Since the industrial revolution, the global environmental problems such as greenhouse gas accumulation and the average temperature increase have caused people's attention. 'Low Carbon, Green Growth' was presented to cope with these global concerns, as one of main policies of 2008 in Korea. The paradigm of a green urban development is started to concern the whole city's energy problems owing to realize 'Low Carbon, Green Growth' in the urban side. The government established a nation's basic energy plan for 20 years, and some local cities made efforts to develop new renewable energy such as the solar, wind and water energy which are suitable to each city's character. As a part of these efforts, the concept of U-Eco city is newly appeared to reflect upon ubiquitous technique, urban ecology and the next generation energy system. However, urban plan is difficult to adopt this next generation energy system with existing laws, regulations and technical systems. The new executive and systematic system is needed to realize the U-Eco city U-Eco for the management of an efficient city. In this study, the authors investigate the concept of the next generation energy system and U-Eco city to realize the energy-efficient city plan and analyze problems to occur during the application of them in an existing city plan. Then, the authors show the remedies to deal with occurred problems.

The purpose of this study is to analyze sensitivity of forest ecosystem to climate change using spatial analysis methods focused on 6 national parks. To analyze, we constructed MODIS NDVI and temperature of Korea Meteorologic Administration based on 1km spatial resolution and 16 days. And we conducted time-series and correlation analysis using MODIS NDVI and temperature. A most sensitive region to climate change is Jirisa National Park(r=0.434) and Seoraksan National Park(r=0.415), there is the highest mean correlation coefficient. The sensitivity of forest ecosystem varied according to habitat characteristics and forest types in national park. In Abies koreana of Hallsan Nation Park, temperature has raised, but NDVI has decreased. these results will be based data of climate change adaption policy for protecting forest ecosystem.
National parks are designated and managed for the purpose of preserving natural ecosystems, nature and cultural scenery, and promoting sustainable utilization in Korea. Since we designated Jirisan as the first Korean national park in 1967, we have now designated and managed 22 national parks. Because these national parks are the core protected areas of the nation and the ecological recreation center for the people, the interests of researchers related to national parks and citizens have steadily increased over the last 50 years. Especially, various natural science researches and social studies on national parks have been conducted with the launch of the Korea National Park Service in 1987, which is dedicated to national park management. However, we still lack research on national park research trends in Korea in spite of the increase in scientific research and public interest. It is important to know who and what institutes are leading national parks research, what research topics have been conducted, what kinds of researches are important in each national park, and how these researches relate to national park management policies. We propose a study to review the national parks related studies that have been carried out so far and identify the research trends. In the pilot study, we collected about 700 research papers on national parks published between 2002 and 2016 through the Korea Citation Index of Korean journals. We are analyzing the number of papers published, research institutes and research topics related to national parks. Analysis of these national park research trends will be necessary for efficient national park management and policy making for future generations.
Investment on technology to obtain green energy is prevailing all over the world. The technology development project is more likely to involve multiple sub-projects, each of which is related to develop elementary technology when the project is larger and nation-wide. However, the methodologies identifying optimal combination of elementary technologies among the candidates have been very few. Hence, the purpose of this paper is to propose a novel methodology which provides an optimal combination of green energy technologies. To do so, to-be developed technologies are clustered with multiple categories. Among the technologies, based on Delphi method, the experts select a representative technology, which is indispensible to the green energy system and has the highest connectivity with other elementary technologies. Then the methodology selects an elementary technology from each technology category based on two metrics: Relatedness with representative technology and project risk. To show the feasibility of the proposed methodology, we applied the methodology to an actual windmill development project.
Since the massive power outages that hit across the nation in September 2011, a growing imbalance between energy supply and demand has led to a severe backup power shortage. To overcome the energy crisis which is annually repeated, a policy change for deriving energy supply from renewable energy sources and a demand reduction strategy has become essential. Buildings account for 18% of total energy consumption and have great potential for energy efficiency improvements; it is an area considered to be a highly effective target for reducing energy demand by improving buildings' energy efficiency. In this regard, retrofitting buildings to promoting environmental conservation and energy reduction through the reuse of existing buildings can be very effective and essential for reducing maintenance costs and increasing economic output through energy savings. In this study, we compared the energy reduction efficiency of national power energy consumption by unit production volume based on thermal power generation, renewable energy power generation, and initial and operating costs for a building retrofit. The unit production was found to be 13,181GWh/trillion won for bituminous coal-fired power generation, and 5,395GWh/trillion won for LNG power generation, implying that LNG power generation seemed to be disadvantageous in terms of unit production compared to bituminous coal-fired power generation, which was attributable to a difference in unit production price. The unit production from green retrofitting increased to 38,121GWh/trillion won due to the reduced energy consumption and benefits of greenhouse gas reduction costs. Renewable energy producing no greenhouse gas emissions during power generation and showed the highest unit production of 75,638GWh/trillion won, about 5.74 times more effective than bituminous coal-fired power generation.
In this paper the key drivers change for cadastral organizations have been presented according to the following aspects; Geo-ICT development including positioning technology, government's public organization innovation policy, cadastral market opening pressure and decreasing of cadastral survey work. It was confirmed that the role of cadastral organization has to be changed from the conducting cadastral survey organization to the spatial information provision organization. Eventually it should take a role to realize Spatially Enabled Society(SES) which is fundamental for national development and upgrading quality of life in the society. From the case study of international cadastral organization, cadastral organization should take core responsibility for the Nation Spatial Data Infrastructure(NSDI) and meeting the future costumers requirements through technical developments and organization's innovation efforts.
This study estimated economic value and benefits of Yongsan National Park, which will be constructed by financial investment of the government and objectively estimated the real value of it by understanding the value of the park from a user's view of the park. For this, the value of Yongsan National Park is divided into using value such as carbon reduction and the function of relieving urban heat island as an environmental material and non-using value based on willingness to pay of the public according to the construction of the park. As a result of the analysis, it was found out that the using value of Yongsan National Park would reach 130 million won up to maximum level of 450 million won per year, and the non-using value was analyzed to be worthy of 2,344 won per capita every month. Besides, economic ripple effect that can be expected in the process of the park construction project was analyzed to be a national policy that creates effect on production inducement of 2.6 trillion won and value added of 809.6 billion won and new jobs for 25,620 persons. Considering the value of Yongsan National Park and the effect of the project based on the result of this study, it was found that it could sufficiently secure the validity of implementing the project compared to the financial investment by the government. Therefore, it must be emphasized that diffusion strategy is necessary for national understanding and for a nation to make it understood its appropriateness widely in respect to the construction of Yongsan National Park for the successful construction of Yongsan National Park and to raise its using value in the future.
This study focused on how to supplement and develop military spiritual education in response to promotion of peace and prosperity and Change of Security Environment on the Korean Peninsula. In order to succeed in the peace and prosperity on the Korean Peninsula policy, Strengthening the military spiritual education is necessary. This study was analyzed through the survey and the results are as follows: First, the awareness level of military spiritual education is more than 68%. Second, the satisfaction level of education has been quit motivated, but, the respondents demands various methods of eduction. Third, the current mental power scores showed no significant difference for environmental change. In addition, based on the results of the research, the problem of military spiritual education is as follows. It is not enough to secure the identity that can firmly support the era of peace and prosperity on the Korean peninsula. Poor budget support might hinder improving poor education facilities and outdated equipment. Furthermore, there is a lack of research on future-oriented educational system in support of traditional education methods of repetition-type repeated education and unification. Therefore, we deducted the following development strategies for the military spiritual education in this paper. First, it is necessary to strengthen the military spiritual education to support the era of peace and prosperity on the Korean Peninsula. Second, for enhancing educational environments, the educational facilities and equipments should be improved by understanding the characteristics of the education target. Third, the integrated management of military research institutes specialized in military spiritual education should be pursued as a system development for ensuring the continuous effect of education. In conclusion, continuous attention and research are needed to establish national perspective and national security perspective, raise the military spirit and utilize various education development programs in order to develop efficient military spiritual education in the future.

