The Role of Technology-Transfer-Oriented Subsidies in Building Companies' Absorptive Capacity and Innovation: Evidence from Peruvian MSMEs

  • Micro, small, and medium-sized enterprises (MSMEs) have been acknowledged to play a key role in promoting innovation and economic development. In Peru, 99.5% of formal firms are MSMEs, thus promoting innovation in these firms could have a significant impact on the Peruvian economy. In spite of Innovate Peru's efforts, Peru is still one of the countries that invests the least in innovation, with MSMEs offering low value added. Innovate Peru has launched programs (technological missions) to improve MSMEs' innovation through technology-transfer-oriented subsidies, which may strengthen companies' absorptive capacity (AC) and thus their capabilities to identify and integrate internal and external knowledge. This study assesses the impact of these programs on MSMEs. Data were collected from 85 MSMEs that participated in Innovate Peru's technological missions between 2014 and 2016. Findings show that all the dimensions of AC have a positive impact on innovation; however, the impact of economic subsidy was found to be non-significant. Theoretical and practical implications are discussed.

학교도서관 기준의 사명과 비전에 나타난 핵심 가치에 대한 연구 (A Study on Core Values Appeared in Missions and Visions of School Library Standards)

  • 조직의 가치는 구성원의 신뢰를 형성하고 참여를 활성화한다. 따라서 전통적인 도서관 가치인 접근성과 지원 이외에 학교도서관의 새로운 핵심 가치를 찾는 활동이 필요하다. 본 연구에서는 국제적인 학교도서관 기준의 사명과 비전의 중심 단어를 분석하고 교육, 협동, 접근성, 문화적 소양, 민주시민 등 5개 영역의 핵심 가치를 도출하였다. 그리고 미국, 호주, 영국, 캐나다 학교도서관 기준의 사명과 비전을 분석한 결과 공통적으로 평생학습능력과 물리적 접근성 그리고 사회적 책임감을 강조하고 있는 것으로 나타났다. 특히 최근에 학교도서관 기준을 개정한 영국과 미국은 정보공학기술과 다중 정보활용능력 그리고 통합 정보활용교육과정 운영을 강조하고 있다. 궁극적으로 이러한 핵심 가치는 국내 학교도서관의 사명과 비전을 수립할 때 방향 설정과 기초 자료로 활용할 수 있을 것으로 보인다.

무인선의 무선통신환경에 관한 연구 (A Study on the Environment of USV Wireless Communication)

  • Unmanned surface vehicles (USVs) conduct various missions while exchanging information with control centers. Maritime security, coastal surveillance, and sea surface and undersea inspections are included in the important missions of USVs. To carry out these missions, large amounts of information are required from sensors, such as cameras, radars, and sonars. High bandwidth wireless communication is necessary to send this information to the control center in real time. In general, USVs are made using small boats. The motions of small boats are easily influenced by sea waves and the magnitude of changes in the attitude is large and the period of the changes is short in comparison with large ships. Thus, the direction of an antenna beam pattern for a wireless communication system in a USV can change rapidly, and with a large magnitude. In addition, since the reflection of electromagnetic waves on the sea surface is not negligible, the effect of multipath noises on the wireless communication system must be considered carefully. There are also several other elements that negatively affect wireless communication systems in USVs. This paper presents the wireless communication environment to be considered in the design and implementation of wide bandwidth communication systems for USVs. Short test results for wireless communication on the sea are also given.

  • Calibration and Validation are major element of any space borne Earth Observation Mission. These activities are the major objective of the commissioning phases but routine activities shall be maintained during the whole mission in order to maintain the quality of the product delivered to the users or at least to fully characterise the evolution with time of the product quality. With the launch of ERS-l in 1991, the European Space Agency decided to put in place a group dedicated to these activities, along with the daily monitoring of the product quality for anomaly detection and algorithm evolution. These four elements are all strongly linked together. Today this group is fully responsible for the monitoring of two ESA missions, ERS-2 and Envisat, for a total of 12 instruments of various types, preparing itself for the Earth Explorer series of five. other satellites (Cryosat, Goce, SMOS, ADM-Aeolus, Swarm) and at various levels in past and future Third Party Missions such as Landsat, J-ERS, ALOS and KOMPSAT. The Joint proposal by the European Union and the European Space Agency for a 'Global Monitoring for Environment and Security' project (GMES), triggers a review of the scope of these activities in a much wider framework than the handling of single missions with specific tools, methods and activities. Because of the global objective of this proposal, it is necessary to put in place Multi-Mission Calibration and Validation systems and procedures. GMES Calibration and Validation activities will rely on multi source data access, interoperability, long-term data preservation, and definition standards to facilitate the above objectives. The scope of this presentation is to give an overview of the current Calibration and Validation activities at ESA, and the planned evolution in the context of GMES.

Communications Link Design and Analysis of the NEXTSat-1 for SoH File and Mission Data Using CAN Bus, UART and SerDesLVDS

  • The communications link in a space program is a crucial point for upgrading its performance by handling data between spacecraft bus and payloads, because spacecraft's missions are related to the data handling mechanism using communications ports such as a controlled area network bus (CAN Bus) and a universal asynchronous receiver and transmitter (UART). The NEXTSat-1 has a lot of communications ports for performing science and technology missions. However, the top level system requirements for the NEXTSat-1 are mass and volume limitations. Normally, the communications for units shall be conducted by using point to point link which require more mass and volume to interconnect. Thus, our approach for the novel communications link in the NEXTSat-1 program is to use CAN and serializer and deserializer low voltage differential signal (SerDesLVDS) to meet the system requirements of mass and volume. The CAN Bus and SerDesLVDS were confirmed by using already defined communications link for our missions in the NEXTSat-1 program and the analysis results were reported in this study in view of data flow and size analysis.

