  • Radio navigation systems are already used as important national infrastructures in various fields such as air traffic, land transportation, geodetic survey, broadcasting communication and national defense, and are used in various industries. Since these systems are fusion of various technologies, it takes much time and cost in the development stage. In the early stages of development of the system, developed countries are establishing a national mid-term plan that meets international compatibility and standards. Korea did not develop the system due to the lack of national mid- and long-term plan, and it is not contributing effectively to industries. This paper analyzes the technical principles and technology trend of radio navigation system in the aviation sector to establish mid - and long - term plan. Based on the analyzed technology trends, the future prospect of technological development of the domestic navigation system and the development of related industries will be presented.

Experimental Study on Application of an Optical Sensor to Measure Mooring-Line Tension in Waves

  • Moored floating platforms have great potential in ocean engineering applications because a mooring system is necessary to keep the platform in station, which is directly related to the operational efficiency and safety of the platform. This paper briefly introduces the technical and operational details of an optical sensor for measuring the tension of mooring lines of a moored platform in waves. In order to check the performance of optical sensors, an experiment with a moored floating platform in waves is carried out in the wave tank at Changwon National University. The experiment is performed in regular waves and irregular waves with a semi-submersible and triangle platform. The performance of the optical sensor is confirmed by comparing the results of the tension of the mooring lines by the optical sensor and tension gauges. The maximum tension of the mooring lines is estimated to investigate the mooring dynamics due to the effect of the wave direction and wavelength in the regular waves. The significant value of the tension of mooring lines in various wave directions is estimated in the case of irregular waves. The results show that the optical sensor is effective in measuring the tension of the mooring lines.

Effect of taping therapy on the pain and muscle activity of the back pain

  • In this paper, we propose a taping therapy as effective intervention for patients with the back pain. The purpose of this study is to investigate the effects of taping intervention on the VAS evaluated score and he muscular activation degree among 119 paramedics with musculoskeletal injury. In order to achieve the purpose of the study, data was collected from 15 paramediecs in the paramedics department of 3 fire stations under J city's fire defense headquarters. The following results can be obtained by measuring the subjective, the back muscle strength and the buckling-anteflexion before and after the taping for 15 119 paramedics. Through the verification experiment of taping effect to paramedics during the stretcher lifting in this study the VAS evaluated score for the backache are $1.67{\pm}0.62$ before and $0.80{\pm}0.68$ after the application of taping which show statistically significant decrease(p<0.05). In the experimentof joint operation range the measured buckling anteflexion length are $14.62cm{\pm}4.89$ before and $16.41cm{\pm}4.11cm$ after the application of taping which show statistically meaningful difference(p<0.05). In the comparison of muscle activity about paramedics erector spinae(ES) shows the meaningful decrease and external obliques(EO) displays the significant increase. Erector spinae(ES) and internal obliques(IO) show the increasing trend in the muscle activity although they are not significant. the muscle activity for the erector spinae is lowered so that the contribution to the force required for the extensor during the stretcher lifting is resultingly reduced to have the effects of enhancing the activity of abdominal muscles.

Korean Ocean Forecasting System: Present and Future (한국의 해양예측, 오늘과 내일)

  • National demands for the ocean forecasting system have been increased to support economic activity and national safety including search and rescue, maritime defense, fisheries, port management, leisure activities and marine transportation. Further, the ocean forecasting has been regarded as one of the key components to improve the weather and climate forecasting. Due to the national demands as well as improvement of the technology, the ocean forecasting systems have been established among advanced countries since late 1990. Global Ocean Data Assimilation Experiment (GODAE) significantly contributed to the achievement and world-wide spreading of ocean forecasting systems. Four stages of GODAE were summarized. Goal, vision, development history and research on ocean forecasting system of the advanced countries such as USA, France, UK, Italy, Norway, Australia, Japan, China, who operationally use the systems, were examined and compared. Strategies of the successfully established ocean forecasting systems can be summarized as follows: First, concentration of the national ability is required to establish successful operational ocean forecasting system. Second, newly developed technologies were shared with other countries and they achieved mutual and cooperative development through the international program. Third, each participating organization has devoted to its own task according to its role. In Korean society, demands on the ocean forecasting system have been also extended. Present status on development of the ocean forecasting system and long-term plan of KMA (Korea Meteorological Administration), KHOA (Korea Hydrographic and Oceanographic Administration), NFRDI (National Fisheries Research & Development Institute), ADD (Agency for Defense Development) were surveyed. From the history of the pre-established systems in other countries, the cooperation among the relevant Korean organizations is essential to establish the accurate and successful ocean forecasting system, and they can form a consortium. Through the cooperation, we can (1) set up high-quality ocean forecasting models and systems, (2) efficiently invest and distribute financial resources without duplicate investment, (3) overcome lack of manpower for the development. At present stage, it is strongly requested to concentrate national resources on developing a large-scale operational Korea Ocean Forecasting System which can produce open boundary and initial conditions for local ocean and climate forecasting models. Once the system is established, each organization can modify the system for its own specialized purpose. In addition, we can contribute to the international ocean prediction community.

