A Study on Regulation Improvement of Local Ventilation System (국소배기장치의 규제개선에 관한 연구)

  • Anyone who wants to install local ventilation system must obtain a permission from the Ministry of Employment and Labor even if he has permission from the Ministry of Environment. This is because not only the Atmospheric Environmental Protection Act, but also the manufacturing industry's hazardous risk prevention plan under Article 48 Clause 2 of the Industrial Safety and Health Act is to be submitted by 15 days before the construction. Under the current Environmental Protection Act, the Ministry of Environment regulates only the emission of pollutants from local exhaust ventilation systems into the atmosphere and the contents of workers' safety and health within industrial sites are managed by the Ministry of Employment and Labor. Even with the approval of the Ministry of Environment, the number of unsuccessful cases by the Ministry of Employment and Labor has increased, causing a growing discontent among the sites due to production delays and additional costs of improvement. In addition, local exhaust systems that are at greater risk of fire explosion have increased the risk of severe industrial accidents due to fire explosion. This is due to insufficient design of air volume, control speed, return speed, duct size, and risk of fire explosion. This is because the criteria and procedures for approval of local exhaust ventilation systems are similar, but the Industrial Safety and Health Act adds additional screening items for safety and safety of workers and fire and explosion. In this study, the Environment Ministry and the Employment and Labor Ministry seek to find a reasonable way to operate the system by comparing local exhaust ventilation system installation approval standards.

A Study on the Improvement of Response System through the Case of Heavy Rain Disaster Response (폭우재난 대응 사례를 통한 대응체계 개선방안 연구)

  • Purpose: The Ministry of Employment and Labor has been working hard to ensure the safety of workers due to heavy rain during natural disasters as the responsible ministry in charge of preventing industrial accidents and health problems for workers. Accordingly, the Ministry of Employment and Labor intends to analyze actual cases of responding to heavy rain disasters and suggest ways to improve the response system. Method: An emergency response system implemented to respond to heavy rain disasters with an internal expert group composed of those in charge of disaster work at headquarters, local government offices, and Korea Occupational Safety and Health Agency, and an external expert group composed of professors, consulting representatives, and disaster managers from other ministries. Contents on self-inspection by industry, workplace inspection, use of serious siren, safety management and restoration work guidance were reviewed. Result: First of all, it is necessary to check the regular contact system from time to time, and it is also necessary to prepare and distribute detailed self-checklists for each industry. In addition, it is necessary to check the implementation of self-inspection when inspecting workplaces, and it seems necessary to have measures to increase the readability of information notified through serious disaster sirens. In addition, since safety work is done in the form of a contract, it seems necessary to prepare specific safety guidelines. Conclusion: In order to protect the lives of workers due to seasonal harm and risk factors, unlike the passive coping methods of the past, abnormal weather should not be regarded as an unexpected situation, and it should be actively and preemptively responding beyond the conventional framework.

An Integration of TAM and D&M Model in the Ministry of Social Affairs and Labor in Kuwait

  • This study based on TAM and D&M model to examine the Kuwaiti employee performance using the electronic document and records management system (EDRMS) in the Ministry of social affairs and labor. Additionally, this study has proposed the moderating effect of work cooperation on employee performance Data of 345 employees were collected from Ministry of social affairs and labor in Kuwait. Smart PLS 3.0 was used to analyze the data. Results indicated that perceived ease of use and perceived usefulness have a positive influence on employee performance. However, findings do not support the relationship between system usage and user satisfaction. Additionally, the results show that there is a significant positive moderating effect of work cooperation. This research provides strong evidence for defining the key factors affecting system usage but also in view of its limits. It should be evaluated. Not all the factors affecting the intentions of end-users to use EDRMS have been fully covered. There are major variables, for example, facilitating state and perceived compatibility are important factors that can be covered in future research. This research is an addition to the current literature and the first attempt in this area to the best of authors' knowledge.

