The purpose of this research is to identify problems and solutions of domestic Life Cycle Cost analysis in BTL(Build-Transfer-Lease), a PFI(Private Finance Initiatives) project. It is expected BTL would be quite effective delivery method for public construction introducing the private's major capital investments and technologies, and obviously LCC analysis is becoming more important factor for success of BTL projects. Nevertheless, there are still some complicated issues in LCC analysis, a technique for selecting the optimal VE(Value Engineering) proposals and estimating OM&R (Operation, Maintenance, & Repair) cost of the buildings, and has been applied limitedly. This research mainly focuses on educational facility, as most frequently delivered by BTL currently, especially with two levels (Alternative LCC and Building LCC) , which is occupied main potion in BTL project. In addition, it identifies four main problems and suggests their solutions through case studies focusing six major factors (WBS, Repair Information, Life Cycle, Time value of money, Repair Information Database, LCC Model) from three projects. Advanced development of this research requires closer partnership between the private / public sectors, and their long term strategies.

A secure Electronic Payment System (EPS) is essential for the booming online shopping market. A successful EPS supports the transfer of electronic money and sensitive information with security, accuracy, and integrity between the seller and buyer over the Internet. SET, CyberCash, Paypal, and iKP are the most popular Credit Card-Based EPSs (CCBEPSs). Some CCBEPSs only use SSL to provide a secure communication channel. Hence, they only prevent "Man in the Middle" fraud but do not protect the sensitive cardholder information such as the credit card number from being passed onto the merchant, who may be unscrupulous. Other CCBEPSs use complex mechanisms such as cryptography, certificate authorities, etc. to fulfill the security schemes. However, factors such as ease of use for the cardholder and the implementation costs for each party are frequently overlooked. In this paper, we propose a Web service based new payment system, based on ANSI X9.59-2006 with extra features added on top of this standard. X9.59 is an Account Based Digital Signature (ABDS) and consumer-oriented payment system. It utilizes the existing financial network and financial messages to complete the payment process. However, there are a number of limitations in this standard. This research provides a solution to solve the limitations of X9.59 by adding a merchant authentication feature during the payment cycle without any addenda records to be added in the existing financial messages. We have conducted performance testing on the proposed system via a comparison with SET and X9.59 using simulation to analyze their levels of performance and security.

The Blockchain technology could represent a solution to unexpected problems. In modern society, the domain of value has become diversified. The Crypto currency would replace the area that conventional currency could not function. The Japanese government recognized the Bitcoin as an official currency from April 2017 through amendment of the Money Transfer Act in 2016, and has been leading the related regulation policy recently. This paper examines the policy strategy of the Japanese government that is leading the current policy related to the Crypto currency market. The sequence of this paper is as follows: Coordination Process of Japanese Government's Crypto currency Policy of Special Mission Committee on IT Strategy as a Coordinator, Amendment of the Fund Settlement Act and the Establishment of a Self-Regulation Organizations in Crypto currency and Japan's Crypto currency Taxation and Supplementary System.

Every day brings a new challenge to the humanities. Life nowadays needs accuracy, privacy, integrity, authenticity, and security to run life systems especially the monetary system. Things now differ from previous centuries. Multiple varieties in digital banking have opened the new and most advanced innovations for human beings. The monetary system is going to developed day by day to facilitate the public. Electronic money has amazed the world and gave a challenge to central banking. For this purpose, there will be a need for strict security, information, and confidence. Blockchain technology has opened new gateways. Bitcoin has become the most famous digital currency, which has created a thunderstorm in digital marketing. Blockchain, as a new Financial Technology, has satisfied all the security issues and satisfied doing business in secure ways that encourage investors to invest and keep the world business wheel. Assessment of the sustainability of implementing Bitcoin in financial institutions will be discussed. Every new system has its pros and cons in which a clear vision of what we are about to use can be sought. Through this research paper, a demonstration of the monetary system evolution, the new ways of doing business, some evidence in a form of academic cases will be demonstrated through comparison a table, a suggested method to transfer to the new system in safe mode will be proposed, and a conclusion will be concluded.
The two fields, economics of art and literature, tend to be put together as part of cultural economic studies; yet the former has been widely popular as compared to the latter. Economics of art has been known as part of social science which studies art economically. Similarly, economics of literature is likely to be an interdisciplinary study of literature and economics. Literature is suggested usually to reflect the economic base of a society as a form of its superstructure in view of classical Marxism; so, it is interesting to see social, economic activities, such as individual values and social institutions, income, price and opportunity cost, in a particular way of analyzing economic ideas in literature. Capital seems to have an innate property of self-expansion in literature; this property thus features actual economic life since in capitalism money is the universal value between persons and literary works. Specifically, the field of economics of literature starts with such ideas: economics of literature is part of cultural economics; and economics of literature deals with the economic value of literature. Putting interdisciplinary fields of literature and economics together, this study is to examine the economic value of literature in which Karl Marx talked about commodities with exchange value, use value, and fetishism. The exchange value is commercial worth, the actual exchange value of a publication; yet, the use value is innate worth, the aesthetic use value of literature. With commodity fetishism, profit seems not as the outcome of a social relation, but of a work- "reification" as the would-be Marxists suggest. As a commodity, the literary work appears to be able to animate life and power in reality. As a result, this paper asserts that social, economical activities in literature as we may apply to the study of economics of literature increase its economic value, implying commercial and innate worth, as the capital in the marketplace.
