This paper qualitatively and quantitatively examines the effectiveness of regulations currently in place in the Korean mobile telecommunications market by comparing their intended objectives with the actual outcome, particularly with respect to the performance of market participants. The results show that the regulations have generally been effective in lowering the average revenue per user of carriers. However, the managed competition efforts of the government have also resulted in increased revenues for the top two carriers in the market without significantly affecting their general business operations.

This study proposes strategies for economic development through mobile in Africa where mobile emerges as an infra to solve socioeconomic problems. It analyzes economy and ICT industry in Africa and studies several cases that are utilized in agriculture, finance, education, and healthcare. It also examines economic development theory and the impact of broadband on economic growth and development. It is necessary to leapfrog to mobile to achieve an information society and a compact industrialization based on ICT because fixed-line is very poor and expensive in Africa. Building a mobile broadband infra, supporting a dissemination of low-end smartphones and a government's support for mobile contents are necessary to achieve a leapfrogging development through mobile in Africa. The findings of this study provide additional insights for Korean ICT companies to consider a business in Africa.

Mobile Office is a new type of working method in the workplace that can be used at any time or anywhere by connecting to the network with mobile devices. This allows people to do their jobs without their physical presence in their offices to use computers. The elements in mobile office environment are advancing. They include the widespread distribution of the smart phones, the network enhancing strategy in a ubiquitous environment and expansion of the wireless internet; however, there are not enough security guidelines or policies against these threats on the new environment, the mobile office, although there is the revitalization policy of smart work supported by the government. CERT and ISAC, the known security system as of now, could be used for the secure mobile office, In this paper, suggestions are to be provided for strengthening the security of smart mobile office by analysing the functions of CERT and ISAC.

This study was conducted to determine the content of non-steroidal anti-inflammatory drugs (NSAIDs) in meats available on the Korean markets. The analysis was carried out using following conditions; C18 column ($100{\times}2.1$ mm, 1.7 ${\mu}m$), mobile phase composed of DW (containing 0.1% formic acid): acetonitrile (containing 0.1% formic acid), binary pump at a flow rate of 0.3 ml/min and 5 ${\mu}l$ of injection volume, MS/MS detector with ESI positive mode. The calibration range of five NSAIDs showed linearity ($r^2{\geq}0.99$) at concentration range of 3.125~200 ${\mu}g$/kg. The recoveries in fortified muscle more than 78.7~100.3%. The detection limits for meloxicam, ketoprofen, flunixin, carprofen and tolfenamic acid were 3.5, 1.6, 1.7, 9.8 and 4.8 ${\mu}g$/kg, respectively. We also monitored NSAIDs residue in cattle muscle 51 samples. The test results, NSAIDs were all not founded.

This study was carried out to investigate the quality control of domestic and imported Puerariae Radix. It was analyzed by HPLC using ${\mu}$-Bondapak C$\sub$18/ column with 35% MeOH containing 1% CH$_3$3CO$_2$H system as the mobile phase at UV 254nm. Good linearity showed over the range of 10 to 200$\mu\textrm{g}$/$m\ell$(r$^2$=1) for Puerarin, and 0.5 to 10$\mu\textrm{g}$/mg(r$^2$=0.9999) for Daidzein. The average contents of Puerarin and Daidzein were 5.5${\pm}$1.2%(Domestic), 5.3${\pm}$0.7%(Imported), and 0.05${\pm}$0.02%(Domestic), 0.08${\pm}$0.02%(Imported).The average recovery rates of Puerarin and Daidzein were 101.8${\pm}$1.9% and 97.2${\pm}$0.7%, respectively.

The proliferation of mobile and tablet PC has been collapsing down geographic boundaries. Accordingly, the global cultural and artistic activities and public cultural content exchange have been enlarged. With the spread of Web 2.0, users can easily access a variety of cultural contents. However, each local government develops applicable technical and cultural content service on their own without consulting any best practices or standards. In addition, unlike traditional contents services mobile content services should take into account the characteristics of the environment. It is also necessary to provide personalized contents in a timely manner. In order to accelerate the future mobile environment, this study presents a mobile web service practice that was developed based on the current state for mobile services and a cultural contents derived from standards and effective deployment of the service plan focusing on the case of "The Encyclopedia of Korean Local Culture".

This study aims to suggest methods for improving innovation capability in Daegu-Gyeongbuk's mobile industry. Before offering suggestions, it analyzes the characteristics of technological innovation based on the mobile industry's value chain in Daegu-Gyeongbuk in relation to R&D workforce, R&D expenditures, and R&D networks. Support for R&D workforce in the Daegu-Gyeongbuk's mobile industry is concentrated in the mobile device and contents sectors. In addition, it is difficult for companies to finance R&D expenditures because most are SMEs, except for some large enterprises in the mobile device sector. R&D networks are structured mainly inside of companies, and linkages among universities, research institutes, and supporting institutes are weak in all sectors. To strengthen the innovation capability in Daegu-Gyeongbuk's mobile industry, therefore, human resource projects should be dispersed, and financial support should also be spread across value chain sectors rather than concentrated. Aside from this, a place for industry, academia, institutes, and government to build and enhance innovative networks should be created in all sectors.

Many businesses, government offices, educational institutions, according to the characteristics of each business and information system is used. However, prevalence of smart phones and a wide range of mobile devices with services, which requires users with mobility, according to the latest mobile services and in many places, and is under development. Interworking between existing systems and mobile systems to be set aside for the development cost and time, a waste of human resources is getting worse. Also, in many places to provide mobile services to existing systems need to fix the problem is coming. In this paper, to solve the problem of interworking between existing systems and mobile systems for the data transfer and processing of existing server, web services server, and mobile systems has been developed between the library.

By the end of 2012, there were 5.1 billion mobile communication subscribers in South Korea. The majority of subscriptions (97.3 percent) were for mobile phones, particularly smartphones. From 2010 to 2012, the number of mobile phone subscriptions increased 2,000 percent, growing from an initial subscriber base of 150 million. This paper explores the changing mobile communication landscape from a socio-technological perspective to understand the underlying drivers of change and their effects on the South Korean populace. A content analysis of 11,156 electronic newspaper articles mentioning mobile communication in South Korea and occurring between 2010 and 2012 was conducted. 5,119 keywords were extracted based on frequency statistics and further analyzed to determine the drivers of change. Based on this analysis, we conclude that South Korea's mobile communication environment is focused on rapid expansion of technology with minor consideration given to the social aspects of this change. This has resulted in several negative consequences and we urge for new policies by government and industry to address this gap.

The primary purpose of this study is to investigate whether Moon Jae-in administration's universal service policy of mobile date to lower communications fares can be justified. To do so, this work takes a look into the key features of mobile data in our society based on a theoretical perspective as well as a practical point of view. Also, it attempts to figure out whether mobile data service should be included in the scope of universal service in Korea by analysing the key features of mobile data and rethinking the basic concepts of universal service. As a result, this work reaches a conclusion that the government should reconsider universal service policy of mobile date and reform a universal service system in a different way.