Research and Development Trends of a Hypersonic Glide Vehicle (HGV) (극초음속 활공 비행체(HGV)의 연구개발 동향)

  • The hypersonic glide vehicle ascends to a high altitude by a rocket booster, separates it from the booster, and glides at a hypersonic speed of Mach 5 or higher at an altitude of about 30~70 km, changing its direction in the atmosphere. Since it moves on an unpredictable flight path rather than a parabolic trajectory, it is difficult to intercept with current missile defense systems. The U.S. conducted HTV-2 and AHW flight tests in the early 2010s to confirm the possibility of hypersonic gliding flights, and recently it has been developing hypersonic glide vehicle systems such as LRHW and ARRW. China has conducted several flight tests of the DF-ZF (WU-14) glide vehicle since 2014 and has been operating it with DF-17 missiles. Russia has conducted hypersonic glide vehicle research since the former Soviet Union, but it has repeatedly failed, and recently it has been successfully tested with the Avangard (Yu-71) glide vehicle mounted on the SS-19 ICBM. In this paper, the characteristics, flight test cases, and development trends of hypersonic glide vehicles developed or currently being developed in the United States, China, Russia, Japan, India, and Europe are reviewed and summarized.

Design and Implementation of the Stop line and Crosswalk Recognition Algorithm for Autonomous UGV (자율 주행 UGV를 위한 정지선과 횡단보도 인식 알고리즘 설계 및 구현)

  • In spite of that stop line and crosswalk should be aware of the most basic objects in transportation system, its features extracted are very limited. In addition to image-based recognition technology, laser and RF, GPS/INS recognition technology, it is difficult to recognize. For this reason, the limited research in this area has been done. In this paper, the algorithm to recognize the stop line and crosswalk is designed and implemented using image-based recognition technology with the images input through a vision sensor. This algorithm consists of three functions.; One is to select the area, in advance, needed for feature extraction in order to speed up the data processing, 'Region of Interest', another is to process the images only that white color is detected more than a certain proportion in order to remove the unnecessary operation, 'Color Pattern Inspection', the other is 'Feature Extraction and Recognition', which is to extract the edge features and compare this to the previously-modeled one to identify the stop line and crosswalk. For this, especially by using case based feature comparison algorithm, it can identify either both stop line and crosswalk exist or just one exists. Also the proposed algorithm is to develop existing researches by comparing and analysing effect of in-vehicle camera installation and changes in recognition rate of distance estimation and various constraints such as backlight and shadow.

Regulation and Its Tasks of Privately Contracted Armed Security Personnel on Board Ships Against Somali-based Piracy (소말리아 해적행위 대응을 위한 민간무장보안요원 승선의 규제 및 그 과제에 관한 연구)

  • The increased threat to commercial shipping by Somalia-based pirates has triggered an increased use of PMSC(Private Maritime Security Contractors). The use of PMSC to protect merchant ships against Somali-based piracy threat seems to have been most effective counter-piracy measures. However, there are various legal and practical questions around using PMSC and PCASP(Privately Contracted Armed Security Personnel) on board at sea. This paper aims to study the regulation and its problems of PMSC and PCASP on board to protect merchant ships against Somali-based piracy in the Indian Ocean and Gulf of Aden. In particular, this paper focuses on the legal issues including jurisdictional issues of PCASP on board merchant vessels, use of force by PCASP in self-defense, and authority for using PMSC. Currently, the legal framework relating to use of PMSC and PCASP on board protecting ships from Somali-based piracy is complex, sometimes ambiguous or inconsistent, and currently in a state of flux. Thus, this paper concludes that at this juncture an effort to coordinate this legal framework is necessary, as regards both the interpretation of existing rules related to PCASP on board merchant ships under UNCLOS(United Nations Convention on the Law of the Sea) and the creation of new rules. Also, this paper suggested that there is an urgent need to establish the PMSC-specific laws in Korea.

  • Radio Frequency Identification(RFID) technology, which replace BAR CODE technology that has been widely utilizing in the field of the manufacturing industry for a long time, has been proven in the whole industries including national defense, transportation, and construction as well as manufacturing industry. Recently, with this trend, researches for adapting the RFID technology have been attempting continually centering on the architectural project in the construction industry. However, those researches are mainly focusing on the experimental utilization such as simple activity and material management. To solve these issues, this study demonstrated methodologies for adapting the RFID technology by the construction steps aiming to analyze cycle time of five types of construction process to the NATM method of tunneling work. Besides, the application of RFID technology in civil engineering work was verified by demonstrating the suggested methodology to actual sites. Therefore, it is expected that the suggested methodology will be utilized for predicting the progress rate and establishing of follow-up work plans, and the site applicability of the RFID technology will be expanded to the civil engineering projects.

  • Ministry of Information and Communication is pushing for IT 839 strategy that has main points : 8 major service which can develop IT industry of Korea on the whole, 3 major infra, and 9 major new growth power. Of these, RFID/USN utilizing service is expected to exert a great influence the whole industry from field that is closely related with our life to national defense, supply, construction, transportation, physical distribution, manufacture, circulation, and service. In domestic case, departure of RFID/USN field is a little bit later than advanced nation's, and a technique difference between domestic field and that of advanced nation is about 2 years. In this situation, in order to develop middleware of various field gearing RFID Tag efficiently, we have to study about user interface and data analysis technique that is used in middleware commonly. This paper searches about WPF that appears in user interface field with up-to-date technique, and embodies 3 dimension visualization information system with WPF.

  • Recently Ministry of National Defense is reconstructing old facilities using modular construction method for enhancing soldiers' quality of living. In the future, the use of modular construction method is expected to be increased. But in beginning stage as ROK military facilities that was built by modular was not designed and constructed efficiently, problems for pilot projects need to be analyzed by phases and construction methods should be improved. For the maximized efficiency, design should be made to minimize on-site works, factory automation in an assembly plant should be installed for the better productivity, roads that will be used for transportation should be checked, and joint and connection methods between modules in on-site assembly should be improved for a better quality.
