미국(美國)의 지상원격탐사(地上遠隔探査) 통제제탁(統制制度) (Control Policy for the Land Remote Sensing Industry)

  • 지상원격탐사(Land Remote Sensing)란 멀리 떨어져 있는 지상 지하 대상물의 특성과 현상을 접촉하지 않고 관측하여 정보를 얻어내는 기술이라 정의되고 있으며 보다 좁은 의미로는 인공위성을 이용히여 우주공간으로부터 지표를 관측탐사하여 영상등 정보를 얻는 기술을 의미하는 것으로 받아들여지고 있다. 원격탐사기술은 원래 군사 및 정보 수집을 위한 목적으로 엄격히 제한되어 발전되어왔으나 1970년대 이후 점차 그 기술이 민간에 이전되어 상업화의 길을 걷게 되었다. 최근에는 지상원격탐사영상을 촬영할 수 있는 상업위성을 자체 보유하고 있는 업체까지 등장하여 최고 0.61m 해상도의 정밀위성영상을 시장에 유통시키게 되었다. 지상원격탐사의 민영화와 상업화 경향은 위성영상을 재해예방, 지도제작, 자원탐사 등에 유용하게 사용할수 있도록 하는 장점이 있지만 정밀위성영상이 피탐사국에 공격의도를 갖고 있는 국가나 단체 등에 입수될 경우 피탐사국의 국가안보를 심각하게 위협할 수 있는 가능성도 있다. 지상원격탐사기술의 최선진국인 미국은 이미 1990년대 초반부터 이러한 점을 인식하고 지상원격탐사산업을 통제하기 위한 입법적 보완책을 마련하여 왔으며 현재 국가안보를 이유로 지상원격탐사산업을 규제할 수 있는 여러 제도들을 갖추고 있다. 미국은 지상원격탐사정책법에 의하여 연방해양대기국에 유보된 허가권의 행사를 통하여 0.5m 이상 고해상도 위성영상의 촬영을 막고 촬영 후 24시간 동안 위성영상의 유통을 금하고 있으며, 1994년에는 국가안보를 이유로 지상원격탐사를 금지할 수 있도록 한 'Shutter Control'제도를 규정한 대통령령 제23호를 제정한바 있다. 위 대통령령은 2003. 'U.S. Commercial Remote Sensing Policy'로 대체되어 한층 강화되고 구체적인 규율 내용을 갖게 되었다. 새로운 미국의 지상원격탐사통제제도는 지상원격탐사허가를 내줌에 있어 국방장관과 국무장관이 그 기준을 정하도록 하고, 국가안보를 이유로 한 지상원격탐사금지 및 위성영상 유통제한 제도를 두고 있으며, 유사시 국가안보를 이유로 미국 정부가 민간지상원격탐사시설을 사용할 수 있도록 정하고 있다. 미국과 같은 우주선진국조차 지상원격탐사가 국가안보에 대하여 갖는 중요성을 깊이 인식하고 그 통제를 위한 제도를 갖추고 있다는 점은 분단 상황에 놓인 우리에게 시사 하는바가 크다고 생각한다. 우리의 우주개발진흥법에도 미국을 비롯한 우주선진국들의 지상원격탐사 통제제도를 참작 반영할 수 있도록 지속적인 관심을 기울여야 한다고 본다.

유휴농경지에서 발생되는 습지의 현황 및 특성에 관한 연구 (The Status and Characteristics of Wetlands Created from within Abandoned Rice Paddy Fields in South Korea)

  • As the imports of foreign agricultural products are liberalized and the consumption of agricultural products declines, abandoned rice paddy fields continues to rise. However, such abandoned rice paddy fields has not been precisely surveyed yet. In this backdrop, a necessity to develop technology to utilize such abandoned rice paddy fields has emerged. Utilization of abandoned rice paddy fields as wetlands may be a good example. This study aimed to survey the current status and characteristics of wetlands created within abandoned rice paddy fields by selecting abandoned rice paddy fields throughout the nation and conducting field surveys on the sites that had transformed into wetlands. The abandoned rice paddy fields almost transformed into wetland and the types of wetlands transformed from abandoned rice paddy fields were mainly Inland/Moutain/Depression/Abandoned rice paddy fields/Marsh/Phragmites communis community and Inland/Moutain/Depression/Abandoned rice paddy fields/Swamp/Salix koreensis community. Abandoned rice paddy fields that had transformed into wetlands was depending heavily on waterways for water supply than other reservoirs and lakes do. Abandoned rice paddy fields transformed into wetlands was most observed in mountainous area. Abandoned rice paddy fields are because agricultural land is no longer profitable due to international and social changes and is not cultivated as government policy. Wetland period and dimension originated from abandoned rice paddy fields are very various and its surrounding land its mostly forest and the next largest follow roads and rural community. The abandoned rice paddy fields transformed into wetlands is mostly deserted currently. Despite their value as wetlands, no restoration and utilization efforts are made in Korea today. Therefore, it is imperative to conduct a precise current status survey on these areas and introduce management and restoration plans at the government level in the case of important habitats.

