A Study on the Cost Reduction Strategy of Aviation Ammunition (항공탄약 구매 비용 절감 방안에 관한 연구)

  • The ROKAF has been training for a number of exercise for victory in the war, but the lack of aviation ammunition has become a big issue every year. However, due to the limitation of defense resources, there are many difficulties in securing and stockpiling ammunition for the war readiness. Therefore, there is a need to find a way to secure aviation ammunition for war readiness in a more economical way, so In this study, we analyze the precedent research case and the case of the reduction of the purchase cost of weapon system of other countries, and then I have suggested a plan that is appropriate for our situation. As a result of examining previous research cases for this study, there were data that KIDA studied in 2012, Precision-guided weapons acquisition cost reduction measures pursued by US Air Force And the use of procurement agencies that are being implemented by NATO member countries. Based on this study, the following four measures were proposed to reduce the purchase cost of aviation ammunition. First, the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Second, join the NATO Support & Procurement Agency (NSPA) Third, it builds a purchasing community centered on the countries operating the same ammunition Fourth, participating in the US Air Force's new purchase plan for ammunition and purchase it jointly. The main contents of these four measures are as follows. 1. the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Korea has signed agreements on mutual logistics support with 14 countries including the United States, Israel, Indonesia, Singapore, Australia, and Taiwan. The main purpose of these agreements is mutual support of munitions and materials, also supporting the training of the peace time and promoting exchange and cooperation. However, it is expected that there will be many difficulties in requesting or supporting mutual support in actual situation because the target or scope of mutual aid of ammunition is not clearly specified. Thus, a separate agreement on the mutual co-operation of more specific and expanded concepts of aviation ammunition is needed based on the current mutual aid support agreements 2. join the NATO Support & Procurement Agency (NSPA) In the case of NATO, there is a system in which member countries purchase munitions at a low cost using munitions purchase agencies. It is the NATO Purchasing Agency (NSPA) whose mission is to receive the purchasing requirements of the Member Nations and to purchase them quickly and efficiently and effectively to the Member Nations. NSPA's business includes the Ammunition Support Partnership (ASP), which provides ammunition purchase and disarming services. Although Korea is not a member of NATO, NSPA is gradually expanding the scope of joint procurement of munitions, and it is expected that Korea will be able to join as a member. 3. it builds a purchasing community centered on the countries operating the same ammunition By benchmarking the NSPA system, this study suggested ways to build a purchasing community with countries such as Southeast Asia, Australia, and the Middle East. First, it is necessary to review prospectively how to purchase ammunition by constructing ammunition purchasing community centered on countries using same kind of ammunition. 4. participating in the US Air Force's new purchase plan for ammunition When developing or purchasing weapons systems, joint participation by several countries can reduce acquisition costs. Therefore, if the US Air Force is planning to acquire aviation ammunition by applying it to the purchase of aviation ammunition, we will be able to significantly reduce the purchase cost by participating in this plan. Finally, there are some limitations to the method presented in this study, but starting from this study, I hope that the research on these methods will be actively pursued in the future.

  • a numerical method to the problem of mutual admittance between two slots is considered by use of conservation of complex power. Calculation of mutual admittance is compared with other results. And mutual admittance obtained by the method is used in the analysis for the broadband rectangular microstrip antenna geometry using E0plane gap coupling. The theoretical results for both return loss and radiation pattern of the broadband antenna are compared with experimental results. Good agreement between calculated and measured values has been observed.

  • Mutual Recognition Agreement(MRA) between national metrology institutes is started on October 1999 and International Key Comparison is essentially to be used as technical basis for the agreement. High resistance is one of the Key Comparison and high resistance measurement system is established in KRISS for the purpose of the Key Comparison. Total combined uncertainty of the system is about 4ppm in $10M{\Omega}$ and 8ppm in $1G{\Omega}$. With the system, the difference of comparison results for $10M{\Omega}$ and $1G{\Omega}$ among KRISS, VNIIM in Russia and NIM in China is agreed about 6ppm within total combined uncertainty of three institutes.

Evaluation of Errors Due to Earth Mutual Resistance in Measuring Ground Impedance of Vertically-driven Ground Electrode (수직 접지전극의 접지임피던스 측정에서 도전유도에 의한 오차 평가)

  • Ground impedance for the large grounding system is measured according to the IEEE Standard 81.2 which is based on the revised fall-of-potential method of installing auxiliary electrode at a right angle. When the auxiliary electrodes are located at an angle of $90^{\circ}$, the ground impedance inevitably includes the error due to earth mutual resistance. In this paper, in order to accurately measure the ground impedance of vertically-driven ground electrodes, error rates due to earth mutual resistance are evaluated by ground resistance and ground impedance measuring devices and compared with calculated values. As a result, the measured results are in good agreement with the computed results considering soil layer with different resistivity. The error rates due to earth mutual resistance decrease with increasing the length of ground electrode in the case that the ratio of the distance between the ground rod to be measured and the auxiliary electrodes to the length of ground electrode(D/L) is same. The ground impedance should be measured at the minimum distance between the auxiliary electrodes that will have an estimated measurement accuracy due to earth mutual resistance.

