Many countries are increasing their investments in smart grid technology to enhance energy efficiency, address climate change, and trigger a green energy revolution. In addition to these goals, Korea also seeks to promote national competitiveness, prepare for the growth of the renewable energy industry, and export industrialization through its strategic promotion of the smart grid. Given its inherent representativeness for Korean implementation of the smart grid and its growth potential, Jeju Island was selected by the Korean government as the site for smart grid testing in June 2009. This paper presents a new design for the electricity market and an operational scheme for testing Smart Electricity Services in the Jeju smart grid demonstration project. The Jeju smart grid test-bed electricity market is constructed on the basis of day-ahead and real-time markets to provide two-way electricity transaction environments. The experience of the test-bed market operation shows that the competitive electricity market can facilitate the smart grid deployment in Korea by allowing various demand side resources to be active market players.

The purpose of this study was to compare the occupational health concerns and opinions among 4 groups : workers, employers and managers, government officials, and health & safety managers. It could help establishing occupational health plans efficiently and providing the way to solve health problems in workplaces in the Inchon area. The delphi technique which is used for deciding group opinion was adopted for this study. Questionnaires regarding health problems and their priorities in the workplaces were sent to four groups three times. All items were measured by five degree ordinal scales. The four groups agreed with questionnaire items, improvement of working environment, occupational health concerns of the employers, the health concerns of workers, and measurement and analysis of working environment, as the upper five priorities for solving the occupational health problems. Besides with the first five priorities, health examinations, health education, and occupational diseases were suggested as important health problems in workplace.

우리나라의 자동차 관리제도가 2003년 1월 1일을 기하여 국가 형식승인제에서 제작사 자기인증제로 전환되었다. 자동차 리콜제도는 자동차 안전결함의 책임을 제작사에게 묻는 조치로 자기인증제에서는 교통사고로부터 소비자보호를 위하여 꼭 필요한 제도이다. 본 연구에서는 자동차 리콜제도의 시행에 따른 편익을 교통사고 감소편익과 교통사고의 심각도 감소편익으로 구분하여 계량화 할 수 있는 방법을 개발하였으며 개발된 방법을 적용하여 우리나라의 리콜제도의 시행에 따른 편익을 산정하였다. 본 연구에서 개발된 방법을 이용하여 2002년 기준 자동차 리콜의 편익 효과를 분석한 결과 연간 745건의 교통사고가 자동차 리콜로 인하여 감소되었고, 교통사고의 심각도 감소측면에서 12건의 사망사고와 1473건의 부상사고를 경감시키는 효과를 가져 온 젓으로 추정되었다.

유전 알고리즘(Genetic Algorithm) 과 분단탐색법(Branch & Bound Method)은 문재인 정부의 핵심적인 부동산 정책인 도시재생 뉴딜사업에서 대상지역을 선정할 때 제한된 예산범위 내에서 사업의 효과가 큰 사업지구들을 지역균형을 고려하여 합리적으로 선정하는 유용한 방법론이다. 2017년 도시재생 뉴딜 시범사업에서는 각 광역지자체가 최대 3곳의 사업지구를 신청할 수 있고, 국토교통부는 이 중에서 중심시가지형 13곳, 경제기반형 2곳을 선정하며, 공공기관제안형 도시재생사업을 별도로 광역지자체에서 신청받아 10곳을 선정할 계획이다. 그런데 사업의 효과만을 기준으로 사업지구를 선정하면 지역균형발전에 부정적인 영향(1곳도 선정되지 않는 지자체 발생)을 미칠 수 있으므로 이에 대한 고려가 필요하다. 그러므로 본 연구에서는 최적화 모형을 구성하기 위해 유전 알고리즘 및 분단탐색법을 응용하여 지역균형발전 조건을 만족하면서 사업효과를 극대화하는 최적 사업지구조합을 도출한다. 이러한 방법론은 경우의 수가 대단히 많아 직관적으로 해결하기 불가능한 조합 최적화의 문제를 해결하는데 매우 적합하며, 부동산학뿐만 아니라 다양한 분야에 응용할 수 있는 방법론임을 2017년 도시재생 뉴딜 시범사업 선정사례를 통해 알 수 있었다. 향후 중앙정부가 특정목적의 제한된 예산을 각 지자체들에 배분하는 사례에서 이 방법론을 적용한 결과가 합리적인 기준이 될 것으로 기대한다.

