This paper examines the ongoing research on ways to improve cybersecurity during the entire life cycle of weapons systems applied in advanced countries such as the United States, analyzes restrictions on obtaining domestic weapons systems, and presents effective security evaluation measures. By consistently performing mission-based risk assessment in the cybersecurity test and evaluation plan suitable for domestic circumstances at all stages of acquisition, important information is provided to major decision-making organizations in a timely manner to support decision-making, and to respond to identified vulnerabilities in cybersecurity. It is proposed to set the rules of engagement so that the protection measures can be verified, and a simulated invasion is proposed. In addition, the proposed cybersecurity test and evaluation system was compared with the domestic weapon system test and evaluation. Through this, the mission-based risk assessment element was grafted into the cybersecurity test and evaluation system research conducted so far to identify risks in a timely manner between acquisition projects, thereby supplementing the capability to support major decision-making.

There has been significant increase in demand of launch opportunities from the small satellite sector that represents the new space era. Providing smallsat-dedicated launch service at an affordable price is a new business model many startup companies have pursued, which requires innovative solutions for cost reduction in combination of low cost components, volume production and optimized manufacturing. We set out a preceding study at KARI to develop a suite of critical and cost-cutting technologies in preparation for a two-staged small launch vehicle development, based on the liquid rocket engine technologies developed from the Nuri program in accordance with the 3rd master plan for national space development. In this work, we introduce the concept of a two-staged small launch vehicle that aims to be innovative and cost competitive for small satellites, and describe mission design results including staging as well as overall vehicle configuration of the launch vehicle.

The academic library development plan has external importance as it explicitly declares the library's role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries' development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as 'collaboration,' 'collection development,' and 'research support.' Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.
Purpose: It is to present the development direction of the overall 'disaster management implementation process' (tentative name) for the establishment of an effective 'safety management plan' by the government and local governments. Method: To this end, prior research on the 'safety management plan' was reviewed to derive common problems, and the direction of development was suggested by incorporating the 'disaster management execution process' (tentative name) that can solve these problems with the military's 'operational execution process'. Result: Common problems of previous studies can be supplemented through the 'disaster management performance process' (tentative name) presented by this researcher. Conclusion: Through the "disaster management implementation process" (tentative name), the government's basic ideology of disaster management can be finally achieved, "confirming that it is a basic mission of the state and local governments and allowing the people to live in a society that is safe from disasters."

This paper proposes a novel planning method for computer generated forces (CGFs) in war games that plans the behaviors of CGFs according to a given mission and situations. CGFs which are received their missions first plan their tasks for accomplishing the mission and then plan their behaviors for accomplishing each task. After that, they execute their planned behaviors considering the conditions of environments (in other words situations). The tasks and behaviors are hierarchically composed and include start conditions for beginning those and termination conditions for stopping those. CGFs first check whether the start condition of the planned behavior for accomplishing a task is satisfied or not in some degree and perform the behavior if satisfied continuously until the termination condition of the behavior will be met. If the termination condition is satisfied, then they check the start condition of the next planned behavior. This process will be repeated for accomplishing the mission. If the situations of CGFs are different by changing the environments from those of planning time, it may cause the start condition of the planned behavior to be dissatisfied. In this case, CGFs can decide a new behavior using fuzzy rule base. We realized our planning system and tested CGFs with a scenario. Experimental results showed that our system worked well and actively coped with situation changes. It will be possible to make CGFs that can do more autonomous behaviors if we continually develop our method.
The goal of this paper is to set the research and development (R&D) strategic plan of Honam Sea Grant (HSG) program which is to secure the base technologies for the success of Jeollanamdo's policy projects in the area of maritime and fisheries. HSG's mission is to support science-based sustainable management, conservation and enhancement of Honam coastal and aquatic resources through research, extension and education. Firstly, 80 cases of Jeollanam-do's policy project and 48 cases of HSG's R&D project are compiled and classified into the five areas of maritime and fisheries. Secondly, typical key words are extracted from each five areas and assessed the inherent meanings of each key words using quarterly segmented meaning allocation techniques with 'intended for practical use', 'intended for theoretical use', 'intended for future', and 'intended for current'. Then, we proposed R&D strategic plan based on the evaluation results and, it's practical use is also discussed.

In this paper, we suggest a route plan sharing service for the navigation assistance service which is the second item of 16 items in maritime service portfolios (MSPs) for safety navigation based on interview process. Also, we developed scenarios for effectiveness evaluation of the proposed service, and conducted simulations using full mission ship handling simulator (FMSS) for effectiveness evaluation of proposed services based on the developed scenarios. Through the simulations, we analyzed proximity measures, controllability statistics and subjective evaluations to assess the usefulness of suggested service. If accomplishing the test for new services to apply real ships and vessel traffic (VTS) center, there has possibilities to occur various risks in terms of time/cost problems. Therefore, there is needs for the preliminary effectiveness evaluation processes necessarily when adopts and implements new services. Because we expected the service that is helpful for safety navigation, but the test results are not when conducted a simulation.
To keep pace with other powerful nations in this era of the era of digitalization and to emerge stronger in the world, the defense forces of South Korea aim to innovate and prepare themselves for digital battlefields of possible wars in the future. The resources in the defense sector, which is the core of defense intelligence, is based on an intelligent mission collaboration tactical network system via cyber, command, control, communication, and computer (C4), and military and non-human weapons. Defense intelligence depends on the degree of the convergence of advanced Information and communication technologies (ICTs). Considering this aspect of defense intelligence, We plan to determine the application status of defense blockchain technology and examine the feasibility of applying blockchain technology and the core of applied technology. Generally, a key feature of blockchain technology is its data integrity in untrusted environments. There are various types of core technologies for the blockchain depending on the target areas of application in the defense sector, and it is also essential to derive new application strategies for core technologies that are applied in combination with other ICT technologies. We plan to demonstrate new defense ICT converged technologies (DNAB2: Data, Network, AI, BigData, Blockchain) and DNAB2-As-Services in the defense strategy.

This research is a case study on the urban documentation focused on the modern missionary of Yangrim-dong area in Nam-gu, Gwangju. For this, the city of Theoretical Study on the documentation and records related to, Yangrim-dong analyze the collection, investigation of this. Urban archiving was done on Yangrim-dong area in Nam-gu, Gwangju, where the Western missionary activities were active. The "history of city" was combined with "mission" and the cultures related to Yangrim-dong, which was then used as a theme to suggest the archiving plan.

In FMEA, occurrence and detectability are not related to only failure modes itself but also their causes. It is assumed that any failure occurs after at least one cause corresponding to failure occurs in advance. Occurrence of the failure mode is described by occurrence time of its cause and elapsed time to the actual failure. Under the periodic monitoring plan, the monitoring interval is another factor to determine the detectability and occurrence of each failure mode. When a failure cause occurs, the failure does not occur if the cause is identified and remedied before it actually occurs. Under this situation, we construct an economic model for prioritizing failure modes. The loss function is based on the unfulfilled mission period. We also provide an optimal monitoring plan with an illustrative example.