  • As a main component of Internet of Things (IoTs), the wireless sensor networks (WSNs) have been widely applied to various areas, including environment monitoring, health monitoring of human body, farming, commercial manufacture, reconnaissance mission in military, and calamity alert etc. Meanwhile, the privacy concerns also arise when the users are required to get the real-time data from the sensor nodes directly. To solve this problem, several user authentication and key agreement schemes with a smart card and a password have been proposed in the past years. However, these schemes are vulnerable to some attacks such as offline password guessing attack, user impersonation attack by using attacker's own smart card, sensor node impersonation attack and gateway node bypassing attack. In this paper, we propose an improved scheme which can resist a wide variety of attacks in WSNs. Cryptanalysis and performance analysis show that our scheme can solve the weaknesses of previously proposed schemes and enhance security requirements while maintaining low computational cost.

  • IoT, which can be regarded as an enhanced version of M2M communication technology, was proposed to realize intelligent thing to thing communications by utilizing Internet connectivity. Things in IoT are generally heterogeneous and resource constrained. Also such things are connected with each other over LLN(low power and lossy Network). Confidentiality, mutual authentication and message origin authentication are required to make a secure service in IoT. Security protocols used in traditional IP Networks cannot be directly adopted to resource constrained devices in IoT. Under the respect, a IETF standard group proposes to use lightweight version of DTLS protocol for supporting security services in IoT environments. However, the protocol can not cover up all of very constrained devices. To solve the problem, we propose a scheme which tends to support mutual authentication and session key agreement between devices that contain only a single crypto primitive module such as hash function or cipher function because of resource constrained property. The proposed scheme enhances performance by pre-computing a session key and is able to defend various attacks.

  • This paper presents mutual authentication scheme between user and network on mobile communications using public key scheme based on counter, and simultaneously shows key agreement between user and user using random number for secure communications. This is also a range of possible solutions to authentication and key agreement problem-authentication and key agreement protocol based on nonce and count, and secure end-to-end protocol based on the function Y=f(.)$\^$1/, C$\^$i/ is count of user I, and f(.) is one way function.

  • In 2017, the EU-Japan FTA talks were resumed ahead of the G20 summit in Brussels, Belgium, and agreed to abolish tariffs on 95% of all trade items. These figures are highly liberalized agreements that are equivalent to the Pacific Rim Economic Partnership Agreement (TPP). Particularly, Japanese automobiles were aggressively negotiating the abolition of tariffs with 7-year grace period and the gradual elimination of European cheese in 15 years. If the agreement is concluded, the tariffs of 1 billion euros (about 1.3 trillion won) will disappear, and Korea, which has similar industrial structure with Japan, will be hit by the processed food, chemical products, medical equipment, dairy products and automobile industries. do. The purpose of this study is to examine the mutual recognition agreement (MRA) that can directly affect the Korean companies in the content of the Japan-EU FTA and to suggest the implications for the Korean export companies.

  • The judgement which is subject of research has denied legal rescission of division of the inherited property by agreement based on (1) the fact that the division of inherited property terminated at the time of concluding mutual agreement in its nature while only the relationship of claim and obligation between the inheritor who has paid for such obligation and the inheritor who has acquired such obligation in the mutual agreement remains (2) and the fact that the legal stability is considerably hindered as the re-partition of inherited property having retroactive effect becomes unavoidable in case of approving the legal rescission of the division of the inherited property by agreement. But it is reasonable to also approve legal rescission on the division of the inherited property by agreement in case the division by agreement actually has the nature such as conditional donation between joint heirs (1) from the fact that the division of the inherited property by agreement gets the nature of disposal equivalent to exchange, transfer and abandonment of share between joint heirs in actuality, (2) and the fact that there are no other theories in approving the validity of mutually agreed rescission despite the fact that the re-partition of inherited property having retroactive effect is unavoidable even in case of the mutually agreed rescission of the division by agreement among all joint heirs. However, as the division of the inherited property by agreement is a contract that gets concluded only if all joint heirs participate, even the legal rescission for the reason of not fulfilling the obligations paid by one party of the heirs during the division by agreement must be considered as possible only by expression of intentions from all other joint heirs excluding this one party.
