Policy introducing open access to the wireless network has been under discussion in the Korean mobile telecommunications industry. The policy, which directs mobile operators to allow mobile portals other than their own ones to access their network and subscribers, is expected to vitalize mobile Internet market through competition among portals. This study analyzes the impact of the policy in terms of welfare of mobile Internet users and profit of mobile contents providers. We also cover the influence of mobile Internet fee on anticipated results of the policy

The explosive growth in wireless networks and Internet services has created considerable demand for mobile Internet services based on the mobile phone. Mobile Internet has become the new business model in telecommunication market, therefore the open network policy for mobile Internet has been formulated and implemented by the government in Korea. In spite of the open network policy for mobile Internet, there has been no systematic analysis of the various interconnection issues, including pricing, in mobile Internet network. This paper aims to suggest the interconnection pricing methods for mobile Internet network by reviewing the current pricing models for various communications services, and adapting them to mobile Internet communications circumstances. Results of this paper can be used as a guideline for government policy directions and management decision making after the introduction of the open network policy for mobile Internet.

We analyzed the effect of 6-month lagged number portability policy and introduction of common number among carriers on Korean mobile market. Our result shows that the policy change contributed to both the increase in number of mobile subscribers and decrease in dominant carrier's market share. We found that unified prefix among mobile operators is more effective than the lagged number portability policy. The carriers' profit, however, decreased a lot due to excessive marketing expenditure. We also estimated market shares of carriers up to year 2005 when full number portability policy is adopted. The results show that dominant carrier's monopolistic power will be recovered by the end of 2005 implying government's number policy itself cannot guarantee the effective competition in Korean mobile market.

2본 논문에서는 인터넷 QoS 지원 이동 IP 망에서의 정책기반 네트워크 시스템 설계 및 망관리 시스템 구현 방법에 대해 제안한다. 본 논문의 망관리 시스템은 정책기반 네트워크의 정책서버로서의 역할을 하게 된다. 인터넷 QoS 지원 이동 IP 망에서의 정책기반 네트워크의 전체적인 프레임워크는 크게 응용계층, 정보관리계층, 정책제어 계층, 디바이스계층의 네 계층으로 나뉘어 통합된 관리를 수행하는 구조를 가지고 있으며, 이러한 통합된 망관리 시스템에 적용할 네 가지 범주(access control, mobile IP operation, QoS control, network monitoring)의 정책 구조를 정의하고 이에 따른 동작 절차의 예를 보인다. 실제 QoS 지원 이동 IP 망에서의 정책기반 망관리 시스템의 구현을 위한 설계 방법 및 S/W의 구조와 각 모듈 별 기능에 대해 제시하고 이 망관리 시스템과 각각의 에이전트들과의 원활한 통신을 위해 개발한 SCOPS(Simple Common Open Policy Service)프로토콜의 구조 및 기능에 대해 정의한다. 마지막으로 제안된 인터넷 QoS 지원 이동 IP 망에서의 정책기반 망관리 시스템을 실험실 규모의 테스트 베드에 적용하여 구성하는 방법에 대해 자세히 설명하고 성능평가한다.

With the development of wireless access technologies and the popularity of mobile intelligent terminals, cloud computing is expected to expand to mobile environments. Attribute-based encryption, widely applied in cloud computing, incurs massive computational cost during the encryption and decryption phases. The computational cost grows with the complexity of the access policy. This disadvantage becomes more serious for mobile devices because they have limited resources. To address this problem, we present an efficient verifiable outsourced scheme based on the bilinear group of prime order. The scheme is called the verifiable outsourced computation ciphertext-policy attribute-based encryption scheme (VOC-CP-ABE), and it provides a way to outsource intensive computing tasks during encryption and decryption phases to CSP without revealing the private information and leaves only marginal computation to the user. At the same time, the outsourced computation can be verified by two hash functions. Then, the formal security proofs of its (selective) CPA security and verifiability are provided. Finally, we discuss the performance of the proposed scheme with comparisons to several related works.

