Comparison Study between the Cyber Weapon System and the Conventional Weapons Systems on Their Core Technologies Levels and Features (국방 사이버 무기체계와 기존 재래식 무기체계의 핵심기술 수준 및 특성 비교 연구)

  • Since the inauguration of Defense Acquisition Program Administration(DAPA) in 2006, the national defense core technology research & development business has not only pertained to the weapons systems development but also to the improvement of the national science & technology capability via the acquisition of cutting-edge technologies. Furthermore, it has been closely related to the promotion of the defense industry and the mutual improvements of defense and civil technologies. The cyber warfare weapon system, a newly added national defense weapon system field since 2015, has become a promising weapon system branch for improving the national defense power as well as the national defense industry as shown in the case of Israel. By utilizing the existing result of the national defense core technology level, in order to establish the direction of technology planning of the cyber warfare weapon system, this paper analyzes the technology level and features of the cyber warfare weapon system in various aspects via comparisons with other weapons systems. The result of these analyses shows that the cyber warfare weapon system possesses a relatively high technology level due to the technology accumulation in the civilian sector while the relatively slow inclusion to the national weapons systems and the lack of the correspondence case regarding aggressive cyber responses in the defense sector yields a relatively low national rank. However, the technological gap between South Korea and the most advanced country in the field of cyber warfare technology is analyzed to be among the lowest, which indicates that with efficient and effective pursuits in terms of pthe weapons systems acquisitions as well as the core technologies research & development business, an outstanding cyber warfare capacity can be obtained in a short time.

  • This paper includes a study on the performance analysis of SDINS by a simulator using Matlab/Simulink. The performance model is considered gravity and Coriolis force, and a barometer is included to damp down diversity of a perpendicular axis error. Using the simulator, the performance included gyro sensor errors was analyzed in various maneuvering patterns. Also, the performance is virtually presented for the variation of error parameters of gyro and accelerometer under GUI.

A Study on Development of Civil Defense CBR Virtual Training Simulation Scenario (민방위 화생방 가상훈련 시뮬레이션 시나리오 개발 연구)

  • In spite of international efforts to control nuclear weapons and chemical, biological, and radiological (CBR) weapons, North Korea obtains and sells CBR weapons illegally. As a result, the worldwide threat of CBR weapons is increasing. Unfortunately, civil defense education and training for CBR weapons have not been adopted for real situations because of the long period of absence of an actual combat. In this study, virtual training scenarios that are applied to the simulation were made in 5 steps to cope with CBR situations. These scenarios are expected to have three effects. First, trainings can be improved with experience and education. Second, the problems and health hazards of CBR weapons and supplies can be solved with CBR virtual training simulation experience. Finally, corresponding effects can be recognized and predicted in real situations through roles and mission procedures of simulation scenario.

  • In the product development stage, it is very important to ensure demanded quality level before moving to the full-scale manufacturing. For example, in developing guided weapons, live-fire tests are required to verify the final performance of the weapons which are very expensive. The quality evaluation of the guided weapons needs destructive testing, which makes it necessary to test as small number of samples as possible. This paper presents sampling inspection plans and calculating system for finite population guided weapons, which can meet the demanded quality level and confidence level with the minimum number of performance tests. The result of this paper can be useful for any kind of costly destructive testing.

  • The 4th Industrial Revolution and the continuous development of Science and Technology have also required a speedy business promotion method in the defense industry. Advanced countries including the United States are already boldly innovating the existing high-cost and long-term acquisition system with the highest priority in weapons development to cope with the military rise of Russia and China. The Ministry of National Defense and the Defense Acquisition Program Administration have also recently introduced a quick acquisition system and are applying it to business promotion. In addition, some small-scale projects and weapons systems are being reorganized so that they can be managed by the units demanding them. After an organizational diagnosis of the Project Acquisition Group by the Ministry of National Defense in 2020, it has been reassigned as a subordinate unit of the Army Logistics Command from a direct unit managed by the Army HQ. As a result, problems such as work conflict or redundancy have been identified. In addition, a system has been implemented to shorten the acquisition period by applying a rapid acquisition program in the field of weapons systems by benchmarking the rapid acquisition program of advanced countries. The force support system project process will also need to introduce such a quick acquisition system. In addition, the Ministry of National Defense is considering ways to delegate some weapon systems to each military, which will then carry out tasks ranging from requirements determination to project management. Accordingly, it is now time to expand the organization for the management of the Army's weapons system acquisition project. Therefore, in this paper, the Army Project Acquisition Group was analyzed on its organization, acquisition procedures, and cooperation systems, with presentations of development plans for each field.

