  • Policy introducing open access to the wireless network has been under discussion in the Korean mobile telecommunications industry. The policy, which directs mobile operators to allow mobile portals other than their own ones to access their network and subscribers, is expected to vitalize mobile Internet market through competition among portals. This study analyzes the impact of the policy in terms of welfare of mobile Internet users and profit of mobile contents providers. We also cover the influence of mobile Internet fee on anticipated results of the policy

  • The explosive growth in wireless networks and Internet services has created considerable demand for mobile Internet services based on the mobile phone. Mobile Internet has become the new business model in telecommunication market, therefore the open network policy for mobile Internet has been formulated and implemented by the government in Korea. In spite of the open network policy for mobile Internet, there has been no systematic analysis of the various interconnection issues, including pricing, in mobile Internet network. This paper aims to suggest the interconnection pricing methods for mobile Internet network by reviewing the current pricing models for various communications services, and adapting them to mobile Internet communications circumstances. Results of this paper can be used as a guideline for government policy directions and management decision making after the introduction of the open network policy for mobile Internet.

The Analysis of Effect of New Mobile Number System in Korean Mobile Market (이동통신시장 번호제도 개편 효과 분석)

  • We analyzed the effect of 6-month lagged number portability policy and introduction of common number among carriers on Korean mobile market. Our result shows that the policy change contributed to both the increase in number of mobile subscribers and decrease in dominant carrier's market share. We found that unified prefix among mobile operators is more effective than the lagged number portability policy. The carriers' profit, however, decreased a lot due to excessive marketing expenditure. We also estimated market shares of carriers up to year 2005 when full number portability policy is adopted. The results show that dominant carrier's monopolistic power will be recovered by the end of 2005 implying government's number policy itself cannot guarantee the effective competition in Korean mobile market.

  • In this paper we have proposed policy-based network management system architecture for Internet QoS support Mobile IP networks that is divided into four layers(application layer, information management layer, policy control layer, device layer), then we propose an implementation strategy of policy-based network management system to enforce various control and network management operations and a model of policy server using SCOPS(Simple Common Open Policy Service) protocol that is developed in this research. For policy-based mobile IP network management system implementation, we have derived four policy classes(access control, mobile IP operation, QoS control, and network monitoring) and we showed operation procedures for each policy scenarios. Finally we have implemented Internet QoS support policy-based mobile IP network testbed and management system and verified out DiffServ policy enforcement behaviors for a target class service that is arranged a specific bandwidth on network congestion conditions.

Verifiable Outsourced Ciphertext-Policy Attribute-Based Encryption for Mobile Cloud Computing

  • With the development of wireless access technologies and the popularity of mobile intelligent terminals, cloud computing is expected to expand to mobile environments. Attribute-based encryption, widely applied in cloud computing, incurs massive computational cost during the encryption and decryption phases. The computational cost grows with the complexity of the access policy. This disadvantage becomes more serious for mobile devices because they have limited resources. To address this problem, we present an efficient verifiable outsourced scheme based on the bilinear group of prime order. The scheme is called the verifiable outsourced computation ciphertext-policy attribute-based encryption scheme (VOC-CP-ABE), and it provides a way to outsource intensive computing tasks during encryption and decryption phases to CSP without revealing the private information and leaves only marginal computation to the user. At the same time, the outsourced computation can be verified by two hash functions. Then, the formal security proofs of its (selective) CPA security and verifiability are provided. Finally, we discuss the performance of the proposed scheme with comparisons to several related works.

Architecture of Policy-Based Network Management for Providing Internet Differentiated Service on Mobile IP Environment (이동 IP 환경에서 인터넷 차별화 서비스 제공을 위한 정책기반 네트워크 관리 구조)

  • Because of increasing the notebook computer and PDA, users' requirement with respect to mobility is growing more and more. However, current IP protocol is not changed IP address and can not deliver IP packets on new location of host in case moving another network. To solve this problem, the IETF has proposed mobile IP. Today users want to be provided suitable QoS in the internet since demand of services is variety. The policy-based network management is method which can solve various problems of QoS, security, and complication of management in IP networks. This paper presents the network topology constitution, operation procedure and architecture of policy-based network management for providing internet DiffServ on mobile IP environment. In this paper we propose policy classes of policy-based DiffServ network management on mobile environment and create policy scenarios using the proposed policy description language to represent the policy classes. Finally, we implemented a policy-based DiffServ network management system on mobile IP environment.

  • This paper presents the design of a certain highly efficient security policy negotiation of SPS(Security Policy System) using mobile agent system. The conventional IP security systems have some problems. A drawback to these systems is that the required policy between each security area is different. Another problem is not possible to guarantee whether a packet is transmitted through the same path by both directions and is protected by the same policy due to the topology of the network. Unlike conventional systems, the model developed herein can be resolved by using a mobile agent technology. If each domain needs a negotiation of security policy, a mobile agent manages the result of the negotiation in the form of a passport and guarantees the authentication and reliability each other by using the passport.

  • This paper aims at finding the policy implications of mobile government services based on the comparison of domestic and foreign cases. We developed a framework for the classification of mobile government services and examined the domestic and foreign mobile government services to identify policy implications and dynamic trends of the mobile government. In the policy perspective, we suggest customer-centric service redesign, extensive adoption of mobile service solutions, and new service development reflecting new mobile trends.

  • The 5G mobile communication technologies have been extensively developed with the era of mobile broadband, but spectrum policy for this service has not yet set up. In this paper, We have investigated the 5G mobile service and analyzed the 5G spectrum policy taking the developing technologies into account. Based on the results of these analyses, We propose an expansion of spectrum sharing in the 3~5 GHz bands, spectrum harmonization of 5 GHz bands, and restructuring of spectrum management administration from currently three distributed management to centralized spectrum management structure.

A Study on Validity of New Mobile Policies in Korea

  • The world mobile service is growing sharply and became bigger market than wired. So it is very needed to find the political way to promote mobile industry. The United States government recently decided to introduce new mobile policies for promoting mobile industry. Until now the telecommunications policies of the United States have affected policy developments for many countries including Korea. In this context, we studied the validity of introducing new mobile policies of the United States in Korea. We found that new mobile policies can cause the change of mobile market environment; mobile market power will be dispersed from network to content, application and devise, and new mobile market environment where consumers freely select and use network as well as content, application and devise will be made. Also we found empirically that if new policies are introduced in Korea, mobile industry will be promoted as Korean consumers use mobile services and goods quite actively in new mobile market. We think our results provide reasonable evidence to introduce new mobile policies in Korea.