우리나라 학교보건사업 변천에 관한 연구 (A Study on the Analysis of School Health Program by the Chronological Events in Korea)

  • The purpose of this study was to identify and name clusters of school health program, and to describe some of the characteristics of administrative supports. The literature, materials and public documents were analysed by the chronological events from 1945 to 1989. The result of this study is as follows : 1. A brief summary of the history of school health program was included as an introduction to the analysis of the current programs of school health. Five current school health-program clusters were identified from findings of a study of programs ; 1) Physical assessment, laboratory examination and health services for the students, 2) health insturction 3) healthful living condition(environmental health), 4) health clinic management 5) administrative supports. 2. The earliest school-based efforts focused on communicable disease prevention by the ministry of health and social affairs. Annual medical inspection(health assessment) for school children for eyes, ears, nose, and throat were mandated nation-wide in 1951 by physical Assessment Act. 3. In 1979, the health instruction of schools to improve the health status of students was improved by health department in the Ministry of Education. 4. Experiences in healthful environment were basic components of the school health program. However, without careful planning and supervision these experiences were not contributed to the goal of school health. The formal program of school health environment were initiated in 1979. 5. In 1980, the guidelines of school health clinic management were prepared by Ministry of Education such as guidance of essential degrees and facilities in school health clinic. 6. Two patterns of administration of school health programs existed in Korea. In one the school health department operated its own health program and in the other the physical education department operated the health program within the school system. The school health department was established in Ministry of Education from 1979 to 1982. Improved school health programs will be a key element in the comprehensive national child health policy whic I will ask the Ministry of Education to develop for the Department.

강원도 스마트시티 발전방향 설정에 관한 연구 (Study on the Development Direction of a Smart City in Gangwon-do)

  • This research was conducted to propose the basic direction of a smart city plan for the satisfaction of residents of Gangwon-do. Initially, the awareness of smart cities among the residents of Gangwon-do was as follows: The response "I have no idea" was 21.7% higher and "I do not know the details, but have heard of it" was 15.1% lower than the awareness among residents across the nation. Based on these results, it was confirmed that awareness was very low despite the government's smartification reinforcement policy. In addition, the residents of Gangwon-do expected that their time would be saved and their living convenience would increase but were worried that their privacy would be invaded and that the conflict between generations would intensify. Thus, it is necessary to develop a plan to enhance the awareness of smart cities, as well as a plan to enhance digital awareness. Second, based on the importance of and satisfaction with the urban problem response system examined among the residents of Gangwon-do, it seems necessary to prioritize improvements in public space control and administrative problem responses involving deteriorated parks/plazas, pedestrian environment, and administrative processing inefficiency and fairness. Additionally, the first prioritization priority of the residents of Gangwon-do was "health/welfare/medical service" (27.7%); the second and third highest priorities were "transportation service" (26.3%) and "environmental service" (19.0%), respectively. In particular, as "transportation service" was highly preferred in the Chuncheon and Wonju regions and "health/welfare/medical service" was highly preferred in the Gangneung, Sokcho, and other southern regions, it was confirmed that the level of urbanization is deeply associated with smart services.

시계열로 분석한 한국사회의 사회안전지표 (Safety Index of Korean Society Analyzed by Time Series)

  • Rapid economic growth in Korea, on the other side, has generated increase of multiple complex dangers. To take off dangers scattered in the Korean society and to conduct safe society for better life, it is needed to develop social safety index. Social safety index analyzed by time series could compare and estimate various social disasters, thus it act as the foundation to set up safety policy. The research has focused on 8 social safety indexes; natural disaster, fire, traffic accident, crime, industry accident, forest fire, collapse and explosion, and environmental pollution. To find out Korean society safety index analyzed by time series, the research analyzed changes of each safety indexes in 10 years since 1994. Looking at the changes of each indexes, traffic accident showed the most improvement overall the nation, with industrial accident and collapse and explosion rating second and third place. However, crime, fire and natural disaster get worse, and especially crime has turned worsened than any other divisions.

