UNCLOS recognizes the right of innocent passage in the ocean but grants jurisdiction and governance to the state of the flag the vessel flies. However, by granting the right to determine vessel's nationality to each country in UNCLOS and by practically consenting inconsistency with the ownership and the state of flag has made the keeping of maritime order quite difficult. Especially, acknowledging the exclusive rights of the flag state on criminal jurisdiction hinders the owner state from exercising its rights and exposes the problem of not taking into account the opinion of the affected state party. This study addresses these issues and examines international regulations on vessels and flag states, mainly UNCLOS, and provides case studies on how criminal jurisdiction is determined when accidents occur at sea. Furthermore, it takes a deeper look into the mutual assistance system in criminal matters and proposes some alternatives on how to overcome these issues.

The purpose of this study was to identify ways in which to improve assistance of reading culture promotion for reading disables in Busan Metropolitan City. The research conducted a survey on reading culture promotion works which were conducted through related public institutions, private organizations and facilities for disadvantaged class, including public libraries. This study analyzed the situations in Busan. The Results indicated promotional strategies are needed in reading culture for the handicapped. This study suggest ways in which to improve assistance through analytical research which are models of mutual cooperation for reading culture promotion in Busan.

It is important to establish a strong system of agencies for protection against disasters. Also, the system of protection against disasters by the residents is necessary to be strengthen the system. We examined the roles of the protection agencies and the administrational institutions against disasters. The results are: 1) The mutual assistance agency relies on the administrational institution on a hardware surface., 2) On the software surface some systems of protection from disasters are under the control of the agencies, and some are under the control of the administrational institution., 3) The shelters are unable to meet the needs of people in any disaster. Thus, we should use of the existing institutions as evacuation areas., 4) The people working in the city in which they live tend to know the protocols of the disaster measures and to recognize the disaster maps well.

Railroad signaling systems perform controlling the distance and routes between trains. Signaling methods on the wayside are to control passively the train speed by using signal flags which are installed on the wayside. ATS(Automatic Train Stop) device is used as the signaling method on the wayside in Korea. The ATS device is assistance equipment of engineers. Signal information is transmitted by combining mutual inductance between the wayside transmitter and on-board receiver. The wayside transmitter performs changing oscillation frequency according to the signal information. The on-board receiver performs controlling the train by receiving the frequency. Currently, the oscillation frequency on the on-board receiver is 78[kHz] in case of normal state. When the on-board receiver is over the wayside transmitter, the oscillation frequency is changed by capacitors of the wayside transmitter according to signal flags. In case of changing the oscillation frequency, the waveform is modified in the wayside transmitter and on-board receiver. This phenomenon is that other signals or communication frequency are included. In this paper, electric model between the wayside transmitter and on-board receiver is suggested and frequency response in the wayside transmitter and on-board receiver including other signals is estimated by the coupling coefficient. Also, the value of coupling coefficient is proposed to exclude other signals and demonstrated by using Matlab and PSpice program.

Voice Phishing finds out personal information illegally using electrification and it is confidence game that withdraw deposit on the basis of this. It appeared by new social problem as damage instances increase rapidly. Target of the damage is invading indiscriminately to good civilian and is crime that commit by foreigners such as a most Chinese, Formosan. Voice Phishing can be crime type of new form in terms of criminal practice is achieved in the foreign countries. Therefore, this study wishes to analyze present occurrence actual conditions and example, and search effective confrontation plan regarding Voice Phishing. Voice Phishing criminal offense is growing as crime is not eradicated in spite of continuous public relations and control, and technique is diversified and specializes preferably. Hereafter, confrontation plan about problem may have to be readied in banking communication investigation to eradicate Voice Phishing. Also, polices control activity may have to be reinforce through quick investigation's practice and development of investigation technique, and relevant government ministry and international mutual assistance cooperation such as the Interpol should be reinforced because is shown international crime personality.

