System Thinking in the Resilience of the Ecosystem and Ecotourism of Mt. Gariwang Based on the Controversy around the Venue Construction for PyeongChang 2018 Olympic (가리왕산 스키장 건설을 둘러싼 논쟁과 생태관광의 회복력(resilience)에 대한 시스템 사고)

  • This paper deals with system thinking in the resilience of the SES (Social-Ecological Systems) around Mt. Gariwang, located in Jeongseon County, Gangwon Province, in particular with the disturbance that a new ski slope is planned to be built for the PyeongChang 2018 Winter Olympic. It first performs a literature survey and newspaper article search to summarize the controversy with regards to credible environmental and socio-economical impacts of the plan, and then elaborates a series of CLDs (Causal Loop Diagrams) to infer the dynamics of the impacts. The results imply that the natural restoration seems to be hard because the development activities can cause a great deal of damage to the ecosystem mainly due to soil degradation and the mitigation of icy valley effects with water exploitation for making artificial snow and so on. Moreover most of the households near the planned site seem to leave with land compensation, thus more policy efforts are needed to enhance the resilience of the ecosystem and the nearby society based on ecotourism.

Feasibility of Group Risk Income Protection Insurance for Para Rubber in Thailand

  • The study investigates a promising sustainable crop-insurance risk mitigation plan, namely, Group Risk Income Protection (GRIP) insurance, for the cultivation of Para rubber, a crop for which Southern Thailand constitutes over half of the national harvested area, but which recently experienced a shift in prices and yields, substantially affecting farmers. The research takes as its starting point historical data covering the 2001-2018 period for this crop's cultivation in three of Thailand's Andaman South Coast provinces - Trang, Krabi, and Phangnga. The results indicate that, from a relatively high base in 2001, Trang's yields dropped sharply before a more gradual decline (apparently still ongoing), whereas those for Krabi and Phangnga followed a smoother downward trajectory throughout the period. Meanwhile, prices everywhere rose steadily before falling from 2011 onwards - a decrease that shows no signs of abating. The yield/price relationship was negative for one province and slightly positive for the other provinces. Furthermore, all provinces' Para rubber income initially grew continually but fell after 2011, with this trend seemingly persisting to this day. The paper's findings suggest that, after early moves to entrench GRIP insurance, it looks set to become a feasible option for Para rubber, making policy agreement details an interesting subject for subsequent investigations.

  • SPICA(SPace Infrared Telescope for Cosmology and Astrophysics) is an infrared space observatory with cooled telescope of 3 m aperture. Because of its large aperture, near- and mid-infrared instruments onboard SPICA require fine guidance with attitude accuracy less than 0.1 arcsecond. The FPC-G is a focal plane camera to achieve this high attitude accuracy and KASI is leading its development. The SPICA project is now under the Risk Mitigation Phase 2 (RMP2) and one of major risks is to satisfy the requirement of pointing and attitude control. To assess the impacts of disturbance sources on the attitude control and devise methods to mitigate possible risks, a software simulator of the FPC-G is under the development. In this presentation, we report the status of development of the simulator and the development plan during the RMP2.

Strengthening Risk Evaluation in Existing Risk Diagnosis Method

  • An existing risk diagnosing methodology (RDM) diagnoses corporate risk for product-innovation projects. However, it cannot evaluate and compare the risk levels of multiple alternatives in the product development stage. This paper proposes a modified risk diagnosis method to fill the gap of risk evaluation in selections of innovative product alternatives and the application of the method will be also illustrated by a case problem on alternative selections in electrical dimmer designs. With RDM as the foundation, a modified RDM (MRDM) is proposed to deal with the problem of selecting innovative project alternatives during the early stages of product development. The Bayesian network; a probabilistic graphical model, is adopted to support the risk pre-assessment stage in the MRDM. The MRDM is proposed by incorporating the risk pre-assessment stage into the foundation. By evaluating the engineering design risks in two electrical dimmer switches, an application of the MRDM in product innovation development is successfully exemplified. This paper strengthens the existing methodology for RDM in innovative product development projects to accommodate innovative alternatives. It is advantageous for companies to identify and measure the risks associated in product development so as to plan for appropriate risk mitigation strategies.

THE NEXT-GENERATION INFRARED ASTRONOMY MISSION SPICA UNDER THE NEW FRAMEWORK

  • We present the current status (as of August 2014) of SPICA (Space Infrared Telescope for Cosmology and Astrophysics), which is a mission optimized for mid- and far-infrared astronomy with a cryogenically cooled 3m-class telescope. SPICA is expected to achieve high spatial resolution and unprecedented sensitivity in the mid- and far-infrared, which will enable us to address a number of key problems in present-day astronomy, ranging from the star-formation history of the universe to the formation of planets. We have carried out the "Risk Mitigation Phase" activity, in which key technologies essential to the realization of the mission have been extensively developed. Consequently, technical risks for the success of the mission have been significantly mitigated. Along with these technical activities, the international collaboration framework of SPICA has been revisited, which resulted in la arger contribution from ESA than that in the original plan. To enable the ESA participation under the new framework, a SPICA proposal to ESA is under consideration as a medium-class mission under the framework of the ESA Cosmic Vision. The target launch year of SPICA under the new framework is the mid-2020s.