Recently, the collaboration among small and medium-sized enterprises(SMEs) has been recognized as an effective competitive tool. As several systems have been developed to boost the collaboration, it is necessary to analyze the effectiveness of the systems in terms of their contribution to enhance operational performance of SMEs through objective and quantitative validation. In particular, the analysis for SMEs rather than large-scaled enterprises has not received much attention due to lack of relevant information and difficulty of collecting data. This paper presents a framework for analyzing the effectiveness of the collaboration support system, called i-manufacturing hub, which has been implemented by Korean government. Identification of influential factors to the effectiveness of collaboration hub, and constructing necessary hypotheses are proposed. To overcome the difficulty in data collection only by means of surveys through subjective questionnaires, we exploit system log data that are generated while SMEs use the system. As an initial phase to analyze the effectiveness through hypothesis validation, we discuss several interesting observations and challenges in the direction of enhancing collaboration among SMEs for better operational performance improvement and more participation in the collaboration hub.

Due to the increasing concerns about the buildings which have affected the global environment, most countries have enacted a regulation for the sustainability of domestic buildings. In 2008, the Korean government started to enact a regulation of apartment and office buildings for energy saving. Many research on the sustainable apartment building focuses on $84m^2$ or larger type in response to market demand; therefore, small size type such as $46m^2$ type needs to be researched. In addition, the research on the orientation and window to wall ratio of the building have been separately studied as a means of energy reduction; therefore, the research on correlation of the orientation and window to wall ratio hasn't been fully explored yet. This paper analyzes the energy demand of the apartment building as the change of orientation and window to wall ratio among $46m^2$ and $84m^2$ type. In conclusion, when reducing the window to wall ratio, energy demand was reduced, except when the orientation of the building was between from +10 to -20 from the south.

The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.

As the globalization of the global economy accelerates, entrepreneurs are increasingly interested in knowledge management processes such as sharing, utilizing, and learning within organizations to create and scale new knowledge to achieve sustainable growth and differentiated competitive advantage. Recently, domestic construction companies have been facing difficulties due to many unstable factors including domestic and foreign factors due to technological power enhancement and the decline of the construction industry due to the government's real estate regulation policy and the ongoing recession. The purpose of this paper is to investigate the effect of knowledge sharing and utilization on the performance of knowledge sharing and utilization in the field organization of domestic construction companies in this market situation. In this study, the structural equation model was used for empirical analysis. As a result of this study, it was confirmed that all variables except for the relationship between organizational culture and knowledge sharing and utilization had a positive effect.

Recently, many people are interesting for Start-up and government also try to support their business because it can contribute economic growth. However, in Korea, despite there are many education and supporting programs for them, many Start-ups are failed to retain their business because they actually do not know what they do. Although prior studies for Start-up have pointed that education for them is very important for success, education programs for them only focus on theories rather than practices. Moreover, Start-ups need tools for supporting to business plans or information for their business. Therefore, in this study, we propose IT service functions for Start-up information system supporting Start-up competency. For this purpose, we conduct Delphi and Importance-Performance Analysis with experts on start-up. In experiments, we divided stage of business into three stages; business planning, implementation, growth and diversification. And we draw important tasks from experts in each stage. As a result, we find some tasks to concentrate for Start-up information systems. And we also find tasks which are not important for company founders. Through these results, we expect that the development of functions for supporting those important tasks will help increase the efficiency of Start-up companies and the survival rate of them.

본 연구는 노인일자리사업의 사회적 논의구조를 분석하기 위해 대표적인 대중매체인 신문기사에서 다루어지는 노인일자리 관련 주요 토픽들과 시계열적 특성을 분석하였다. 이를 위해 뉴스 통합 데이터베이스인 빅카인즈에 수록된 11개 중앙지와 8개 경제지의 노인일자리사업 관련 기사 1107개에 대해 잠재디리클레할당 방법을 이용한 토픽분석을 실시해 언론 기사에 내재된 노인일자리사업의 잠재토픽을 추출하였다. 분석결과 노인일자리사업에 대한 일반적 정보전달, 지자체 사업 홍보, 노후생활, 고용효과, 시장연계 등 5개의 잠재토픽이 추출되었는데 2015년까지 대부분의 언론기사가 일반적 정보전달과 지자체 사업홍보에 국한되어 있어 노인일자리사업의 정체성에 대한 사회적 논의가 형성되지 못하였음을 알 수 있었던 반면 2015년 이후부터 노인일자리사업의 소득, 안전 등 노후생활 효과 관련 주제가 다루어지는 비중이 증가했으며 특히 문재인 정부 출범이후 고용효과와 관련된 기사가 압도적인 비중을 차지하게 되었음을 발견할 수 있었다. 본 연구는 이러한 결과에 근거해 향후 노인일자리사업의 질적측면 및 고용효과 측면을 증진시킬 수 있는 방안에 대한 고민의 필요성과 고용프레임 이외의 대안적 프레임 제시의 필요성을 제안하였다.