Restructuring the Public Assessment of Housing Management Toward Standardization

  • This research is to restructure the public assessment of housing management in a standardized fashion, and a self-administered questionnaire survey was employed for data collection and analysis. In doing so, all the assessment tools nationwide were identified and assembled to extract the items included in the survey form. The survey form was mailed out to local officers in charge of housing management and professional housing managers in the nation, and the responses were statistically analyzed in order to structure the standard assessment tool of housing management. This research classified 3 main areas (General Maintenance, Operation and Community Living) in evaluating the housing management performance, and identified 35 essential items and 52 optional items. The 35 essential items were drawn from the 16 categories of the 3 areas (11 items of 5 categories for General Maintenance, 7 items of 4 categories for Operation, and 17 items of 7 categories for Community Living), and the rest 52 optional items were from the 16 categories of the 3 areas (24 items of 7 categories for General Maintenance, 26 items of 7 categories for Operation, and 2 items of 2 categories for Community Living). While all the items in the research are quantifiable, it's suggested that qualitative measurements be complementarily utilized in the assessment not only to explore the best practices of housing management but also to refine and modify the standardized tool in response to various environmental changes. As the public assessment of housing management is context-sensitive and critically related to local housing profile, the continuous implementation of the assessment will facilitate shifting the housing paradigm from production and consumption to management and reproduction.

Thus, it is likely the recent change in 11head of the U.S. government will strongly impact the cosmetic industry. The United States is the world`s largest market for cosmetics and toiletries, Many U.S. cosmetic and toiletry manufacturers, such as P & G, Colgate, Avon, Revlon and Estee Lauder, market their Products worldwide. Consequently, what happens in the U.S. often, sooner or later, affect markets and industries in other parts of the world. Frequently, changes that occur first in the U.S. with subsequently take place in other nations within a few years. The success and failure of the new economic policies of the Clinton Administration and the expected tightening of government regulations on environmental protection, and consumer protection will undoubtedly affect the industry. Possible changes in foreign policy will not only affect U.S. companies but also cosmetic manufacturers in other nations. This lecture will focus on possible changes in the cosmetic industry in America and how they will impact on Korea and foreign companies doing business in United States. It will also review important changes in federal and state regulations. New marketing trends, new raw materials and successful new products will be discussed.

농식품안전 정책방향

  • It is difficult for consumers to satisfy high safety request with post-management method such as inspection and surveillance, as various changes in-and-out of the country associated with food safety. In terms of food safety problems related to foods, it is crucial to recognize public health and consumer protection and construct pre-preventive Food Control System. A joint committee, FAO/WHO made the following consultations to the National Food Safety System. ${\circ}$ Approach entirely from farm to table ${\circ}$ Get ready for Risk Analysis System ${\circ}$ Secure transparency ${\circ}$ Establish the optimal policy by evaluating the effect of regulation When it comes to summarizing the consultation, it would be accumulated as two key words; "Efficiency" and "Credibility". Whereas the problem of efficiency focuses on precaution rather than post-management, it requires policy option to maximize consumer's benefit by evaluating the cost for the Food Safety Management and its benefit. Also, analyzing risk's character and amount, demanding an optimal means, and introducing scientific analysis system put much value on the stakeholder's communications are procedure's security which can satisfy both "Efficiency" and "Credibility" simultaneously. Especially, it is emphasized here that Risk Assessment need to be separated from Risk Management. This action is a valid means of credibility security throughout improving transparency. A number of nations and organizations have reformed the method of food management passing through reflection and examination of the prior National Food Safety Management since BSE occurred in Britain, 1996. FSA; Food Standard Agency, AFFSA, EFSA, BfR, and FSC are Risk Assessment Organization functionally separated from Risk Management Organization, JECFA, JMCFA, JMPR, JEMRA in Codex charge Risk Assessment internationally. In case of advanced countries excluding several those such as The U.S. and so forth, though these Risk Assessment Organizations are either separated functionally within Risk Management Organization or operated as apart organ, common factors are in which it has independence as Science Base. While securing independence of Risk Assessment Function, it is a tendency Risk Management should be functionally unified into efficiency as well. Though Germany constructs integral Risk Management System of diverse ways according to social and political conditions of each country such as GFOCP, DVFA, SNFA, CFIS and AQIS, there is a key word in the center, "Securing efficiency of Food Safety Management". However our nation has a representative plural;diversified system with The U.S., we took a step forward for unification as empowering policy's generalization;adjustment and Risk Assessment Function by means of enacting the "Food Safety Fundamental Law" in 2008 and establishing the "Food Safety Policy Commission" with private and governmental sectors in the Prime Minister's office. Even though the unification of Risk Management hereby increased, there is the lack of strengthening function of Risk Assessment and securing independence. It needs to be required for the professional committee in Food Safety Policy Commission to develop as a exclusive office of Risk Assessment by separating from a policy decision. Administrative Branches should reinforce feeble functions such as fundamental investigation;research for carrying out Risk Assessment with securing efficiency throughout reassessment of prior Risk Management Means.