Quasi-fiscal activities (QFAs) refer to those activities that public corporations carry out to achieve policy objectives of the government. QFAs often lead to the understatement of the government involvement in the economy and the overstatement of its financial balance, thereby lowering fiscal transparency and hiding fiscal risks. Central banks, as public corporations, perform various QFAs in many countries. I define QFAs in this case as those activities that are not directly related to the intrinsic function of central banks, whose responsibility lies in the administration of monetary policy and the provision of banking services for the government and commercial banks. In Korea, the Bank of Korea (BOK) has been an active source of QFAs. Of particular importance are the policy loans to commercial banks to promote their lending to small- and medium-sized enterprises and others. The outstanding stock of policy loans increased rapidly in the aftermath of the recent economic crisis, and stood at 7.6 trillion won (20 percent of the reserve money) at the end of 2002. Another important QFA by BOK stems from the transfer of part of its profits to the central government. The accumulated transfer during 1998-2002 amounted to 9.9 trillion won. My calculation shows that if these and other QFAs had been carried out by the government as explicit fiscal activities, the consolidated central government financial balance would have been below the actual balance by about 0.5 percent of GDP in each year since the economic crisis. It is suggested that the QFAs by BOK be reduced in coming years not only to enhance fiscal transparency but also to expand the flexibility of BOK's reserve management. Abolishing policy loans and minimizing transfers to the government would be the first step in this direction. BOK should also consider paying interest on the government deposit held in BOK.
This study compared and analyzed the effect of income-redistribution, collecting data on the basis of the estimated details of insurance contribution and individual money wage lists for each one year before and after the combination of medical insurance program for industrial workers, by systematic sampling, extracting 4,160 families(14,764 people) among people applied to medical insurance program for self employees in Taegu City on the basis of Oct. 1st in 1998 with 227 associations of medical insurance program for self employees and medical insurance program for government employees and private school teachers combined, comparing the effect of income redistribution of before and after the combination of medical insurance program for self employees. The insurance contribution by household after the combination of medical insurance program for self employees showed the increase rate of average 20.9%, among them households of 68.8% increased and 31.2% decreased. The effect of income-redistribution was more positive because the degree of inequality was more deepened from 0.64 of the before-combination to 0.45 of the after-one in decile distribution ratio, from 0.26 to 0.34 in Gini -coefficient. Decile distribution ratio on the basis of insurance benefits by household was from 0.09 in the before-combination to 0.14 in the after-one, Gini-coefficient from 0.16 in the before-combination to 0.57 in the after-one was a little lowered. And decile distribution ratio of insurance benefits on the basis of insurance contribution was higher from 1.08 in the before-combination to 1.23 in the after-one, concentration index was a little lowered from 0.14 to 0.11, the effect of income-redistribution was improved in the phase of insurance benefits. The income-transfer rate of medical insurance program for self employees (the occupied rate of insurance benefits/ the occupied rate of insurance contribution) showed a lower trend in all of the before and after-combination towards upper classes, it was known that the income-transfer rate was higher from 1st degree to 7th degree in the after-combination in comparison with the before-one, but the effect of income¬redistribution was high because the income-transfer rate was lowered from 8th degree to 10th degree. The rate of medical insurance benefits (insurance benefits/ insurance contribution) increased from 0.79 in the before-combination to 1.07 in the after-one, and showed over 1.0 under 3th degree before the combination, but all of it was higher than 1.0 under 7th degree after the combination, the after-combination was more improved than the before-one in view of the rate of insurance benefits. As the result of above, on the basis of Oct. 1st in 1998 that 227 associations of medical insurance program for self employees was combined into one, we could say that the equality of imposing medical insurance contribution was more re-considered in the after-combination than in the before-one. But this study analyzed with classes divided, anyway, on the basis of insurance contribution, we have limit in explaining the correct effect of income-redistribution, because it was not analyzed according to classes of income, though it helps to analogize the effect of income-redistribution. So there must be analysis about the effect of income-redistribution, on the basis of the system, building up the system to grasp the correct income of the insureds of medical insurance program for self employees.

