Although the strategies and experiences of GIS leading countries are considered for the implementation of NGIS-Development in Korea, the western european nations cases are not analysed. Based on this study focused on German approaches to establish and implement the construction of national geospatial data framework. The goals, construction strategies and contexts of german national framework data, it called authoritative topographic-cartographic information system(ATKIS) in germany, are presented in detail. As a result, some lessons are suggested that can be learned by german approaches. Because we are now standing on the phase of "A Second Master Plan for National Geographic Information System", the german approach can be very for the development of the national framework database in Korea.

Even though Korea's national project - NGIS(National Geographic Information System) has been built since 1995 and the GIS database for underground facilities has also been built, not so many systems are utilizing those databases currently. Also, the waterworks GIS developed and operated by K-Water is not used effectively in supporting field works. In order to manage and operate the waterworks pipelines effectively, systematic supporting strategy must be established by adopting the state-of-the-art technology. In this research, a ubiquitous-based strategy for managing waterworks facilities is proposed to increase the usability of the existing related databases and to ensure the systematic way of distributing information. The current status of the existing waterworks GIS and GIS database were analyzed to achieve the goal. By studying the state-of-the-art technology, we found that importing the LBS technology to the databases is necessary. The results of these efforts are exclusive waterworks-mobile-terminals and LBS system supporting them. Furthermore, the applicability of the ubiquitous technology to waterworks has been examined to realize the real-time waterworks management.

Geographic Information Systems(GIS) are very useful for spatial analysis and policy in local government administration. Recognizing the value of GIS, Chungnam province authorities put a spur on the introduction and development of it. But they have some difficulty in this process because of technical restraint, expertise shortage and budget limit. This study has surveyed current achievement and conditions for GIS development and presented general framework and subordinate tasks to build up GIS. First of all, there are a few prior conditions to guarantee the success of GIS: First, we should set up reasonable long-term plan and follow systematic procedures according to the plan. Second, it is essential to clarify what initiatively manage to whole business and so we should make up GIS-Board as an institutional center for this job. Third, we must research how to take advantage of already existing NGIS(National Geographic Information System), so that we may eliminate redundancy of investment. We can save a lot of finance and human resources through it. Fourth, we must focus on the importance of accurate mapping by utilizing new technology like GPS(Global Positioning System). Fifth, we should arrange efficient training program to constantly produce excellent human resources for GIS.

There are currently more than tens of thematic maps in Korea. Among them, there are some thematic maps which are used by one organization only by which was made, and there are common thematic maps which are used by several organizations. In this study, among many kinds of common thematic maps which are currently used, the common thematic maps which will be digitized for parts of NGIS project were chosen and the priority of project was established. After selecting five maps from the common thematic maps classified as the first ranking, current land use map, parcel-address map, administrative boundary map, urban planning map and road map, the area of CheJoo Island was digitized as a pilot project. Through the pilot project of CheJoo Island, the level of application was verified, and the method was presented in order to reduce the trial and error in the process of this production after analyzing the matter from the pilot project. The direction for digitizing common thematic maps was presented based on the result of the pilot project, in addition to, the detail plan was established after deciding the number of people needed, the amount of money spent, and the period needed for making digital maps nationwide.