With the era of the Fourth Industrial Revolution in sight, innovative business models utilizing new technologies are emerging, and startups are enjoying an abundance of opportunities based on the agility to respond to disruptive innovations and the opening to new technologies. However, what is most important in creating a sustainable start-up ecosystem is not the start-up itself, but the process of research-start-investment-investment-the leap to listing and big business-in order to build a virtuous circle of startups that leads to re-investment. To this end, the environment created in the hub area where start-ups were conducted is important, and these material and non-material environmental factors are described as being inclusive by the word "entrepreneurial ecosystem." This study aims to provide implications for Korea's entrepreneurial ecosystem through the study of the interaction of the elements that make up the start-up ecosystem and the relationship of ecosystem participants in Singapore. Singapore has been consistently mentioned as the top two Asian countries in assessing the start-up environment and business environment. In this process, six elements of the entrepreneurial ecosystem presented by Isenberg(2010)-policies, finance, culture, support, human resources, and market-are the best frameworks for analyzing entrepreneurial ecosystems in terms of well encompassing prior studies related to entrepreneurial ecosystem elements, and a model of regional transformation is formed focusing on some elements to suit Singapore, the target area of study. By considering that Singapore's political nature would inevitably have a huge impact on finance, Smart Nation policy was having an impact on university education related to entrepreneurship, and that the entrepreneurial networks and global connectivity formed within Singapore's start-up infrastructure had a significant impact on Singapore's start-up's performance, researches needed to look more at the factors of policy, culture and market. In addition, qualitative research of participants in the entrepreneurial ecosystem was essential to understand the internal interaction of the elements of the start-up ecosystem, so the semi-structured survey was conducted by visiting the site. As such, this study examined the status of the local entrepreneurial ecosystem based on qualitative research focused on policies, culture and market elements of Singapore's start-up ecosystem, and intended to provide implications for regulations related to start-ups, the role of universities and start-up infrastructure through comparison with Korea. This could contribute not only to the future research of the start-up ecosystem, but also to the creation of a start-up infrastructure, boosting the start-up ecosystem, and the establishment of the orientation of the start-up education in universities.

To cope with various issues in the aspect of climate change adaptation of UNFCCC, Korea began preparing a Five-year National Climate Change Adaptation Plan in 2010 to be implemented from 2011~2015, for the purposes of securing a concrete system to adapt to climate change. Compared with the policies and measurement tools of developed countries, Korea's climate change adaptation capabilities suffers from a number of limitations including insufficiencies of basic information, human resources for research on climate change, and technology in risk and vulnerability assessment. At the same time, Korea maintains superior information technology systems, and comparatively strong climate change adaptation technologies. Recently, with the establishment of the Korea Adaptation Center for Climate Change as a specialized research organization in climate change adaptation, Korea has upgraded its ability to adapt to climate change and to provide support to other Asian countries which are vulnerable to climate change. In consideration of the close relation between climate change adaptation policy and technology development with the environmental industry, Korea's pursuit of cooperation and technical support for developing countries in the Asia region can be seen as the commencement of a long term investment for the nation's future. International cooperation on climate change adaptation between countries in the region can build a mutually complementary and integrated partnership in business, research, education, and other areas. Furthermore, Korea can also participate in the exploration of common issues as landmark projects that can attract global interest with developing countries.