Objectives : The purpose of this study is to find out herb-pair prototype composed of Zanthoxyli Fructus, to examine compatibility regulation between them and to classify them into seven features of compatibility. Methods : To search usages of Zanthoxyli Fructus compatibility, we have investigated the classics of herb and prescription such as "五十二病方"(Fifty-two kinds of Diseases), "黃帝內經"(The Medical Classic of Yellow Emperor), "傷寒論"(Treatise on Febrile Caused by Cold), "金匱要略"(Synopsis of Prescriptions of The Golden), "附廣肘后方"(Handbook of Prescriptions for Emergencies), "本草綱目"(Compendium of Materia Medica), "得配本草"(Deukbae Materia Medica). Results : In these books Zanthoxyli Fructus was paired with below herbs; 桂(Cinnamomi Cortex), 薑(Zingiberis Rhizoma), 吳茱萸(Evodiae Fructus), 細辛(Asari Radix), 茴香(Foeniculi Fructus), 肉荳蔲(Cistanches Herba), 釜下土(Terba Flava Usta), 益智仁(Alpinae Oxyphyllae Fructus), 飴(Saccharum Granorum), 葱白(Allii Radix), 梨(Pyrus), 牙皂(Gleditsia Fructus), 杏仁(Armeniacae Amarum Semen), 蕎麥粉(Fagopyrum esculentum Moench), 胡粉(Minium), 白朮(Atractylodis Rhizoma White), 蒼朮(Atractylodis Rhizoma), 麻子仁(Cannabis Fructus), 大麥蘗(Hordei Fructus Germiniatus), 麴(Massa Medicata Fermentata), 生地黃(Rehmanniae Radix), 茯苓(Poria), 牡蛎(Ostreae Concha), 白礬(Alumen), 雄黃(Realgar), 烏頭(Aconiti Radix), 附子(Aconiti Lateralis Preparata Radix). Conclusions : Zanthoxyli Fructus herb-pair classified by seven features of compatibility are as follows; 1. Mutual reinforcement compatibility with : Cinnamomi Cortex, Zingiberis Rhizoma, Evodiae Fructus, Asari Radix, Foeniculi Fructus, Cistanches Herba, Terba Flava Usta, Alpinae Oxyphyllae Fructus, Saccharum Granorum, Allii Radix, Pyrus, Gleditsia Fructus. 2. Mutual assistance compatibility with : Armeniacae Amarum Semen, Fagopyrum esculentum Moench, Minium, Atractylodis Rhizoma White, Atractylodis Rhizoma, Cannabis Fructus, Hordei Fructus Germiniatus, Massa Medicata Fermentata, Rehmanniae Radix, Poria, Ostreae Concha, Alumen. 3. Mutual restraint compatibility with: Realgar, Aconiti Radix, Aconiti Lateralis Preparata Radix) 4. Mutual detoxication compatibility with: 桑汁(Juice of Mori Folium), 桑根汁(Juice of Morus Cortex), 大蒜(Allii Bulbus), 薺苨(Remotiflori Radix), 桂汁(Juice of Cinnamomi Cortex).

In Chinese philosophy, the concept of Yin and Yang, in the era of the Early China, applies to many more philosophical categories than merely the relationship between the sunny side and the shady side of the sun. A whole series of possible interactions between the Yin and Yang in life is contained in the Chinese Book of Changes, the I Ching. The philosophical theory and the origin of natural sciences of the I Ching is imbued in the Nei Ching. having absorbed and developed the essence of Book of Changes, the Nei Ching reflects the spirit of science. Under the influence of Book of Changes, as well as its idea of Yin and Yang, peculiar at the time, the Nei Ching adapts the essences of the theory of Yin and Yang. The contribution made by the Nei Ching to the development of the philosophical concepts of Yin and Yang lies in that it combines those philosophical concepts with medicine and makes this the basic theory of Chinese medicine. In the Nei Ching, the Yin and Yang theory asserts that the human body is an organic whole, and there exists an organic connection between all tissues and structures. Therefore, the Yin and Yang functions as an essential life that plays a major role of the organic interrelation, the mutual control, and the mutual assistance. Yet, at the same time, each of them can be divided into the opposite aspects of yin and yang. Yin and yang depend on each other for existence. Without yin, there would be no yang, Without yang, there would be no yin. Neither can exist in isolation. Thus the interrelation of Yin and Yang is premised on the two opposite forces and aspects as the underlying cause of all change of Yin and Yang.

Since the food industry, including the agricultural production, is the largest industrial sector in Myanmar, the Myanmar government and industry have a strong willingness to develop the food manufacturing industry despite the limitations of investment, production and technological level. Particularly, the Myanmar government recognizes that the agricultural product-based food industry is an essential element for national economic growth, and is promoting various policy efforts for the industrial development. Therefore, the overall status of the food industry in Myanmar has been reviewed in this study. Also, the TASK (Technology Advice and Solutions from Korea) project in the food processing sector as an ODA (official development assistance) program has been specifically addressed in order to strengthen bilateral cooperation between Korea and Myanmar in the near future.

This article aimed to investigate problems relating to medical tourism based on a review of medical tourism reports and statistics in the global healthcare industry. To be a leading nation in the global healthcare industry, the needs and culture of many peoples, including Muslims, should be considered. Qualified medical services by JCI certification, including nutrition services, will provide opportunities to participate in the international and Asia medical tourism markets. In this article, the definitions of medical tourism, medical service, Halal and Haram, nutrition service for inbound Muslim patients, and Halal food supply in Korea were examined for medical service improvement. Mutual assistance between the government and private enterprise, sharing of medical service information, and construction of a cooperative network system are needed and should be supported by the government.

This review synthesizes research during the past 15 years on the family relations of older persons. After discussing two background issues-sociodemographic changes of later life families and the status of the elderly-the following topics are addressed; relationships between aged parents and adult children, couple relationships, grandparents' relationship with their grandchildren and sibling relationships. Family relationships are vital support systems providing emotional and instrumental support in the lives of older persons. Mutual assistance and affection among family members were found to be common characteristics. Although research on family gerontology has increased in quantify, there are feater needs to develop qualitative, longitudinal and theory grounded studies to capture the rich complexity of family life. Other challenges and suggestions for future research on older persons' family relationship are presented.
