In the future, it is anticipated the following. Strengthen cooperation of the U.S.-India-Vietnam navy, Maximizing the combined combat power between the U.S. and regional navies, Improving its ability to restore damage control, Economic cooperation between the Pacific and Indian countries. The meanings given to the Korean navy are as follows. First, South Korea should pursue cooperation with the Indian Navy, which will grow into a regional balance on China's growth. The growth of the Indian navy is expected to increase cooperation with other Pacific countries. The government should seek ways to promote cooperation with india navy in various fields. Secondly, it is a joint drill between the U.S. Navy and the Korean Navy. Recently, the Korea-U.S. joint drill has not been conducted and many changes are expected to be made regarding the implementation of the joint drill in the future. Therefore, it is necessary to respond to possible changes in the naval relationship between Korea navy and the U.S. navy Also, due to distributed lethality strategy, preparations for operations and training with U.S.navy will be necessary. Lastly, it should contribute to cooperation among regional countries in preparation for maritime territorial disputes. The growth of the Chinese navy and the territorial disputes in the East and South China sea has raised the possibility of accidental military clashes at sea. Therefore, the government should make efforts to create multilateral security cooperation systems that can continue to promote the prevention of armed conflict.
Wireless Sensor Networks 기술은 노드들을 다양한 지역에 분포시킴으로서, 군사적 목적의 탐색 역할은 물론 산업에서의 기기 관리, 공정 관리, 특정 지역 모니터링 등 다양한 분야에 활용이 가능한 기술이다. 하지만, 무선 센서 네트워크 환경에서 센서 노드의 경우 초소형 하드웨어를 사용함에 따른 에너지, 처리 능력, 메모리 저장능력 등의 한계점을 가지고 있으며, 이러한 한계를 극복하기 위해 다양한 라우팅 프로토콜 방법이 제안되었다. 하지만, 기존 라우팅 프로토콜의 경우 에너지 효율성에 초점을 둠으로서 상호간 통신할 때, 보안에 매우 취약하며, 이를 극복하기 위해 기존의 암호화 시스템을 도입하기에는 센서의 처리 능력 과 메모리 등에 한계점을 가지고 있다. 따라서, 본 논문에서는 에너지 효율성을 고려하면서 동시에 통신 과정에서 상호인증 기법 및 키 생성과 갱신 시스템을 도입함으로서 다양한 보안위협에 대응할 수 있는 상호인증 방법을 제안한다.
기존의 정보보호 위험평가 방법은 정보자산의 취약성을 평가하는데 중점을 둔다. 그러나 정보자산의 형태가 바뀌고 새로운 유형의 정보자산이 나오면 그에 대한 평가기준도 추가하거나 삭제하는 등의 보완을 거쳐야 하는 한계가 있다. 기존 방법들은 사이버 위협이 유입되는 경로에 연구가 미흡하다. 특히, 공인 IP를 가지고 있는 웹기반 정보시스템을 대상으로 유입되는 유입경로의 봉쇄를 위한 연구가 매우 부족한 상황이다. 이에 본 논문에서는 BDLA (Blockade and Defense Level Analysis) 기반 정보보호 위험평가 모델의 주요 연구내용을 소개 한다. 또한, BDLA기반 정보보호 위험평가 모델을 적용하여 17개 공공기관의 봉쇄수준과 보안장비 수준 측정을 통하여 정보보호 위험 수준을 연구하였다.
고도화되는 전장 환경에서 적진의 정보는 군사 작전을 수행하는 데 있어 중요한 요소이다. 적진의 정보를 획득하기 위한 감시정찰을 목적으로 아군의 인력 손실이 없고 저 비용으로 임무에 투입이 가능한 무인항공기(UAV; Unmanned Aerial Vehicle, 이하 무인기) 운용이 늘어나고 있다. 무인기 임무 수행 환경은 대공위협이 존재하므로 무인기가 격추되지 않고 생존성을 보장할 수 있는 임무공간이 필요하다. 임무공간을 정의하기 위해서는 형상공간(Configuration Space) 개념을 활용하며, 적진의 대공방호영역 및 무인기가 탐지할 수 있는 범위를 고려한다. 무인기는 적진의 정보를 획득하기 위해 임무에 주어진 모든 영역을 방문해야 하며, 이를 위해 커버리지 경로 계획(Coverage Path Planning)을 수행한다. 무인기에 대한 위협 및 획득할 정보의 중요도를 바탕으로 무인기가 우선적으로 방문해야 할 영역을 정의하며, 격자지도를 생성하고 각 격자에 위협 정보를 매핑하여 경로 계획에 활용한다. 본 연구에서는 격자지도에 표시된 위협정보를 바탕으로 커버리지 조건 및 경로 계획 절차를 제시하며, 탐지 효율 향상을 위해 임무공간을 확장한다. 끝으로 본 연구에서 제시한 무인기 경로계획 방법에 대한 시뮬레이션을 수행하고, 관련된 결과를 제시한다.