Nowadays water shortage is becoming one of the biggest problems in the Korea. Many different methods are developed for conservation of water. Soil water management has become the most indispensable factor for augmenting the crop productivity especially on soybean (Glycine max L.) because of their high susceptibility to both water stress and water logging at various growth stages. The farmers have been using irrigation techniques through manual control which farmers irrigate lands at regular intervals. Automatic irrigation systems are convenient, especially for those who need to travel. If automatic irrigation systems are installed and programmed properly, they can even save you money and help in water conservation. Automatic irrigation systems can be programmed to provide automatic irrigation to the plants which helps in saving money and water and to discharge more precise amounts of water in a targeted area, which promotes water conservation. The objective of this study was to determine the possible effect of automatic irrigation systems based on soil moisture on soybean growth. This experiment was conducted on an upland field with sandy loam soils in Department of Southern Area Crop, NICS, RDA. The study had three different irrigation methods; sprinkle irrigation (SI), surface drip irrigation (SDI) and fountain irrigation (FI). SI was installed at spacing of $7{\times}7m$ and $1.8m^3/hr$ as square for per irrigation plot, a lateral pipe of SDI was laid down to 1.2 m row spacing with $2.3L\;h^{-1}$ discharge rate, the distance between laterals was 20 cm spacing between drippers and FI was laid down in 3m interval as square for per irrigation plot. Soybean (Daewon) cultivar was sown in the June $20^{th}$, 2016, planted in 2 rows of apart in 1.2 m wide rows and distance between hills was 20 cm. All agronomic practices were done as the recommended cultivation. This automatic irrigation system had valves to turn irrigation on/off easily by automated controller, solenoids and moisture sensor which were set the reference level as available soil moisture levels of 30% at 10cm depth. The efficiency of applied irrigation was obtained by dividing the total water stored in the effective root zone to the applied irrigation water. Results showed that seasonal applied irrigation water amounts were $60.4ton\;10a^{-1}$ (SI), $47.3ton\;10a^{-1}$ (SDI) and $92.6 ton\;10a^{-1}$ (FI), respectively. The most significant advantage of SDI system was that water was supplied near the root zone of plants drip by drip. This system saved a large quantity of water by 27.5% and 95.6% compared to SI, FI system. The average soybean yield was significantly affected by different irrigation methods. The soybean yield by different irrigation methods were $309.7kg\;10a^{-1}$ from SDI $282.2kg\;10a^{-1}$ from SI, $289.4kg\;10a^{-1}$ from FI, and $206.3kg\;10a^{-1}$ from control, respectively. SDI resulted in increase of soybean yield by 50.1%, 7.0% 9.8% compared to non-irrigation (control), FI and SI, respectively. Therefore, the automatic irrigation system supplied water only when the soil moisture in the soil went below the reference. Due to the direct transfer of water to the roots water conservation took place and also helped to maintain the moisture to soil ratio at the root zone constant. Thus the system is efficient and compatible to changing environment. The automatic irrigation system provides with several benefits and can operate with less manpower. In conclusion, improving automatic irrigation system can contribute greatly to reducing production costs of crops and making the industry more competitive and sustainable.
The National Pension of Korea is a public social security system designed to alleviate social risks and poverty that has had a major impact on the quality of life for the aging population. However, a rapidly aging population and low fertility threaten the sustainability of national pension in Korea. The National Pension Research Institute publishes a nancial projection every ve years; consequently, the government has lowered the entitlements for the sustainability of national pension based on the projection results. The current reform of the pension system that arbitrarily reduces the entitlements might detract from the income security role of the national pension for pensioners without accounting for the highest elderly poverty rate in the OECD countries. We first discuss methods for the financial projection of the national pension in terms of population, subscribers, and pensioner projections in order to estimate the pension reserve fund and the financial depletion year. We also conduct a sensitivity analysis for population variables, institutional variables, and economic variables based on pension reserves and the financial depletion year. We evaluate intergenerational fairness between the income hierarchy by conducting a money's worth analysis. Finally, we investigate the possibility of the sustainability of national pension by adjusting pension contributions and entitlements (income replacement rate). A new dependency ratio shows that a simple reform of the national pension does not secure the sustainability of the national pension without adapting a pay-as-you-go system.
Many ITS services require map databases in digital form to meet desired needs. Due to the dynamic nature of ITS and the sheer diversity of applications, the design and development of spatial databases to meet those needs pose a major challenge to both the public and private sectors. This challenge is further complicated by the necessity to transfer locationally referenced information between different kinds of databases and spatial data handling systems so that ITS products will work seamlessly across the region and nation. The Purpose of this paper is to develop the framework-models commonly to reference locations in the various applications and systems-the ITS Map Datum and LRS(Location Referencing System). The ITS Map Datum consists of the around control points which are the prime intersections (nodes) of the nationwide road network In this study, the major points have been determined along wish link-node modeling procedure. LRS, defined as a system for determining the position (location) of an entity relative to other entities or to some external frame of reference, has also been set up using CSOM type method. The method has been implemented using ArcView GIS software over the Kangnam and Seocho districts in the city of Seoul, showing that the implemented LRS scheme can be used successfully elsewhere. With the proper advent of the K.ITS architecture and services, the procedure can be used to improve the data sharing and to inter operate among systems, enhancing the efficiency both in terms of money and time.