Results and Implications of Unannounced Supervision of MSDS Implementation Status at Chemical Handling Workplaces (화학물질 취급사업장 대상 물질안전보건자료 제도 이행실태 불시감독 결과 및 시사점)

  • Objectives: Since the material safety data sheets(MSDS) submission and non-disclosure review system was introduced in January 2021, the implementation status of MSDS for chemical manufacturing and importing workplaces being supervised for the first time. Methods: A supervisory team consisting of two labor inspectors and one from the Korea Occupational Safety and Health Agency directly visited the selected workplaces to check compliance with the MSDS system as a whole. Results: As a result of supervising 214 chemical substance manufacturing/importing workplaces, a total of 241 violations of the law were found in 121 workplaces, or 57% of them. In response, the Ministry of Employment and Labor took legal action on 8 cases in 6 locations, imposed a fines totaling of 249.69 million won on 120 chemical handling workplaces, and took action to correct the violations immediately. Conclusions: Major violations were in the order of non-request for warning signs, non-submission of MSDS, non-execution of MSDS training, and non-posting of MSDS. This shows the reality that employers who handle chemical substances are sufficiently communicating chemical information to workers. In the future, the government will actively implement preparation and submission support and system guidance for the implementation of the MSDS system, while making efforts to ensure that the MSDS system works well in the field through thorough on-site supervision in the future.

  • Government statistics have been treated the most reliable data sources in Korea. In the last 20 years, the numbers and scopes of the government statistics have been expended rapidly. Although government statistics have been widely used in many researches, research methods used in collecting government statistics have not been discussed often. In 1998, we reviewed the survey questionnaire, data collecting methods and procedures of one government statistics, the Labor Demand Survey. Based on the pilot study, we also proposed several survey methods for the quality improvement of the survey. The Ministry of Labor had adopted some suggestions in 1999 survey. This paper introduces the ways in which we investigated the Labor Demand Survey,, detected the problems and issues in the survey, suggestions for the improvement of the survey, and several survey methods adopted by the Ministry of Labor. However, the effects of the new measures are not included in this paper, and will be studied in the near future when the data become available.

  • This research aims to generalize the conceptual basis of precariousness of employment, study the factors and scale of unsustainable of employment in the countries of the Eurasian Economic Union (EAEU). The concept of precariousness of employment is formed in social and economic studies about 40 years ago, but objective and subjective conditions and forms of unsustainable employment existed before. This study proposes a classification of forms of precariousness of employment on 16 criteria: the duration and timing of agreements, contract terms, the nature of income; the degree of labor autonomy; the level of formality; the level of openness; the level of vulnerability; the conditions of growth of qualification; the level of flexibility; the level of stability; regularity; the severity of the danger of work; in relation to the workplace; the quality of employment, the level of social security. In this research highlighted factors (globalization, demography, migration, structure factors, shadow and informal economy, social development and living standards, unemployment), and systematized certain trends of precariousness of employment, channels and means, forms of manifestation. The empirical analysis identified of the labor potential of the Eurasian countries and new quantitative estimates of the levels of unsustainable employment in the Eurasian Economic Space.

Approaches to Formation and Regulation of a New Model of Social and Labor Relations in Terms of Innovative Development

  • Purpose - The study aims to substantiate the approaches and principles of forming a model of social and labor relations adequate to the modern conditions of economic development. Research design, data, and methodology - The article deals with the issues of legal regulation of social and labor relations in the labor market of Kazakhstan; describes the current model of labor relations and its basic parameters; determines the external and internal factors; specifically, the influence of the new labor law on its further development in the direction of democratization and the establishment of social partnership as a regulatory institution in the labor relations field. Result - Result is the model of the system of social and labor relations proposed by the author, which allows us to cover the multifaceted nature of this phenomenon, to unite the influence of the external environment and the internal complex of their mutual relations and interdependencies. Conclusion - The creation of an effective model of social and labor relations should proceed from the multifaceted nature of their manifestation. This means that the theoretical and methodological basis for their formation should be a comprehensive approach to solving the problems of transformation and interaction of social and economic components.

Alternative Labor Shortage Statistical Measures for Small and Medium Enterprises in Korea (한국의 중소 제조업체 노동력 부족의 개념과 측정)

  • Despite the fact that there are about 435,000 unemployed youth out there in 2003, small and medium manufacturing companies experience a shortage of labor in South Korea. Korean government has released the statistical data on labor shortage as well as unemployment. However, there is an inconsistency in the labor shortage statistics of the small and medium business sector released by two different government bodies: the Labor Demand Survey by the Ministry of Labor (MOL), and the Manpower Survey for the Small and Medium Business by the Small and Medium Business Administration (SMBA). This paper analyzes causes of the differences the conceptualization and measurement of labor shortage and the data collecting methods. This paper also suggests alternative statistical indicators to overcome the confusion.
