been built for the purpose of collecting top-down data in the main office rather than the actual work site, and also, from the aspects of use by the public as well, various contents have been provided by the persons concerned, so useful information has not been able to be transmitted systematically. Therefore, Korea Forest Service has promoted IT governance concept and EA-based informatization as a way to solve enterprise problems and also reinforce work and service in the existing system to promote the project to build the foundation of national forest informatization. Based on this, this study suggests chief challenges or implications.
