The Governance of Mineral and Coal in Indonesia: The Theory U Approach

  • The purpose of this study is to map mineral and coal (Minerba) policies by analyzing the law and producing research novelty on mineral and coal governance policies in Indonesia with the Theory U approach. This study uses a qualitative research with the U theory approach. The results of the SNA analysis indicate that good mineral and coal governance must be carried out at various levels, from micro to macro. First, related to regulations on mineral and coal governance at the macro level. Regulations regarding the management of mineral and coal need to be carried out with a deeper evaluation related to the tax system, licensing system, increased value added and downstreaming and mineral and coal funds. The second is related to the regulation of mining management in the meso level. Third, related to the management of mineral and coal at the micro level, it is necessary to conduct more stringent supervision of the impacts caused by the mining sector of the Minerba. In addition, surveillance is also carried out as per law in order to avoid harmful behavior for both the company and the state. The originality of this research is the theory of U in the Mining Law research.

A Study on Corona Inception Voltage and Dielectric Characteristics of Thermally Aged Mineral and Vegetable Insulation Oil in Medium Voltage Power Transformer (식물유 및 광유를 사용한 배전변압기의 열열화에 따른 절연유의 코로나 개시전압 및 전기적 특성에 대한 연구)

  • Starting from the distribution transformer, the insulation oil for the oil immersed power transformer is being used to convert the vegetable oil from the existing mineral oil. Vegetable oil is better in temperature characteristics and insulation performance, is not toxic, and has better biodegradable characteristic than that of mineral oil. In order to investigate the corona inception voltage and dieclectic charateristics of the two insulating oils, three oil immersed transformers using mineral oil and vegetable oil were made and thermal cyclic aged. In this paper, the changes in the corona discharge inception voltage, chemical and electrical properties of the two sampled insulating oils from the transformers had been studied.

Mineral Distribution of the Southeastern Yellow Sea and South Sea of Korea using Quantitative XRD Analysis (정량X선회절분석법을 이용한 황해 남동부, 한국남해 및 제주도 남단 표층퇴적물의 광물분포 연구)

  • We studied the mineral composition and mineral distribution pattern of 131 surface sediments collected at the cruise in 2000 and 2007 from Southeastern Yellow Sea, South Sea of Korea and Southern part of Jeju Island. Mineral compositions of surface sediments were determined using the quantitative X-ray diffraction analysis. Surface sediments were composed of rock forming minerals (quartz 37.4%, plagioclase 11.7%, alkali feldspar 5.5%, hornblende 3.1%), clay minerals (illite 19.2%, chlorite 4.7%, kaolinite 1.8%) and carbonate minerals (calcite 10.7%, aragonite 3.4%). Distribution of clay minerals is very similar with fine-grained sediments, and especially same as the distribution of HSMD (Hucksan Mudbelt Deposit), SSKMD (South Sea of Korea Mudbelt Deposit) and JJMD (Jeju Mudbelt Deposit). The coarse sediment seemed to be relic sediment during the last glacial maximum and mainly consisted of rock forming minerals. Whereas the fine sediments mainly composed of clay minerals. Based on the clay mineral composition, main ocean current and geographical factor, HSMD and SSKMD might have derived from the rivers around the Korean Peninsula. However, JJMD is complex mudbelt deposit, which formed by Korean rivers and oceanic sediments.

Quantitative Analysis of Skarn Ore Using 3D Images of X-ray Computed Tomography (3차원 X-ray 단층 화상을 이용한 스카른 광석의 정량분석 연구)

  • A micro-focus X-ray computed tomography (CT) was employed to determine quantitative phase analysis of skarn Zn-Pb-Cu ore by nondestructive visualization of the internal mineral distribution of a skarn ore. The micro CT images of the ore were calibrated to remove beam hardening artifacts, and compared with its scanning electron microscope (SEM) images to set the threshold of CT number range covering sulfide ore minerals. The volume ratio of sulfide and gangue minerals was calculated 20.5% and 79.5%, respectively. The quantitative 3D X-ray CT could be applied to analyse the distribution of economic minerals and their recovery.

  • Precipitated Calcium Carbonate (PCC) can be utilized in energy-effective paper production. Limestone is a raw material for synthesizing PCC. Since the PCC production yield depends on the physicochemical properties of the limestone, a basic investigation of the raw limestone is required. This study provides a brief review of the origin of limestone, limestone distribution characteristics, and limestone deposits in Korea and Vietnam. Most limestones in Korea were formed in the Paleozoic era. On the other hand, limestones in Vietnam have various ages from the Precambrian to the Triassic. Limestone is the most largely produced mineral in Korea, but Vietnam has 5 times more amount of limestone reserves than Korea.

