An Interactive Multi-criteria Group Decision Making with the Minimum Distance Measure (최소 거리척도를 이용한 대화형 다기준 그룹 의사결정)

  • The multi-criteria group decision making (MCGDM) problem is to determine the best compromise solution in a set of competing alternatives that are evaluated under conflicting criteria by decision maker (DM)s. In this paper, we propose a mixed-integer programming (MIP) model to solve MCGDM. The existing method based on minimizing a distance measure such as Median Approach can not guarantee the best compromise solution because the element of median point vector is defined with respect to each criteria separately. However, by considering all criteria simultaneously, we generate median point that is better for locating the best compromise solution. We also utilize the concept of spatial dispersion index (SDI) to produce a threshold value, which is used as a guideline to choose either the Utopian Approach or the Median Approach. And we suggest using CBITP (Convex hull of individual maxima Based Interactive Tchebycheff Procedure) to provide DMs with various Pareto-optimal solutions so that DMs have broad range of selection.

  • An integrated waste management approach for irradiated graphite was developed during the European Commission project 'Treatment and Disposal of Irradiated Graphite and other Carbonaceous Waste'. This included the identification of potential options for the management of irradiated graphite, taking account of storage, retrieval, treatment and disposal methods. This paper describes how these options can be assessed using multi-criteria decision analysis (MCDA) for a case study relating to a generic power reactor. Criteria have been defined to account for safety, environmental, economic and socio-political factors, including radiological impact, resource usage, economic costs and risks. The impact of each option against each criterion has been assessed using data from the project and the wider literature. A linear additive approach has been used to convert the calculated impacts to scores. To account for the relative importance of the criteria, example weightings were allocated. This application has shown that MCDA approaches can be used to support complex decisions regarding irradiated graphite management, accounting for a wide range of criteria. Use of this approach by individual countries or organisations will need to account for the specific options, scores, weightings and constraints that apply, based on their national strategies, regulatory requirements and public acceptability.

  • This study examines the current status on the supply of community facilities based on the supply criteria of present welfare facilities. Analyzing satisfaction of residents about community facilities based on physical supply criteria. The study sets up the concept and proposed trend of the related studies and distinction through the examination of previous researches. Next, the present systematical supply criteria, was used to make indication in order to propose the promotion of improvement on supply criteria for community facilities. Multi dimensional analyzing system and the satisfaction level of the community facility was used to analyze the relationship between the two. The direction of policy improvement according to the analysis is as per the following. First, it is necessary to improve supply criteria of household to guarantee the minimal amount of space. Second, specification of the minimum distance of community facility to residential area in the complex is needed. Also, the presentation of bottom boundary line of the formation area size to expand the size up to minimal level of size is needed. Third, resident exercise facility supply criteria among the community facility supply criteria need to be improved from the number of household base to the size for each household base. Forth, resident resting facility criteria among the community facility supply criteria should be changed from the present criteria of one facility per five hundred households.

  • In feature-based multi-resolution modeling, the features are rearranged according to a criterion for the levels of detail (LOD) of multi-resolution models. In this paper, two different LOD criteria are investigated and discussed. The one is the volumes of subtractive features, together with the precedence of additive features over subtractive features. The other is the volumes of features, regardless of whether the feature types are subtractive or additive. In addition, the algorithms to define and extract the LOD models based on the criteria are also described. The criterion of the volumes of features can be used for a wide range of applications in CAD and CAE in virtue of its generality.

Methodology for Designing Bicycle Speed Hump Using Multi-critiria Decision Making Process (다기준의사결정론을 적용한 자전거 과속방지턱 설계기법 연구)

  • PURPOSES : Effective speed management is necessary for preventing traffic crashes on the road. Speed hump is known as an effective tool for managing speed. Unlike existing studies which are mainly focused on humps for vehicles, this study proposed a novel method to determine design parameters for bicycle speed humps based on a multi-criteria decision making process. METHODS : Three objectives including the effectiveness of speed reduction, bicycle safety, and user's comfortability were incorporated into the proposed evaluation framework for determining design parameters. A multi-criteria value function was also derived and utilized as a part of the proposed method. RESULTS : Extensive simulations and statistical tests show that an integrated bike-box way is identified as the best in terms of operational efficiency and safety. CONCLUSIONS : It is expected that the outcomes of this study can be a valuable precursor for developing design guidelines for bicycle road and facility.

  • A new technique using a search method which is based on fuzzy multi-criteria function is proposed for GMS(generator maintenance scheduling) in order to consider multi-objective function. Not only minimization of probabilistic production cost but also maximization of system reliability level are considered for fuzzy multi-criteria function. To obtain an optimal solution for generator maintenance scheduling under fuzzy environment, fuzzy multi-criteria relaxation method(fuzzy search method) is used. The practicality and effectiveness of the proposed approach are demonstrated by simulation studies for a real size power system model in Korea in 2010.

  • The power expansion planning is large and capital intensive capacity planning. In the past, the expansion planning was established with the proper supply reliability in order to minimize social cost. However, the planning can't use cost minimizing objective function in the power markets with many market participants. This paper proposed the power expansion planning model using multi-criteria decision rule. This model used multi objective function considering not only cost minimizing but also GENCO's intension. This paper compared proposed model with WASP model in order to verify the result of proposed model.

  • Weapon system currently considers the research about effect analysis including cost effectiveness methodology for a budget management and an achievement of the military strategy goal. So that, this study considers the theoretical background, strength and weakness of several Multi-Criteria Decision Making, and an effect analysis of weapon system. And AHP(Analytic Hierarchy Process) is selected for the best effect analysis methodology of weapon system. Therefore, we applied AHP to the case study of the new generation Multiple Launcher Rocket System, performing the analysis of cost effectiveness methodology. Using AHP and cost effectiveness methodology, we propose the actual and proper decision making result.

Multi-criteria Evaluation of Mobile Network Sharing Policies in Korea

  • Mobile operators in saturated markets increasingly favor mobile network sharing (MNS) over facility-based competition. Previous research examining MNS primarily focused on its positive effects, while the negative effects were largely overlooked. This study proposes a decision-making model using an analytic hierarchy process technique to evaluate decision-making criteria among various types of MNS policies. The decision-making model was applied to Wireless Broadband services in Korea to determine the relative importance of both positive and negative evaluation criteria and preference among multiple types of MNS policies. Positive evaluation criteria (that is, efficiency) were far greater in importance than negative evaluation criteria (that is, competition harm). The preference for adopting MNS among five alternative approaches was also revealed. The study findings offer immediate policy insights in Korea and provide a decision-making framework for policy makers in other countries to utilize.

  • In general, analysis of the decision problems in nuclear system management involves a simultaneous consideration of various criteria and decision alternatives. Sometimes, it is a complex, unstructured, ill-defined process incorporating the multi-criteria and the data of impreciseness. To cope with this analysis, a fuzzy hierarchical analysis methodology is proposed and demonstrated with a simple example.
