Validity Review on Classification of Explosion Hazardous Area using Hypothetic Volume (가상체적을 이용한 폭발위험장소 구분의 타당성 검토)

  • It is very important to classify explosion hazardous area (EHA) suitably and to use proper explosion-proof electric installations for facilities using flammable gases and liquids. In the past, various examples in the Notification of Ministry of Employment and Labor were referred to in classifying EHA. But, at present, many companies use the hypothetical volume in Korean Standards (KS). This study reviews the validity of EHA classification based on the hypothetical volume by comparing the calculated radii of EHA with those obtained by a consequence analysis program called PHAST and a mathematical approach in British Standards (BS). The radii of EHA by the hypothetical volume were found to be slightly larger than those by the other two methods. This was attributed to rather conservative uses of a safety factor(k) and a correction factor(f) for availability of ventilation in calculating the hypothetical volume. Since the differences are not so conspicuous, however, it is concluded that the hypothetical volume in KS is a valid means for the classification of EHA. This study also presents a table of the radii of EHA for easy reference by small-scale companies using city gas, C3-LPG and flammable liquid(toluene), respectively. The table consists of 25 leakage scenarios corresponding to combinations of 5 pipe(nozzle) sizes and 5 operating conditions for each flammable gas and liquid.

Evaluation on Criterion Validity of Enterprise Health Promotion Index (기업건강증진지수의 준거타당도 평가)

  • Purpose: This study was conducted to evaluate the validity of the 'Enterprise Health Promotion Index', a tool for assessing health promotion activities of worksite developed by the Ministry of Employment and Labor and the Korea Occupational Safety and Health Agency. Methods: This is designed a methodological study that evaluates the validity of the Enterprise Health Promotion Index. For this study, a questionnaire survey was conducted for the workplace health professional and safety professional, and a total of 297 data were extracted as final data. We developed the informal health promotion needs and activity measurement tools. The correlation coefficient between the score of the enterprise health promotion index and the score of the informal health promotion tool was analyzed for the criterion validity evaluation. Results: The criterion validity of the Enterprise Health Promotion Index and activity index were supported by finding moderate (r=.597) and high (r=.783) correlation coefficient. However, the requirement index has low levels of criterion validity (r=.364). Conclusion: Based on these results, we suggest to improve the utility of the corporate health promotion index by developing user manual, active public relations, and providing briefing sessions.

A Study on User Experience Survey for Development of New Full Body Harness in Heavy and Construction Industry (중공업과 건설업에서 새로운 전신 안전대 개발을 위한 사용실태에 대한 연구)

  • According to industrial accident analysis of the Ministry of Employment and Labor in 2013, 38 workers were injured by fall accidents on average per day, and one worker died on average per day among them. In various industries such as heavy and construction industry, the full body harness is commonly used to prevent the fall accident. In developing full body harness, the designer considered only the workers' safety, without taking into account comfort and workability. The survey was conducted so as to search the problems of full body harness currently used by workers in heavy and construction industry. The survey questionnaire was given to 565 workers wearing full body harness in heavy and construction industry. The results of study showed that the development of new full body harness considering body size of korean was needed. The impotent factors for developing of new full body harness were the size and the weight of the full body harness. The full body harness taking into account body size was judged to contribute to more comfortable work, work efficiency and safety. The result of this study can be utilized as useful data in the development of new full body harness considering the body size of korean workers.

Awareness and Opinion of Occupational Health Manager on the Deregulation of Occupational Safety and Health (산업안전보건 규제완화에 대한 보건관리자의 인지도 및 보건관리자의 평가)

  • The purpose of this study is to analysis the awareness and opinion of occupational health managers on the deregulation of occupational safety and health. The data were collected by using constructed questionnaires from December 1 to December 20, 2000. The subjects for this study were 107 respondents. The results were as follows ; 1. The highest awareness score was voluntary employment for occupational health doctor. High awareness score was exemption from obligatory education for occupational health manager, and expansion cover range of group occupational health agencies. 2. Most of the occupational health managers had a negative opinion on the deregulation of occupational safety and health. In particular, one of the most negative opinions was no restrictions on occupational health managers holding other jobs. 3. The correlation between awareness and opinion on the deregulation of occupational safety and health was negative, showing that the negative opinion on the deregulation of occupational safety and health tended to increases as awareness increases.

A Exposure Concentration and Composition of Organic Solvents by the type of workplace in Mixed Organic Solvents use Companies (혼합 유기용재 취급작업장의 공정별 유기용제 구성성분 및 노출농도)

  • This study was conducted to investigate the composition, detection rate, and exposure concentration of the airborne organic solvents from the working environmental measurements of total 4181 different type of workplace in 3280 workshops in which organic solvents are used. The results are as follows : 1. For all workplaces except washing, the detection rate of toluene and benzene were 80% and 20%, respectively. 2. The number of detection of aromatic hydrocarbon and ketone were ranged 1.41-2.39 and 0.62-0.90 per a sample in all workplaces except that showed 1.01 in washing. 3. The mean of detection frequency was $3.3{\pm}2.5$ in all workplaces and there was no significant difference among that of each workplaces. 4. The airborne concentrations of methyl methacrylate, ethyl alcohol, methyl alcohol, and ethyl ether were $43.5{\pm}47.0{\;}ppm,{\;}22.5{\pm}51.0{\;},{\;}19.8{\pm}57.6{\;}ppm,{\;}19.8{\pm}40.14{\;}ppm, respectively. And those of cellosolve, methyl cellosolve acetate, and N,N-dimethyl formamide were $4.1{\pm}4.5$ ppm, $4.0{\pm}18.5{\;}ppm$, and $5.6{\pm}7.7{\;}ppm$, respectively and exceeded the occupational exposure limits enforced by Ministry of Labor in Korea. As the above results, it is suggested that the components of organic solvents should be indentified to efficient management, of working environment and conducted the engineering control for the workplaces using the hazardous materials.