  • As defense science and technology are developing, smart weapons are being developed continually. The collection and analysis of the future strategic weapon information from all over the world have become a greater priority because information sharing became active. So, a system to manage and analyze heterogeneous defense intelligence is required. Semantic Web is the next generation knowledge information management technology for integrating, searching and navigating heterogeneous knowledge resource. Recently, Semantic Web is wildly being used in intelligent information management system. Semantic Web supports the analysis with the high reliability because it supports the simple keyword search as well as the semantic based information retrieval. In this paper, we propose the semantic web based multi-dimensional information analysis system on the national defense weapons that constructs ontology for various weapons information such as weapon specifications, nations, manufacturers and technologies and searches and analyses the specific weapon based on ontology. The proposed system supports the semantic search and multi-dimensional information analysis based on the relations between weapon specifications. Also, our system improves the efficiency on acquiring smart weapon information because it is developed with ontology based on military experts' knowledge and various web documents related with various weapons and intelligent search service.

  • This paper describes a basic process of reliability analysis in shipped guided weapons. The OMS/MP provides originating data for RAM analysis. However, The process of reliability analysis is often done with an insufficient understanding of OMS/MP. This work proposed the improved reliability analysis process with Relax. It is shown that the process is applicable to shipped guided weapons.

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

A Linear Approximation Model for an Asset-based Weapon Target Assignment Problem (자산기반 무기할당 문제의 선형 근사 모형)

  • A missile defense system is composed of radars detecting incoming missiles aiming at defense assets, command control units making the decisions on weapon target assignment, and artillery batteries firing of defensive weapons to the incoming missiles. Although, the technology behind the development of radars and weapons is very important, effective assignment of the weapons against missile threats is much more crucial. When incoming missile targets toward valuable assets in the defense area are detected, the asset-based weapon target assignment model addresses the issue of weapon assignment to these missiles so as to maximize the total value of surviving assets threatened by them. In this paper, we present a model for an asset-based weapon assignment problem with shoot-look-shoot engagement policy and fixed set-up time between each anti-missile launch from each defense unit. Then, we show detailed linear approximation process for nonlinear portions of the model and propose final linear approximation model. After that, the proposed model is applied to several ballistic missile defense scenarios. In each defense scenario, the number of incoming missiles, the speed and the position of each missile, the number of defense artillery battery, the number of anti-missile in each artillery battery, single shot kill probability of each weapon to each target, value of assets, the air defense coverage are given. After running lpSolveAPI package of R language with the given data in each scenario in a personal computer, we summarize its weapon target assignment results specified with launch order time for each artillery battery. We also show computer processing time to get the result for each scenario.

  • Recently, the United States has been trying to strengthen its cybersecurity by upgrading its position as an Unified Combatant Command that focuses on the Cyber Command in the United States, strengthening operations in cyberspace, and actively responding to cyber threats. Other major powers are also working to strengthen cyber capabilities, and they are working to strengthen their organization and power. The world demands economic power for its own interests rather than its own borders. But Cyber World is a world without borders and no defense. Therefore, a cyber weapon system is necessary for superiority in cyberspace (defense, attack) for national cybersecurity. In this paper, we analyze operational procedures for cyber weapons operation. And we design cyber weapons to analyze and develop the best cyber weapons to lead victory in cyberwarfare. It also conducts cyber weapons research to solve the confrontation between Cyber World.