IoT(Internet of Things)는 센서 기술의 발전과 고속의 통신 인프라를 바탕으로 네트워크에 연결되는 단말의 수가 사람의 수보다 더 많아지고 있고 그 증가도 매우 빠르다. 기존 유선부터 무선네트워크까지 연결되는 IoT의 수가 증가하면서 동시에 사이버 위협도 증가하고 있다. 국방분야도 작전, 군수, 기지방어, 정보화 등 다양한 분야에서 IoT의 필요성은 증가하고 있다. PC/서버의 정보보호체계와는 다르게 정보보호가 취약한 IoT Sensor가 네트워크에 증가함에 따라 사이버 위협도 증가하고 있어 국방정보통신망(이하 국방망)을 보호하기 위한 플랫폼 연구가 필요하다. 본 연구에서는 유·무선 IoT를 국방망에 연결하는 사례를 알아보고 국방망과 접점을 최소화한 보안성이 강화된 IoT 통합 독립 네트워크의 효율적인 연동 설계 방안을 제시하였다.
세계적 관심과 함께 드론은 물품 수송, 산림 보호, 안전 관리 등 활용 분야의 저변을 확대해 나가고 있으며 드론은 활용 분야 확대 및 규모 확장에 따라 군사 작전, 환경 감시 등 다양한 분야에서 군집 비행이 응용되고 있다. 현재 국내에서는 특정 산업 분야의 서비스를 위한 이음 5G와 같은 특화망을 구축해 나가고 있다. 이와 관련하여 드론 시스템 또한 AI와 자율비행 등과 융합된 서비스를 제공하기 위해 특화망을 구축하려는 움직임이 보이고 있다. 드론이 여러 서비스와 융합됨에 따라 다양한 환경에서의 다양한 보안 위협 또한 종속되고 있으며, 이에 대응하여 국내에서는 드론 보안에 대한 요구사항과 가이드라인을 마련하고 있는 추세이다. 본 논문에서는 드론 시스템 중 드론의 군집 비행 시스템과 이를 위한 이음 5G와 같은 이동통신 특화망에서 무선랜과 양자 엔트로피 기반 난수 발생기를 탑재한 암호모듈을 활용하여 군집 비행 드론 간 피아식별 및 안전한 정보 제공 기술 방법을 제안하고, 구현에 참고할 수 있는 테스트 벡터를 제공한다.
무인 항공기 (Unmanned Aerial Vehicle, UAV)는 4차 산업혁명 시대와 함께 매우 빠르게 성장하고 있다. 또한, 인공지능 기술과 반도체 기술의 발전에 따라 무인 항공기의 성능이 향상됨에 따라서 기존의 군용 등 특수 목적으로 사용되던 것에서 현재는 취미, 교량 점검, 정찰 등 다양한 민간 분야에도 활용되기 시작했다. 현재 민간 분야의 무인 항공기에서 가장 많이 활용되는 통신 프로토콜은 오픈 소스로 시작한 MAVLink(Macro Air Vehicle)이다. 하지만 MAVLink에는 보안 기술이나 암복호화 메커니즘은 포함되지 않아 현재 무인 항공기의 보안 위협에 취약할 수 밖에 없다. 따라서, 본 연구에서는 기밀성을 보장하기 위해서 암호모듈을 무인 항공기에 구현하고 다양한 구현 방식에 따른 무인 항공기에서의 암호화 및 복호화 성능 평가에 대한 결과를 분석한다. 또한, 보안 모듈을 적용한 무인 항공기에 위협 분석을 통하여 보안요구사항을 국제 표준 Common Criteria에 따라 평가 기준에 대해 논한다.