  • The live-line works are very dangerous because of direct contacts with the distribution line or neighboring contacts. So the purpose of this study is to identify the risk factor by accident occurrence form and accident case analysis, and to suggest the quantified risk index by risk occurrence frequency and risk strength analysis. And the risk index assessment is researched by accident cases analysis on work type. Accident cases of transmission distribution line are researched based on data of the Ministry of Employment and Labor in the last ten-year period (2000~2009). In results of this paper, high risk isn't always a priority of safety measures. Risk occurrence frequency and risk strength have to be considered according to detail work types, work methods and conditions of field work. And safety management measures must be planned according to risk occurrence frequency and risk strength.

A Study for The Pharmaceutical Pricing Standard of the National Health Insurance in Japan (일본의 건강보험 약가 산정기준에 관한 연구)

  • This study is to analyse the reimbursement prices of drugs in Japan. Japan has the world's second-largest pharmaceutical market, and the world's largest price-controlled pharmaceutical market. The reimbursement prices of new drugs in Japan are determined by confidential negotiations between the manufacturer and the Japanese Ministry of Health, Labor, and Welfare. Pharmaceuticals account for a larger share of total healthcare expenditures in Japan than in most other major pharmaceutical markets such as France, Germany, United Kingdom and United States. Prescription drugs' share of total healthcare spending has slightly increased in recent years, from 20.2% in 2000 to 21.5% in 2004, the most recent year for which data are currently available. This trend is attributable to the effect of the Japanese rapidly aging population that stimulates demand for healthcare services. There are several method of price setting for drugs as below. First, on the initial pricing of branded drugs, is the similar-efficacy pricing method and cost calculation method. Second is postmarketing price changes which are biennial price revisions under the rule of National Health Insurance. Third is the rule of the generics price. Recently, the generics market is expanded because there are increasing numbers of hospitals by DPCs(Diagnosis-procedure Combinations).

A Study on the Elements of Occupational Stress and the Methods to Reduce among Small and Medium sized Company Workers (중소기업 근로자들의 직무스트레스 요인과 해소방법에 관한 고찰)

  • According to the statistic of industrial disaster in 2006 presented by the Ministry of Labor, there were 10,235 people with occupational diseases adding 2,740 more people (36.6%) compared to the previous year. Concerning the occupational diseases, 1,607 people had brain-cardiovascular diseases comprising more than 15% of all occupational diseases, and excessive workload and occupational stress seemed to play important parts. According to Korean Society of Occupational Stress, among 7,000 workers at 254 businesses in Korea, 73% of them were reported to be exposed to potential occupational stress and 22% of them were reported to be under severe stress. The increase of occupational stress among workers comes from excessive competition caused by business restructuring, promotion competition, annual salary system and so forth. Occupational stress threatens the heath and even the life of workers and lowers business competitiveness. Using the Korean occupational stress reduction model to the workers at small and medium businesses in Incheon area, therefore, the project intends to measure the level of stress among office workers and examine its relatedness to the VTD subjective symptoms. In addition, the project intends to present some methods to reduce occupational stress and increase business efficiency at work by studying and analyzing the various elements that workers use to reduce their occupational stress.

Application of NIOSH Lifting Equation to Analysis of Workload for Patients Transferring by Physical Therapist: a Case Study (물리치료사의 환자 운반 시 작업 부하 분석에 NIOSH 들기 공식 적용: 사례연구)

  • Purpose: The National Institute for Occupational Safety and Health (NIOSH) lifting equation (NLE) is a useful tool to ergonomically analyze a workload. The NLE has high reliability and it can assess tasks by analyzing the work process. The purpose of this case study was to try using the NLE to analyze the workload of transferring patients by physical therapists in the hospital setting. Methods: We observed a physical therapist (PT) transferring patients from a wheelchair to a tilt table and a therapeutic table in one day. Two types of patient transferring methods were evaluated; (1) the manual single person method of stand, pivot and transfer, and (2) manual two person lifting under the thigh and grasping the waist for totally dependent patients. Results: The NIOSH lifting indexes of a person grasping the waist during the manual two person lifting were 5.52~4.48 according to the patient's weight. The NIOSH lifting indexes were 3.34 and 4.48 for the tasks performed by the manual single person method. Conclusion: Because transferring patients is not done very frequently, patients transferring tasks by a PT are not included as one of the musculoskeletal disorder related risky work criteria of the Korea Ministry of Labor. But the NIOSH lifting indexes of a person grasping the waist during the manual two person lifting and the manual single person method were over the NIOSH recommended weight limit threshold.

Analysis of Cost Benefit Related to Appointing a Health Care Manager in the Construction Industry (건설업 보건관리자 선임 관련 비용편익분석)

  • Purpose: The construction worker has diverse harmful factors such as noise, dust, and dealing with chemicals. Therefore this research aimed to examine the necessity of appointing a health manager in the construction industry by examining the cost-benefit analysis when the construction industry appoints a health manager. Methods: In order to calculate the healthcare staff employment cost and the benefits from their activities in 1,425 construction companies with the staff of 300 or more people during 2011, this study analyzed existing data and existing research data, as well as national data. Results: Total annual costs were 99,920,070,900 won and total annual benefits were 324,807,182,625 won. Benefits were found to be 224,887,111,725 won exceeding costs. Benefit/cost ratio resulting from appointing a health manager in the construction industry workplaces was 3.25 times. Conclusion: The findings of this research can be used as the base data to make rational decision to positively encourage the employment of healthcare staff in construction companies pursuant to relevant laws.
