The marked increase in the number of environmental problems, combined with the increase in their intensity and spatial extent, has resulted in an ever-increasing need for constant monitoring. This is complicated by the occurrence of new and complicated environmental issues that often prevent a thorough understanding of the entire monitoring framework. In the present study, a diagrammatic method was developed to present the entire framework of a monitoring plan. The diagram was separated into three sections- "Problem Section", "Research Process and Data Section" and "Entities Section" - to clearly present the disparate relationships between monitoring objectives and the monitoring procedure. Notation of the diagrams was undertaken using Unified Modeling Language (UML). A hypothetical monitoring plan for an environmental problem was designed to assess usefulness of the diagrammatic method. The diagram was capable of reviewing and revising the monitoring plan and could be used to select a monitoring procedure according to the monitoring objectives of the plan. The results suggested that this diagrammatic method was effective for designing an appropriate monitoring plan for a given monitoring objective.

By means of analyzing the problems in monitoring plan, design, installation, operation based on maintenance monitoring system installed in subway tunnel section, the methods of improvement were proposed for applying to subway monitoring maintenance effectively in future. The choice of the better monitoring system, the operating method of monitoring system, the confidence and continuity of maintenance monitoring, the performance of responsible monitoring supervision in the phase of the planning of monitoring and design were proposed. The problem and developed plan in the different monitoring systems, the calibration and correction of monitoring system, the analysis for the results and plan for maintenance in the phase of installation of monitoring system and operation were also proposed.

국토를 효율적으로 이용하고 관리하기 위해서는 국토변화에 대한 지속적인 모니터링이 필요하며, 모니터링의 가장 효과적인 방법 중에 하나가 인공위성과 항공기 등을 이용하는 공중모니터링이다. 이에 본 연구에서는 공중모니터링체계 구축방안을 제시하였으며, 이를 위하여 국내외 선행연구 및 사례검토, 관련기술동향 파악, 국토분야별 관계기관에 대한 요구사항 조사를 수행하였다. 국토관리를 위한 공중모니터링체계 구축방안으로 첫째, 국토모니터링체계와 중장기계획을 수립 둘째, 공중모니터링 전담기관을 지정 셋째, 공중모니터링분야의 전문인력을 양성 넷째, 자료공유 및 유통체계를 마련 다섯째, 실시간 공중모니터링체계를 구축 여섯째, 관련 법제도를 개선 일곱째, 지속적인 관련기술의 연구개발 등에 대한 지원 등을 제시하였다.

최근에 공간정보에 대한 수요가 증가함에 따라, 이에 대한 지속적인 모니터링과 변화지역에 대한 효과적인 갱신을 수행하여 정보의 최신성을 확보하고 보다 정확한 정보를 취득하기 위한 다양한 연구가 진행되고 있다. 이러한 연구의 일환으로, 본 연구에서는 변화지역에 대한 갱신주기별 최적의 모니터링 운영방안을 도출하고자한다. 이를 위해, 갱신주기를 실시간갱신과 주기갱신으로 나누어 각각에 대한 대표적인 모니터링 방법의 특성과 현재 우리나라의 적용현황에 대해 서술하였다. 각 방법에 대한 장단점을 파악하여 실무 적용 가능성을 평가해보았으며, 이를 토대로 최종적으로 실시간갱신과 주기갱신 각각에 대한 최적의 모니터링 운영방안을 도출하였다.

Noise generated from Construction site has been raised most civil complaints to 64.4 % among the environmental pollution in 2011. Therefore, local government recommends and prescribes that construction sites over a certain scale install sound level meter for noise monitoring. For example, Seoul has implemented a 24 hour noise monitoring system, with real time communication, to the large construction sites more than 10,000 $m^2$ from the end of August 2012. But it is difficult to use noise measurement data for the construction noise assessment, since the installation standards and technical specifications for construction noise monitoring system are not presented. In this paper, we proposed noise monitoring system improvement plan including technical specifications and installation standards using the investigating results of the problems of current noise monitoring system and the foreign cases.

