Five Computer Simulation Studies of Whole-Genome Fragment Assembly: The Case of Assembling Zymomonas mobilis ZM4 Sequences

  • An approach for genome analysis based on assembly of fragments of DNA from the whole genome can be applied to obtain the complete nucleotide sequence of the genome of Zymomonas mobilis. However, the problem of fragment assembly raise thorny computational issues. Computer simulation studies of sequence assembly usually show some abnormal assemblage of artificial sequences containing repetitive or duplicated regions, and suggest methods to correct those abnormalities. In this paper, we describe five simulation studies which had been performed previous to the actual genome assembly process of Zymomonas mobilis ZM4.

국회 외곽 경호·경비시스템 발전방향에 관한 연구 (Improving the Protection and Security System Outside the National Assembly Building)

  • 대한민국 국회는 "가"급 국가중요시설임에도 불구하고 테러 발생에 대한 가능성과 국회 청사내 집회 및 시위와 금지물품 반입은 점점 증가하고 있으며, 열린국회를 지향함으로써 많은 출입문 개방과 다수의 이용자로 인해 출입통제에 있어 취약점이 많다고 할 수 있다. 또한, 국회를 공격함으로써 얻게 되는 상징적인 효과는 매우 높지만 보안관리 수준은 상대적으로 매우 낮아 테러 공격의 대상이 될 가능성이 매우 높다. 이러한 보안상의 취약점을 해결하기 위해서는 제3선인 외곽에서부터의 적절한 출입통제시스템을 운용해야 한다. 하지만 외곽에서 적절한 출입통제가 이루어지지 않고 있으며, 외곽 경비를 담당하고 있는 국회경비대는 2023년 의무경찰 폐지에 따라 2020년 6월에 철수할 예정이므로 이에 따른 외곽 경비 대체 방안과 더불어 외곽 경호·경호경비시스템을 강화할 수 있는 방안을 조속히 마련할 필요가 있다. 이에 따라 본 연구에서는 국회사무처 보안 분야 담당 공무원 114명을 대상으로 외곽 경호·경비시스템에 대한 인식조사를 실시하였다. 연구 결과 국회 외곽에서 위협상황이 발생할 가능성이 높다고 인식하고 있으며, 지능형 영상감지 시스템 및 침입탐지시스템과 드론 등 4차 산업혁명 기술 도입에 긍정적으로 인식하고 있다. 또한, 3선 경호 체계를 중장기적으로 일원화하고 전담부서를 설치하는 방안에 대해 긍정적으로 인식하고 있으며, 국회경비대 대체 방안으로는 청원경찰이 가장 높은 응답률을 보였고, 중장기적으로 의회경찰을 도입하는 것에 긍정적으로 인식하고 있다.

1951년 국민의료법 제정과정에서 한의사 제도를 둘러싼 논쟁 - 국회 속기록을 중심으로 - (Debate on License System for Korean Medicine Practitioners while Establishing the National Medicine Services Law in 1951: Based on Stenographic Records at 11th Provisional National Assembly)

  • The aim of this study is to reflect on the issues of the National Medical Services Law for Korean medicine practitioners (KM practitioners) in Korea, especially those discussed at the Assembly plenary session in 1951. In 1951, the National Assembly wanted to establish the National Medical Services Law (國民醫療法) replacing the colonial medical services law (朝鮮醫療令). Consequently the National Assembly passed the law establishing the license level of KM practitioners equal to that of Western practitioners. But the progress of establishing the law was not easy. There was much dispute over the KM practitioners system amongst the legislators at the Assembly plenary session in 1951. One of the main dispute was about setting the license level of KM practitioners. There were two main positions. One insisted that the license level of KM practitioners should be equal to that of Western practitioners. They had many reasons to support their contended point. From a historical, social, economical, medical and institutional point of view, they argued that the people had needed the KM and thus the new founded Korea had to reflect this situation. The other insisted that the license level of KM practitioners should be below that of Western practitioners. The reason was mainly that the KM was not scientific. This study concludes that the argument of the former was superior to the latter in quantity and quality.

1951년 국민의료법 한의사 제도 입법 과정 (Process of the Legislation of the National Medical Services Law for Traditional Korean Medicine Practitioners in 1951)

  • Objectives: The aim of this study was to reflect upon the process of the legislation of the National Medical Services Law for traditional Korean medicine practitioners (TKM practitioners), especially at the Assembly plenary session of 1951. Methods: Various primary sources related to the legislation were examined, especially those in National Assembly Records and newspapers. Results: In 1950, the National Assembly wanted to establish the National Medical Services Law (國民醫療法) replacing the colonial medical services law (朝鮮醫療令), but it ended in failure. So in 1951, the National Assembly tried again. First, legislator Han Gukwon (韓國源), with 83 other legislators, introduced a bill for the new national health care system. The Society and Health (社會保健委員會) and the Legislation and Judiciary subcommittees (法制司法委員會) deliberated on this bill, and each proposed an amendment to the National Assembly. In the process of careful deliberation of these three proposals, the Ministry of Health and legislator Kim Ikgi (金翼基) each came up with a further amendment. Ultimately, Kim Ikgi's amendment was accepted by the National Assembly. According to his proposal, TKM practitioners were titled 'Hanuisa (漢醫師)', and the medical office name of TKM practitioners became 'Hanuiwon (漢醫院)'. Conclusions: The National Medical Services Law passed in 1951 was the beginning of the unique dual national medical license system of Korea. It recognized Western medicine and TKM practitioners equally under the national license system.