재생에너지정책과 지속가능발전전략에 관한 연구: 독일모델과 시사점 (A Study on Renewable Energy Policy and Sustainable Development Strategy: German Model and Implication)

  • 독일은 환경 친화적이며 지구온난화현상에 직접적으로 영향을 미치는 이산화탄소 배출을 억제하는 방향으로 에너지정책을 실시하고 있다. 이를 기초로 환경 및 에너지 기술개발을 통한 지속가능한 성장정책을 실시하여 왔다. 따라서 독일의 에너지정책과 지속성장정책의 핵심을 이루는 요소는 재생에너지개발 보급제도, 생태적 에너지세, 배출권 거래제도 등이라고 할 수 있다. 특히 재생에너지 개발 및 보급을 통하여 화석연료 사용을 최소화하고 동시에 화석에너지 사용으로 인한 탄소배출비용을 지불하게 하는 탄소세 및 배출권거래 제도를 실시하여 재생에너지개발을 정책적으로 지원하고 있다. 본 논문은 재생에너지정책을 추진하면서 재생에너지 사용을 실질적으로 증가시키고 경제성장을 달성하여 환경에 미치는 부정적 영향을 최소화 하면서 지속가능한 발전이 현실적으로 가능한지에 대해 독일의 정책사례를 중심으로 한 조사 및 분석에 관한 연구이다. 실제로 경제성장을 위한 증가하는 에너지소비를 재생에너지로 대체할 수 있거나 경제성장을 달성하면서도 에너지소비가 증가하지 않는다면 환경에 부정적인 영향을 미치지 않고 지속가능한 성장을 달성할 수 있다. 이러한 전제조건을 충족시키는 모델사례가 독일의 에너지정책과 지속가능발전전략이며 이를 정책과 전략으로서 논리적으로 증명하는 것이 본 논문의 목적이다.

  • 최근 환경보전에 대한 관심과 중요성이 급증하면서 환경은 규제 및 의무사항일 뿐만 아니라 국제 경쟁력을 확보하기 위한 필수요소로 자리 잡고 있다. 무역장벽이 허물어지고 소비자의 삶의 질이 높아지면서 다양한 소비자의 요구를 만족시키기 위하여 제품의 수명은 점차 단축되고 있으며 이에 따라 국제적 환경문제에서 주요 이슈로 다루고 있는 온실가스 감축의 문제 이외에도 폐기물의 처리 및 재활용에 관한 문제 또한 중요한 이슈로 떠오르고 있다. 이러한 환경흐름에 따라 선진국들은 이미 여러 가지 규제 및 조치를 통하여 환경문제를 해결하기 위한 노력을 강구하고 있으며, 국제적으로 환경은 기업 및 국가의 문제라기보다는 지구촌 전체의 문제로 접근해야 하는 중요한 사안으로 인식하고 있다. 이러한 환경변화는 기업의 물류 전략에도 큰 영향을 미쳤으며, 공급사슬에서 역물류의 필요성이 대두되었다. 이에 본 연구에서는 이론적 고찰을 통하여 역물류의 개념, 분류 및 필요성을 알아보고 자원순환에 대한 국내 발전과정 및 특징을 파악함으로써 역물류의 현황을 정리하였다. 또한 물류선진국의 환경주의 발전과정과 역물류 정책 및 사례와 비교하여 국내에 반영할 수 있는 방안을 탐색해 보았다. 역물류를 위한 공급사슬 전체에서 화주기업과 물류기업의 긴밀한 협력체제 확립, 재정적 지원, 법규의 개정, 친환경 물류 기술 개발 및 보급을 위한 지원, 효율적인 물류 시스템 개발 등에 대한 보다 직접적인 방안을 제시하였으며, 이는 향후 역물류 정책 및 운영에 중요한 시사점을 줄 것으로 기대한다.