Malware detection is an increasingly important operational focus in cyber security, particularly given the fast pace of such threats (e.g., new malware variants introduced every day). There has been great interest in exploring the use of machine learning techniques in automating and enhancing the effectiveness of malware detection and analysis. In this paper, we present a deep recurrent neural network solution as a stacked Long Short-Term Memory (LSTM) with a pre-training as a regularization method to avoid random network initialization. In our proposal, we use global and short dependencies of the inputs. With pre-training, we avoid random initialization and are able to improve the accuracy and robustness of malware threat hunting. The proposed method speeds up the convergence (in comparison to stacked LSTM) by reducing the length of malware OpCode or bytecode sequences. Hence, the complexity of our final method is reduced. This leads to better accuracy, higher Mattews Correlation Coefficients (MCC), and Area Under the Curve (AUC) in comparison to a standard LSTM with similar detection time. Our proposed method can be applied in real-time malware threat hunting, particularly for safety critical systems such as eHealth or Internet of Military of Things where poor convergence of the model could lead to catastrophic consequences. We evaluate the effectiveness of our proposed method on Windows, Ransomware, Internet of Things (IoT), and Android malware datasets using both static and dynamic analysis. For the IoT malware detection, we also present a comparative summary of the performance on an IoT-specific dataset of our proposed method and the standard stacked LSTM method. More specifically, of our proposed method achieves an accuracy of 99.1% in detecting IoT malware samples, with AUC of 0.985, and MCC of 0.95; thus, outperforming standard LSTM based methods in these key metrics.
Recently, the increased use of anti-ship guided missiles, a weapon system that detects and attacks targets in naval engagement, has come to pose a major threat to the survivability of ships. In order to improve the survivability of ships in response to such anti-ship guided missiles, many studies of means to counteract them have been conducted in militarily advanced countries. The integrated survivability of a ship can be largely divided into susceptibility, vulnerability, and recoverability, and is expressed as the conditional probability, if the ship is hit, of damage and recovery. However, as research on susceptibility is a major military secret of each country, access to it is very limited and there are few publicly available data. Therefore, in this study, a possibility of estimating the susceptibility of ships using an anti-air defense system corresponding to anti-ship guided missiles was reviewed. To this, scenarios during engagement, weapon systems mounted to counter threats, and maximum detection/battle range according to the operational situation of the defense weapon system were defined. In addition, the effectiveness of the anti-air defense system and susceptibility was calculated based on the performance of the weapon system, the crew's ability to operate the weapon system, and the detection probability of the detection/defense system. To evaluate the susceptibility estimation feasibility, the sensitivity of the detailed variables was reviewed, and the usefulness of the established process was confirmed through sensitivity analysis.
Within the discipline of International Relations (IR), the literatures on global governance (GG) and great power management (GPM) at best ignore each other, and at worst treat the other as a rival or enemy. On the one hand, the GPM literature, like both realism in all its forms, and neoliberalism, takes for granted the ongoing, disproportionate influence of the great powers in the management of the international system/society, and does not look much beyond that. On the other hand, the GG literature emphasizes the roles of smaller states, non-state actors and intergovernmental organizations (IGOs), and tends to see great powers more as part of the problem than as part of the solution. This paper argues that the rise to prominence of a non-traditional security agenda, and particularly of human security, has triggered a de facto merger of GPM and GG that the IR literature usually treated as separate and often opposed theories. We use the Ebola crisis of 2014-15 to show how an issue framed as human security brought about a multi-actor response that combined the key elements of GPM and GG. The security framing overrode many of the usual inhibitions between great powers and non-state actors in humanitarian crises, including even the involvement of great power military forces. Through examining broadly the way in which the Ebola crisis is tackled, we argue that in an age of growing human security challenges, GPM and GG are necessarily and fruitfully merging. The role of great powers in this new human security environment is moving away from the simple means and ends of traditional GPM. Now, great powers require the ability to cooperate and coordinate with multiple-level actors to make the GG/GPM nexus more effective and sustainable. In doing so they can both provide crucial resources quickly, and earn respect and status as responsible great powers. IGOs provide legitimation and coordination to the GPM/GG package, and non-state actors (NSAs) provide information, specialist knowledge and personnel, and links into public engagement. In this way, the unique features of the Ebola crisis provide a model for how the merger of GPM and GG might be taken forward on other shared-fate threats facing global international society.
