In order to actively cope with international changes such as cessation of the Cold War in the twentieth century, the government has been proceeding the unification project between military and commercial specification leading to cost reduction of military supplies as well as to high effectiveness. Among these efforts, the study on raw materials specifications, which seems to have been widely used for military or commercial fields, has been performed. As the result of these studies, we have reformed military standards through surveying and summarizing military, KS and international specifications on raw materials. Consequently, the reduction of costs for the procurement of military supplies and the maintenance of current military specifications is to be expected.

본 연구에서는 외국의 국방표준화 정보관리 발전동향을 살펴보고 우리나라 현 실태를 분석한 후 민수-국방분야에 공통 적용가능한 규격/표준 공통 분류목록의 제정과 이를 바탕으로 한 표준화 정보기반 통합DB의 구축 및 국방표준화 정보체계의 구축방안을 제시하였다. 규격/표준 공통 분류목록은 국방규격과 한국산업표준의 그룹핑을 통해 표준화 대상식별에 관한 보다 효과적인 방법을 제시하였으며, 표준화 정보기반 통합DB 구축을 통해 규격/표준과 다양한 정보들과의 상호참조 기반을 제공하였고, 표준화 정보체계를 통해 민수-국방분야 전반에 걸친 규격/표준정보 활용의 토대를 제시하였다.

Purpose: The purpose of this study is to research the revision efficiency of the referenced specifications/standards for raw and subsidiary materials in the field of national defense. Methods: Firstly, it was carried out to investigate the all of the Korean military drawings and establish the database for specifications/standards referenced in the field of national defense. Secondly, it was reviewed the validity of referenced specifications/standards of raw and subsidiary materials. Finally, proposal documents were made for invalid referenced specifications/standards of raw and subsidiary materials in order to suggest alternative specifications/standards. Results: All of the specifications/standards referenced in the Korean military drawings were 11,924 kinds and raw and subsidiary specifications/standards were 2,711 kinds. The proposal documents for revision of invalid referenced specifications/standards were suggested and approved by the military procurement standardization committee of DAPA (Defense Acquisition Program Administration). Therefore, the revision process of 472 kinds of referenced specifications/standards and 160,177 papers of the Korean military drawings were finished. Conclusion: Based on the results of this investigation, it could be significantly reduce to administrative costs and efforts through revision of referenced specifications/standards instead of conventional engineering change.

In this study, systems and procedures for improving the research and development and purchasing projects for defense specifications were investigated, and the current situation was analyzed in terms of the disclosure and establishment of defense specifications. I would like to discuss the measures that need to be taken to improve the specification affairs of our defense sector in order to improve the production quality of military supplies. It should be noted that it is necessary to establish specifications and procedures for improving the quality of domestically purchased military supplies. Therefore, it is highly imperative to systematically establish detailed performance, and miscellaneous specifications in order to actively respond to the rapid development of superior private technologies. In addition, the barriers in the entry of the defense industry should be removed through active disclosure of the specification data, and the opportunities for participation should be expanded to promote a smooth follow-up logistics support and to improve the quality of military supplies

우리나라의 과학기술은 선진국 수준에 이르고 있지만, 이를 뒷받침하는 표준/규격 분야는 그 수준에 못 미치고 있다. 이를 극복하기 위해서 본 연구에서는 미국 규격체계의 발전 동향과 우리나라의 국가표준(KS, KlCS) 및 국내민간 규격체계에 대해서 살펴보았다. 이를 바탕으로 국내 국방 표준/규격 체계의 현 실태를 분석하고 3가지 측면에서 개선방안을 제시하였다. 첫째, 국방표준 분류체계 분야에서는 국방 분야에서 표준, 규격, 핸드북을 명확하게 정의하고 국방 표준과 국방 핸드북의 제정대상을 식별하였다. 둘째, 국방표준 제정절차 분야에서는 민간주도(상향식)형의 표준/규격 제정절차를 제시하였고, 마지막으로 '국방규격작성 표준지침' 분야에서는 국방 표준, 규격, 핸드북의 표기법 및 현재 도면번호 체계의 한계를 극복할 수 있는 개선안을 제시하였다.

Continuous efforts have been made to transform industrial technologies possessed by private sector for national defense purposes over decades. Among these efforts, the unification programs between military and commercial specifications resulted in cost reduction and high efficiency of military supplies. In this paper, we study the unification of reliability specifications, which seems to have been widely used for military and commercial fields. We also propose a method of developing an unified reliability specification for electro-mechanical relays.

In this paper, a high reliability 30W DC-DC converter is designed considering military standard (MIL-STD) for military applications such as guided weapon and aircraft. The performances and specifications of conventional military grade DC-DC converter are practically analyzed. The requirements for military grade DC-DC converter are established in consideration of MIL-STD and analysis results of conventional product. Two isolated DC-DC converter, forward and fly-back converter, are designed and compared to determine topology. From experimental results under various operating conditions, the forward topology satisfied performances and specifications of MIL-STD for military DC-DC converter.

In this paper, a design method of the simulation program for HILS(Hardware-In-the-Loop Simulation) system is proposed. The present method consists of definition of requirements for HILS, development of specifications, and implementation of the program to satisfy the specifications. In the implementation of the program, the application of hardware interface and the concept of structural modularization are proposed to satisfy the specifications. The concepts of CSCI(Computer Software Configuration Item) and encapsulation are used for structural modularization. The proposed method was practically applied to the development of the simulation program for the efficient operation in HILS of an anti-ship missile system.

군수제품 생산업체 및 조달업체를 대상으로 국방규격 및 인용표준 규격에 대한 활용실태와 내용에 대한 유효화(최신화) 확인 방식에 대한 설문조사를 실시하였다. 각 업체별로 보유 또는 활용하고 있는 표준 규격 수를 살펴보면, KS, 국방규격, 미국 군사규격의 순으로 많이 보유하였으며, KS 구입을 위해서는 연간 40만원을, 해외 표준 규격 구입을 위해서 연간 133만원을 지불하는 것으로 조사되었다. 한편, 해외 표준 규격은 언어적인 문제, 정보 접근방식의 모호성, 표준 관련기관의 부재 등으로 인해 KS나 국방규격에 비해 상대적으로 수동적으로 최신 정보를 얻고 있었다. 또한, 설문대상 업체에서는 국방규격 정비(인용규격 최신화 및 KS 부합화) 및 관련 DB 검색 서비스 제공에 대한 요구도가 매우 높아, 보다 효과적인 국방규격 통합 관리시스템 마련이 시급한 것으로 조사되었다.