규제 개혁과 국회: 참여논리와 개입모형의 설계 (Regulatory Reform and National Assembly: Rationale, Theoretical Models, and Organizational Alternatives)

  • 한국의 정부규제개혁은 지난 30년간 엄청난 성과를 거둔 것이 사실이다. 특히 경쟁규제분야(혹은 경제규제분야)에서 정부규제완화는 세계화와 민주화에 부응하는 실적을 거두었으며 한국의 경제를 몇 단계 비약시키는데 기여하였다. 문제는 정부주도의 규제개혁의 효과가 언제까지나 계속될 수 있는가하는 것이다. 이 연구에서는 대통령과 행정부가 주도한 그간의 규제 개혁은 그 추진력에 있어서 나름대로 효과가 있었다는 사실을 인정하나, 향후 규제개혁정책이 성공적으로 수행되기 위해서는 국민의 대표로 구성된 국회가 1)규제개혁정책에 대한 입법, 조사, 감사, 정보수집, 내부연구, 규제평가 등에 대한 적극적인 활동을 해야 한다는 점, 2)국회 차원에서의 '정부규제개혁안에 대한 사전·사후적 검토'를 할 수 있는 조직적 기제를 마련해야 한다는 점, 3)맹목적 규제완화정책이 주기적으로 국가위기를 초래하고 있는 현실을 인식하여 국회차원에서 독자적으로 규제개혁정책을 추진할 수 있는 조직적 메카니즘을 만들 시점이 되었다는 점을 강조하고자 하였다. 연구자는 이런 문제의식 하에서 국회의 규제개혁참여 논리를 개발하고 국회와 행정부간의 규제개혁관계를 중심으로 규제개혁모형을 제안하였으며, 국회의 규제개혁참여를 위한 구체적인 조직설치안을 모색하였다.

품질지표기반 정치 후원금 지원을 위한 국회의원 추천시스템 연구 (Quality Indicator Based Recommendation System of the National Assembly Members for Political Sponsors)

  • Purpose: During 2015-2019, the average amount of political donation to the national assembly members in Korea was 1,000 won per person. Despite its benefits such as receiving tax credits, the donation system has not been actively practiced. This paper aims to promote political donations by suggesting a recommendation system of national assembly members by analysing the bills they proposed. Methods: In this paper, we propose a recommendation system based on two aspects: how similar the newly proposed or ammended bills are to the sponsors' interest (similarity index) and how much effort national assembly members put into those bills (intensity index). More than 25,000 bills were used to measure the recommendation quality index consisted with both the similarity and the intensity indices. Word2vec was used to calculate the similarity index of the bills proposed by the national assembly member to the sponsor's interest. The intensity index is calculated by diving the number of newly proposed or entirely revised bills with the number of senators who took part in those bills. Subsequently, we multiply the similarity index by the intensity index to obtain the recommendation quality index that can assist sponsors to identify potential assembly members for their donation. Results: We apply the proposed recommendation system to personas for illustration. The recommendation system showed an average f1 score about 0.69. The analysis results provide insights in recommendation for donation. Conclusion: n this study, the recommendation system was proposed to promote a political donation for national assembly members by creating the recommendation quality index based on the similarity and the intensity indices. We expect that the system presented in this paper will lower user barriers to political information, thereby boosting political sponsorship and increasing political participation.

Effect of Neutral Solvent on the Phase Behavior of Polystyrene-block-Poly(n-butyl methacrylate) Copolymers

  • The effects of a neutral solvent of dioctyl phthalate (DOP) on the phase behavior of symmetric polystyrene-block-poly(n-butyl methacrylate) copolymers (PS-b-PnBMA) were assessed herein. Closed-loop phase behavior with a lower disorder-to-order transition (LDOT) and an upper order-to-disorder transition (UODT) was observed for PS-b-PnBMA/DOP solution when the quantity of DOP was carefully controlled. When the molecular weight of PS-b-PnBMA became larger, the LDOT did not appreciably change at smaller quantities of DOP. With larger quantities of DOP, the reduction in the UODT is greater than the increase in the LDOT. This behavior is discussed in accordance with a molecular theory predicated on a compressible random-phase approximation.

Ship block assembly sequence planning considering productivity and welding deformation

  • The determination of assembly sequence in general mechanical assemblies plays an important role in terms of manufacturing cost, duration and quality. In the production of ships and offshore plants, the consideration of productivity factors and welding deformation is crucial in determining the optimal assembly sequence. In shipbuilding and offshore industries, most assembly sequence planning has been done according to engineers' decisions based on extensive experience. This may result in error-prone planning and sub-optimal sequence, especially when dealing with unfamiliar block assemblies composed of dozens of parts. This paper presents an assembly sequence planning method for block assemblies. The proposed method basically considers geometric characteristics of blocks to determine feasible assembly sequences, as well as assembly process and productivity factors. Then the assembly sequence with minimal welding deformation is selected based on simplified welding distortion analysis. The method is validated using an asymmetric assembly model and the results indicate that it is capable of generating an optimal assembly sequence.

자동차 성형 조립품을 위한 범용 검사기 개발 (Development of the General Inspection-Machine for the Vehicle Forming Assembly)

  • 본 연구에서는 자동차 성형 조립품의 불량 및 부품의 조립상태를 고속, 고정밀도로 검사하고 여러제품에 적용 가능한 범용 검사 시스템을 제안한다. 검사 프로그램은 검사 대상의 표면 검사 및 조립상태 검사를 위한 결함 검사 알고리즘, 실시간 검사를 위한 고속처리 알고리즘으로 구성된다. 결함검사 알고리즘은 크게 ROI 영역내의 픽셀 평균을 이용하는 방법과 영역분할 및 객체 유무 판단을 통해서 이루어진다. 본 검사 시스템의 정확도, 처리 시간 등의 평가를 통해서 시스템의 효율성을 확인하였다.