사명, 비전을 통해 본 대학도서관의 핵심 가치 (A Study on Core Values of University Libraries through Missions and Visions)

  • 최근 대학도서관을 둘러 싼 변화의 속도는 전통적 대학도서관의 역할과 함께 가상공간에서의 통합서비스를 지원하는 하이브리드 도서관 환경을 요구하고 있다. 이러한 변화에 따라 대학도서관은 핵심 가치를 중심으로 그 사명과 비전을 검토 할 시점에 직면해 있다. 본 연구는 미국, 영국, 캐나다, 호주 등 대학도서관의 사명과 비전 선언서의 내용을 핵심 키워드를 중심으로 분석하였다. 이를 통하여 선진 대학도서관의 사명과 비전 선언서에서 제시하고 있는 핵심 가치가 무엇인가를 도출하고자 하였다. 아울러 선진 대학도서관들이 추구하고 있는 핵심 개념을 장서 및 정보자원, 서비스, 장소, 사람, 환경 및 기반시설, 커뮤니티, 모체 대학과의 관계 등으로 대별하고, 각 영역별로 그 핵심 가치를 제시하였다. 궁극적으로 본 연구는 아직 사명과 비전 선언서 수립이 일반화되지 않은 우리나라 대학도서관에 사명과 비전 수립을 위한 방향 제시와 기초 자료를 제공하고자 하였다.

관리행정자료 분석을 통한 공원관리환경의 변화에 관한 연구 - 월악산 국립공원을 중심으로 - (A Study on the Change of Management System According to Analysis of Administration Data1a - In the Case Study of Woraksan National Park-)

  • 본 연구는 월악산 국립공원을 대상으로 1992년과 2004의 12년간의 차이를 비교할 수 있는 주요 관리체계 항목인 관리목표, 주요 공원관리사업, 토지이용, 관리인원 및 조직, 탐방객 현황, 예산 등을 행정자료를 통하여 분석함으로서, 국립공원 관리정책의 기초자료로 이용하고자 하였다. 공원관리사업은 유지를 위한 공원시설의 단순 관리나 단속의 수준을 벗어나 탐방객의 만족도를 높이는 프로그램 개발로 발전하고 있었다. 공원내 토지이용의 변화는 거의 없으나, 중심적인 보전지구인 자연보존지구가 대폭 확대되어 진 것으로 나타났다. 관리인원 및 조직에 있어 관리업무나 이용객의 확대에 비해 조직 및 인원의 증가가 전혀 없는 것으로 나타나 관리자의 업무량이 심화되고 있음을 보여주었다. 세출예산의 집행은 인력에 지출되는 비용이 68.2%로 매우 높게 나타나 인력에 의한 관리구조를 가지는 것으로 나타났다.

구조/구난 임무 수행을 위한 실험용 휴머노이드 로봇의 개발과 동역학 기반의 모션 최적화 (Development of an Experimental Humanoid Robot and Dynamics Based Motion Optimization for Rescue Missions)

  • This paper introduces an experimental rescue robot, HUBO T-100 and presents the optimal motion control method. The objective of the rescue robot is to extract patients or wounded soldiers in the battlefield and hazardous environments. Another mission is to dispose and transport an explosive ordnance to safe places. To execute these missions, the upper body of the rescue robot is humanoid in form to execute various kinds of tasks. The lower body features a hybrid tracked/legged design, which allows for a variety of mode of locomotion, depending on terrain conditions in order to increase traversability. The weight lifting motion is one of the most important task for performing rescue related missions because the robot must lift an object or impaired person lying on the ground for transferring. Here, dynamics based motion optimization is employed to minimize joint torques while maintaining stability simultaneously. Physical experiments with a real humanoid robot, HUBO T-100, are presented to verify the proposed method.

연료전지 무인항공기의 고도와 체공시간에 대한 특성 분석 및 최신 연구동향 (Research Trend and Analysis of Altitude and Endurance for Fuel Cell Unmanned Aerial Vehicles)

  • Unmanned aerial vehicles (UAVs) have been applied to not only military missions like surveillance and reconnaissance but also commercial missions like meteorological observation, aerial photograph, communication relay, internet network build and disaster observation. Fuel cells make UAVs eco-friendly by using hydrogen. Proton exchange membrane fuel cells (PEMFCs) show low operation temperature, high efficiency, low noise and high energy density and those characterisitcs are well fitted with UAVs. Thus Fuel cell based UAVs have been actively developed in the world. Recently, fuel cell UAVs have started to develope for high altitude UAVs because target altitude of UAVs is expanded upto stratosphere altitude. Long endurance of UAVs is essential to improve effects of the missions. Improvement of UAV endurance time could be fulfilled by developing a hydrogen fuel storage system with high energy density and reducing the weight of UAVs. In this paper, research trend and analysis of fuel cell UAVs are introduced in terms of their altitude and endurance time and then the prospect of fuel cell UAVs are shown.
