Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.
Purpose: The aim of this study was to analyze health promotion programs utilizing forests by reviewing regional healthcare program plans in Korea. Methods: We analyzed 227 regional healthcare program plans from 2011 to 2014; seven health promotion programs of the 16 major healthcare programs were prescribed by public health law. Results: Our analysis revealed that only 35 health promotion programs from 29 sites were utilizing forests. Furthermore, of 21 known categories of health promotion programs, only nine incorporated the use of forests. Atopy-asthma healthcare programs were the most common forest health promotion programs, which also included specialized disease management programs (e.g., for atopy prevention and healing, patients with metabolic syndrome or cancer) and specialized mental health management programs (e.g., for addiction or dementia prevention). Others included programs on the development of forest roads or industrial development using forest products. Conclusion: Health programs using forests in Korea are still very limited and primarily comprise atopy-asthma prevention/management, health behavioral change, and mental health programs. This study provided useful information for developing health policies and forest health promotion programs further in Korea.
Purpose: The purpose of this study is to analyze community-based health promotion program for school-aged children and program using forest. Methods: Seventeen health promotion programs focused on school-aged children from Community Health Plan were selected to analyze after assembling 227 of the 5th National Community Health Plans. The analysis duration was from 2012 July to November. Results: Among 17 programs, the health promotion program targeting school-aged children were included in 16 programs except one program focusing on community- orientated rehabilitation program. Eight health promotion programs using forest in 7 different areas were found. The majority of the community-based health promotion programs were focused mainly on smoking cessation, obesity, physical activity, nutrition, mental health programs. Furthermore, there was a limitation of programs utilizing forest as a health promotion resource and most of the programs using forest were located in Jeollanamdo and focusing mainly on atopy prevention and treatment. Conclusion: The importance of this study is that it analyzed nation-wide community health plan systematically, and analyze community-based health promotion program targeting school-aged and the program using forest. The results of the analysis can be used as baseline data for developing physical and mental health promotion programs using forest targeting school-aged children.
The paper analyzes OECD health systems from the perspective of historical institutionalism. Criticizing the dependence of Korea's national health program on Pacific countries such as Japan and the U.S., it suggests that European experiences of national health programs can be a model of the Korean health system in the future. Based on an inquiry into Italian and British cases of national health systems, the author emphasizes (1) the role of local governemts in national health programs, and (2) the integration of a national health program with public health programs.
Purpose: In recent years, many attempts have been made to examine the effects of forest therapy on health and to develop related policies. This study aimed to explore the current status of health promotion programs using forests provided by public health centers and to identify program diffusion strategies employed within different communities. Methods: For this descriptive study, we analyzed the 5th regional public health care program plans and explored the perceptions of health care workers attached with the programs using open-ended questionnaires and a focus group interview. Results: This study confirmed the necessity for health promotion programs using forests, as well as administrative and educational demands for such programs. The target population of the programs ranged from individuals with specific diseases to healthy local residents. In addition, the programs covered a wide range of topics, including disease management and health promotion strategies. However, the number of well-structured regional specialized programs remained limited. Collaboration among local governments, schools, and public health centers was found to be ineffective. Conclusion: To further disseminate health promotion programs using forests, the central government will need to develop well-structured programs, provide funding and resources to support local governments, and focus on raising public awareness of the health benefits of forest therapy.
Purposes: This study was designed to survey current and past health promotion programs in schools and to assess the needs of health promotion programs based upon the opinions of health teachers. Methods: Self-report questionnaire were given to health teachers who attended board meetings in each province or who participated in a qualification training course in Daegu. The questionnaire was developed by authors and revised it based on experts' advice. Results: The most common health promotion programs were sexual education, sexual violence prevention, drug abuse prevention, first aid, dental health. In contrast, many mental health promotion programs, such as suicide prevention, ADHD, and those involving personality disorders were all relatively uncommon. The needs of health promotion programs showed almost same priority with health promotion programs that are being done. Conclusions: The development of effective health promotion programs requires input from students, parents, teachers, experts, and health teachers.

Purpose: The purpose of this study was to analyze alcohol drinking cessation programs to promote health status for workers on worksites. Method: Data were collected from the excellent 10 cases which were selected from "competition of health promotion programs on worksites" from 1999 to 2007 held by Korean Occupational Safety and Health Agency. Result: There were three main alcohol drinking cessation programs on worksites: health education, individual health services to change life style, and formation of supportive environments. Health education and individual health services were intervened in nine worksites. Building supportive environments for alcohol drinking cessation were implemented in 10 worksites. The most popular indicators for program evaluation were health diagnosis and percentage of alcohol drinkers. Problems to implement alcohol drinking cessation programs were low voluntary participation of labors, difficulty of applying programs to labors that had a shift duty, and complexity to evaluate the effectiveness of alcohol cessation programs due to deficits of standard instruments. Conclusion: These findings suggest that many worksites did not have alcohol drinking cessation programs and also these programs were not implemented effectively. Thus, employers, professionals and policy makers of occupational health should develop and support effective alcohol drinking cessation programs for l workers on worksites.
Objectives : In spite of the importance of preparing a support system for public health programs, there is a relatively poor system to support Oriental medicine public health programs. In this regard, considerations have been made to give directions for the development of technical support organizations for Oriental medicine public health programs. Methods : The authors investigated support organizations of public health programs and compared Oriental medicine public health programs with them. Results : Technical support organizations for Oriental medicine public health programs are controlled by the National Traditional Korean Medicine Research and Development Center. However there is lack in the relevant budget, technical support, professional abilities for research and planning, connections with research institutes in the Oriental medicine field, and affiliations with the other public health programs. Conclusion : In this context, the following actions are required to systematically and technologically support Oriental medicine public health programs. Health improvement & technical support organizations whose incorporation is promoted by the Ministry of Health and Welfare, should include the National Traditional Korean Medicine Research and Development Center, so as to activate the Oriental medicine public health programs. Legal provisions and the budget for the Oriental medicine public health programs should be secured so as to help identify and implement effective programs for improving the community health. A society for public health oriental medicine need be established so as to consolidate research capacities for the Oriental medicine public health programs. Programs should be developed to train professionals and supports should be intensified for activities to build capacities in technical support organizations.