By means of analyzing of monitoring technology and monitoring regulation based on maintenance monitoring system installed in subway tunnel section, it needs monitoring system, development of operating program, monitoring analyzing system and development of analysis method, establishment of maintenance monitoring standard specification, and performance of responsible monitoring supervision for applying to subway monitoring maintenance effectively in future. It requires specialized monitoring and legislation of monitoring subcontract, improvement of monitoring work contract method, establishment the standard payment of monitoring, and effective calibration and correction of monitoring system in the plan of improving monitoring regulation.

This paper presented the development plan of voltage security on-line monitoring system (VSECOMs). VSECOMs consists of voltage security monitoring system and data management system. VSECOMs has the function of bus voltage watch. voltage stability analysis, and voltage security assessment. EMS data on-line acquisition, PSS/E file conversion, and overall data management. VSECOMs is designed with client/server structure. We will seek stable operation of KEPCO's power system by installation of VSECOMs in EMS of KEPCO.

수량과 수질에 관한 정보는 수자원 관리뿐만 아니라 수공구조물의 계획, 설계 및 운영에 필수적인 자료로 활용된다. 우리나라에서 수량과 수질에 대한 정보는 목적에 따라 여러 기관에 의해 관측되고 있어 많은 문제점이 발생하고 있다. 본 연구에서는 기술적 측면과 법, 제도 측면에서 수량과 수질 연계방안에 대하여 다음과 같은 다양한 대안을 제시하였다. 먼저 국가수문관측계획 및 국가물정보관리계획, 부처간 관측 표준과 정보인증 과정에 대한 협의, 관련 법령(하천법과 수질관련법)의 개정이 필요하다. 또한 현재 설치되어 있는 수량 수질관측소를 유지하고 신규관측소나 교체해야 할 관측소에 대해서는 통합관측을 수행하며, 자료의 관리 및 유통에 대한 단일 기구를 설립해야 한다. 그리고 관측기준을 명확히 확립해야 하며, 통합관리안을 만족시키기 위해 각 부처별로 산재된 정보를 중앙집중식으로 자료 관리를 수행해야 한다. 마지막으로 각 부처별 자료의 신뢰도 및 자료품질에 대한 검증이 우선적으로 수행되어야 한다. 다양한 이해관계 때문에 단기간 내에 수량과 수질 연계관측에 관한 문제들을 해결한다는 것은 어려운 일이나 본 연구에서 도출된 법, 제도, 기술적 제안사항들은 중, 장기적으로 수량과 수질 관측의 효율적인 연계방안에 도움이 될 수 있을 것으로 판단된다.

본 연구는 도시재생사업이 본격적으로 추진됨에 따라 도시재생전략계획 수립, 도시재생활성화지역 지정, 그리고 도시재생활성화계획 수립에 필요한 기초 DB 구축 및 도시재생사업의 평가 모니터링 방안 도출을 목적으로 한다. 연구과정은 13개 선도지역의 공모제안서 및 13개 선도지역 중 도시재생활성화계획을 수립하고 있는 4개 지역(서울, 창원, 부산, 영주)의 도시재생활성화계획(안)을 토대로 기초 DB 및 평가 모니터링 지표를 검토하였다. 연구결과 선도지역 도시재생사업의 평가모니터링을 위해서 다음과 같은 방안이 도출되었다. 첫째, 도시재생사업의 원활한 추진을 위한 재생전략 활성화계획 수립을 지원하고, 나아가 재생 활성화 사업과 각종 도시재생사업을 체계적으로 관리할 수 있는 종합정보체계가 필요하다. 둘째, 도시재생사업 진행에 대한 모니터링이 보다 제도화되어야 한다. 셋째, 전략계획 및 활성화계획의 수립과정에서 도시 또는 군기본계획 관리계획과 연계성 확보가 필요하다. 마지막으로 상향식(Bottom-up) 도시재생사업에 적합한 모듈화 계획의 도입과 평가가 필요하다.