휴대용 컴퓨터나 PDA등의 증가로 이동성에 대한 사용자의 요구가 점점 늘어나고 있으나 현재의 프로토콜은 자신의 IP 주소를 변경하지 않고 다른 네트워크로 이동할 경우 호스트의 새로운 위치로 IP 패킷을 전달할 수 없다. 이러한 문제를 해결하기 위해 IETF에서는 이동 IP라는 프로토콜을 제안하였다. 오늘날 인터넷은 최신형 서비스라 불리는 서비스를 제공하고 있다. 그러나 인터넷이 상업화됨에 따라 서비스 요구가 다양해지고 있으며 동시에 QoS에 대한 요구가 급증하고 있다. 정책기반 네트워크 관리는 IP 망을 대상으로 관리의 복잡성, QoS 및 보안에 있어서의 문제점을 해결할 수 있는 방안으로 제시하고 있다. 따라서 본 논문은 이동 IP 환경에서 인터넷 차별화 서비스를 제공하는 정책기반 네트워크 관리에 대한 네트워크 토폴로지 구성을 살펴보고 그들의 동작 절차와 구조를 제안하고, 정책 시나리오를 표현하기 위해 정책 클래스로 정책들을 나누어서 본 논문에서 제안하는 정책 언어를 사용하여 제시하였다. 또한 여러 가지 제어와 네트워크 동작 절차를 실행하기 위해 이동 IP 환경에서 인터넷 차별화 서비스를 제공하는 정책기반 네트워크 관리를 구현하였다.

본 논문에서는 IPSec(IP Security) 환경에서 이동 에이전트 시스템을 이용한 보안정책 협상모델을 설계하고자 한다. 기존의 IP 보안 시스템들은 약간의 문제점들이 있다. 각 보안영역과 구현환경에 따라 각기 다른 보안정책을 내부적으로 정의하여 사용하고 있다. 이로 인하여 패킷 전송시 보안 영역간 정책 요구사항이 서로 달라 패킷이 목적지까지 전달되지 않을 수도 있고, 패킷이 양방향으로 같은 경로를 따라 전송되고 같은 정책으로 보호되는지 보장할 수 없는 문제점을 내포하고 있다. 본 논문에서는 이러한 문제들을 이동 에이전트를 이용하여 해결할 수 있는 모델을 설계하였다. 각각의 보안 영역별로 보안정책의 협상이 필요하다면, 이동 에이전트는 보안정책 협상결과를 패스포트 형태로 관리하고, 이 패스포트를 이용하여 서로간의 인증 및 신뢰성을 보증해 준다.

본 연구에서는 국내외 모바일 전자정부의 구축 사례를 비교분석하고 이를 바탕으로 모바일 전자정부의 발전 방향에 대한 시사점을 제시한다. 이를 위하여 모바일 전자정부 서비스의 유형 구분을 위한 프레임워크를 제시하였으며, 국내외 모바일 전자정부 구축 사례를 해당 프레임워크를 바탕으로 분석함으로써 모바일 전자정부 발전방향에 대한 정책적 시사점을 도출하였다. 이에 의거하여 본 연구에서는 모바일 전자정부의 추진 방향으로서 고객 중심의 업무프로세스 재설계, 사용자 중심의 모바일 포탈 재구성, 모바일 고유의 서비스 개발, 신기술 트렌드를 적용한 모바일 전자정부 서비스 개발, 고객으로부터의 피드백을 통한 선순환 및 모바일 보안의 강화를 제시하였다.

모바일 브로드밴드 시대를 맞이하여 5G 이동통신의 기술개발이 한창 진행되고 있으나, 이를 위한 주파수 정책은 아직 체계적으로 정립되지 않았다. 본 논문에서는 5G 이동통신서비스를 살펴보고, 관련 기술개발 동향을 고려하여 미래의 이동통신서비스를 제공할 수 있는 주파수 정책을 분석하였다. 이 결과를 토대로 우리나라의 주파수 정책 방안을 제안한다. 주요 정책 방안으로 3~5 GHz 대역의 주파수 공동사용 확대, 5 GHz 대역의 국제 호환성 유지, 그리고 주파수 관리체계의 일원화 등을 포함한다.

The world mobile service is growing sharply and became bigger market than wired. So it is very needed to find the political way to promote mobile industry. The United States government recently decided to introduce new mobile policies for promoting mobile industry. Until now the telecommunications policies of the United States have affected policy developments for many countries including Korea. In this context, we studied the validity of introducing new mobile policies of the United States in Korea. We found that new mobile policies can cause the change of mobile market environment; mobile market power will be dispersed from network to content, application and devise, and new mobile market environment where consumers freely select and use network as well as content, application and devise will be made. Also we found empirically that if new policies are introduced in Korea, mobile industry will be promoted as Korean consumers use mobile services and goods quite actively in new mobile market. We think our results provide reasonable evidence to introduce new mobile policies in Korea.