Modeling of sulfate ionic diffusion in porous cement based composites: effect of capillary size change

  • The paper considers a theoretical model to study sulfate ion diffusion in saturated porous media - cement based mineral composites, accounting for simultaneous effects, such as filling micro-capillaries (pores) with ions and chemical products and liquid push out of them. Pore volume change and its effect on the distribution of ion concentration within the specimen are investigated. Relations for the distribution of the capillary relative radius and volume within the composite under consideration are found. The numerical algorithm used is further completed to consider capillary size change and the effects accompanying sulfate ion diffusion. Ion distribution within the cross section and volume of specimens fabricated from mineral composites is numerically studied, accounting for the change of material capillary size and volume. Characteristic cases of 2D and 3D diffusion are analyzed. The results found can be used to both assess the sulfate corrosion in saturated systems and predict changes occurring in the pore structure of the composite as a result of sulfate ion diffusion.

Chytrid Distribution in Diverse Boreal Manitoba Sites

  • Soil samples were collected in thirteen Manitoba boreal forest sites. Spatial distribution of chytrids from diverse boreal forest microhabitats was investigated by baiting with jack pine pollen. After baiting, the pollen was surveyed for chytrids for 8 ten day period and individual species were counted. Total infestations of pollen by chytrids ranged from 5.8% to 90.2% from various soils. Each site with high infestation was characterized by litter with high needle content while mineral soil or soil with limited organic matter yielded low levels of pollen infestation. Species diversity tended to be higher in soils with higher pollen infestation and lower in soils with lower pollen infestation. Lower diversity was generally observed in mineral soils or soils with a limited organic horizon comprised, in part, of broad leaf litter. Based on coefficients of association and species in common among species across the collection sites, it was possible to relate dominant species assemblages in site groups. These species assemblages in the site groups suggest that the chytrids are distributed by litter and soil types. It can be concluded that the substratum characteristics of litter types and availability of litter may be important in describing chytrid distribution in boreal forest sites.

Characteristics of Polymetallic Occurrence in Kau Loc Area within Northern Vietnam: Preliminary Study (베트남 북부 카우록 다중금속 산출지의 특성: 예비연구)

  • It was carried out to the survey on the lead-zinc and tungsten occurrences in the Kau Loc mineralized belt within northern Vietnam. The lead-zinc occurrence bear the ore body parallel to the bedding of limestone formation. Assuming the surface grade and geological reserve, Pb+Zn deposit is estimated to the small to medium-sized ore deposit. On the other hand, considering the distribution of small-scale stock intruding the Devonian limestone, it is thought that the tungsten occurrence has the proper geological conditions anticipating the presence of skarn mineralization. However, there is no evidence to recognize economic feasibility in the present situation because of the absence of detailed geology and ore deposit survey on the tungsten occurrence.

  • Korea Institute of Geoscience and Mineral Resources (KIGAM) and Mineral Resources Authority of Mongolia (MRAM) performed a joint survey on Ugii Nuur Fe-Mn mineralized area. Following the survey, we carried out magnetic survey and 3D magnetic susceptibility inversion. Based on the inversion results, basic feasibility study and 3D imaging of Fe-Mn mineralized area were performed using 3D geological modeling technique. Using the distribution of total magnetic field data, we were confirmed for the possibility of horizontal extension of ore bodies from surface outcrops. The 3D magnetic susceptibility model, which is highly related with Fe content, analyzed by inversion shows that the ore bodies of Deposit 1 and Deposit 2 are extended to the underground and ore bodies that are not exposed on the surface are largely distributed in the underground. If we perform the integration analysis using this magnetic susceptibility model and the ore grade data analyzed by drilling survey, it is possible to carry out the effective potential evaluation of Ugii Nuur Fe-Mn ore deposit.

Separation Properties of Sm/Nd with Karr Column (Karr column을 이용한 Sm/Nd 분리특성)

  • In this study, the separation of samarium to neodymium with Karr column was investigated. Separation properties of Sm/Nd binary system was estimated with experimental parameters such as flow rate, initial pH of aqueous phase, saponification of PC88A in organic phase and agitation speed. The extraction rate and distribution coefficient increased with increasing initial pH of aqueous phase at 16.5 ml/min(retention time 10 minute) of flow rate of organic and aqueous phase, and equilibrium pH of aqueous phase after extraction was maintained at 1.5 by saponified PC88A. Also, the extraction rate and distribution coefficient were drastically increased with increasing saponification degree of PC88A and agitation speed, and optimal saponification degree was $40\%$. Extraction rate of Nd and Sm was $19.6\%$ and $72.5\%$ respectively at retention time 10 minute, initial pH 1, saponification degree $40\%$ and agitation speed 120 rpm.