Parameter Optimization and Uncertainty Analysis of the Rainfall-Runoff Model (강우-유출모형 매개변수의 최적화 및 불확실성 분석)

  • It is not always easy to estimate the parameters in hydrologic models due to insufficient hydrologic data when hydraulic structures are designed or water resources plan are established, uncertainty analysis, therefore, are inevitably needed to examine reliability for the estimated results. With regard to this point, this study applies a Bayesian Markov Chain Monte Carlo scheme to the NWS-PC rainfall-runoff model that has been widely used, and a case study is performed in Soyang Dam watershed in Korea. The NWS-PC model is calibrated against observed daily runoff, and thirteen parameters in the model are optimized as well as posterior distributions associated with each parameter are derived. The Bayesian Markov Chain Monte Carlo shows a improved result in terms of statistical performance measures and graphical examination. The patterns of runoff can be influenced by various factors and the Bayesian approaches are capable of translating the uncertainties into parameter uncertainties. One could provide against an expected runoff event by utilizing information driven by Bayesian methods. Therefore, the rainfall-runoff analysis coupled with the uncertainty analysis can give us an insight in evaluating flood risk and dam size in a reasonable way.

Plan for the Development of a Standardized Dummy for Persons in Need of Rescue in a Confined Space (밀폐공간 구조 요구자를 위한 더미 표준화 개발 방안)

  • This study was conducted to develop a dummy in an environment similar to the human body, to prepare a standard for evaluation and to present the process of the production in order to evaluate the performance of the robot that can detect the persons needing rescue in a confined space, who are difficult for fire-fighting officials to rescue in case of fire and disaster. As a result, a standard for evaluation was developed and standardized into four parts 'Normal,' 'Risk Stage 1,' 'Risk Stage 2' and 'Risk Stage 3'based on the number of breath cycles, carbon dioxide concentration, core temperature and criteria for hearing to recognize the voice. In addition, in order to produce a dummy, fever, breathing capacity and voice output function were compared and analyzed. This study has significance that it built up basic data of the method of producing the actual dummy, by presenting characteristics and controlling methods using the waterproof insulation heating coil for the function, solenoid valve for the consecutive output of breathing capacity and USB program sound board for voice output.

  • 최근 전자제품 생산업체에서 EPS를 직접생산하게 되면서 EPS 공정이 증가하고 있다. EPS에는 펜탄이 포함되어 있으며, 펜탄은 하이브리드 혼합물로 구분할 수 있어 높은 화재폭발의 위험성을 가지고 있다. 각 공정별 펜탄의 누출률은 발포기, 사일로실, 저장실 순이나 발포기의 경우 일반적으로 밀폐되어 있으므로 사일로 실이 가장 화재폭발 위험성이 높다고 판단하였다. 사일로실의 누출률 중 70%는 사일로 상단을 통해 누출되며, 사일로 상단을 통해 누출되는 펜탄의 거동을 분석하여 사일로실 위험성 완화대책을 수립하였다. 1. 폭발위험구역 2종으로 관리, 2. 사일로상단 50cm이내 환기설비 설치 또는 Push-Pull 구조의 환기설비설치, 3. 사일로 하단 1.4m이내에 가스감지기 설치, 4. 60%이상의 습도유지

Policy implication of nuclear energy's potential for energy optimization and CO2 mitigation: A case study of Fujian, China

  • China is undertaking an energy reform from fossil fuels to clean energy to accomplish $CO_2$ intensity (CI) reduction commitments. After hydropower, nuclear energy is potential based on breadthwise comparison with the world and analysis of government energy consumption (EC) plan. This paper establishes a CI energy policy response forecasting model based on national and provincial EC plans. This model is then applied in Fujian Province to predict its CI from 2016 to 2020. The result shows that CI declines at a range of 43%-53% compared to that in 2005 considering five conditions of economic growth in 2020. Furthermore, Fujian will achieve the national goals in advance because EC is controlled and nuclear energy ratio increased to 16.4% (the proportion of non-fossil in primary energy is 26.7%). Finally, the development of nuclear energy in China and the world are analyzed, and several policies for energy optimization and CI reduction are proposed.

A Study on the Guidelines for Creating Alternative Habitats through Environmental Impact Assessment (환경영향평가 협의 시 대체서식지 조성을 위한 가이드라인 마련)

  • The purpose of this study is to suggest a guideline that can be used as a standard for consultation and review by environmental impact assessment consultation and review practitioner to enhance the practical effectiveness of creating alternative habitats. The consultation stage of environmental impact assessment was significantly divided into 1) preparation of draft environmental impact assessment reports and gathering of consensus thereon, 2) preparation of environmental impact assessment reports and consultation thereon, 3) follow-up survey of environmental impacts(under construction) and 4) follow-up survey of environmental impacts(in operation). And it was suggested that the procedures of creating alternative habitat by each consultation stage were linked in order of 1) planning, 2) designing, 3) construction, and 4) post-monitoring and maintenance. The basic principles were also proposed for each stage of consultation on environmental impact assessment and procedure for the creation of alternate habitats. Then, issues and methods to be reviewed by the consulting agency and review agency of environmental impact assessment were presented in detail. The guideline of this study provides important information not only to environmental impact assessment consultation and review practitioner, but also to developers and environmental impact assessment agents who plan, construct, and manage alternative habitats.
