델파이기법을 활용한 민군간 공용 시설유형 및 고려요소 판단 연구 (Research to define facility type, project consideration and restriction when conceiving civil-military sharing facilities, by applying the Delphi technique)

  • When developing projects to build facilities to be shared by both military bases and surrounding communities, strategies are needed to achieve two objectives: 1) minimize missteps and opposition from local communities in the process of developing and implementing such projects, and 2) promote cost-benefit optimization and user-satisfaction. With aim of promoting co-operation and co-existence between military bases and adjust communities, this research proposes esthetical factors to be considered in conceiving civil-military sharing facilities. It seeks experts' opinions on the development of civil-military sharing facilities, and examines critical factors (economic feasibility, security, and satisfaction, etc.) for project development as well as building types suitable for shared-use between military bases and local residents. It then establishes a method to prioritize facility-type and narrow down design factors (considerations and restrictions) in project development by applying quantitative analysis. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts' opinions. At the first round of the survey, facility types, items for consideration and restrictions are drawn, and then at the second round of the survey, criticality of each item is analyzed. Finally, it reaches a conclusion on suitability of facility types for civil-military sharing facilities, and selects project considerations and restrictions when developing this kind of project.

AHP를 이용한 군 취사식당 기능공간 분석 (Analyzing the Functional Spaces of Military Dining Facilities Using Analytic Hierarchy Process)

  • This research used Analytic Hierarchy Process(AHP) to analyze the importance and priority of functional space and evaluation factors of each functional space of the military dining facility. Dining in the military is an important factor in restoring combat power and promoting morale. The military dining facility serves as a not only for meals, but also for watching TV, education and club activities. Workers working in dining facility spend most of their work hours in dining facility, perform tasks such as cooking, dishwashing, and leftover disposal, and take breaks. As such, the military dining facility is a space where various functions are performed, and space planning should take into account these various functions when planning the building of the dining facility. However, the criteria for defense and military facilities, which are the basis for planning the space of military dining facility, are calculated only by simply analyzing the standard floor plan to match the size of the person-to. Therefore, when there is space to be reduced in the total area, there are side effects such as leaving visible table space without consideration for priority or functional space, unseen office space, and adjusting the entire area through reduction of the lounge. Accordingly, based on the priority of the space that the staff of the military dining facility considers important, this research aims to analyze the characteristics of each functional space through classification according to its unique function. This can be an indicator that can be used as a basis for future revision of the building floor area standards of the defense and military facilities standards, and it can improve usability with an efficient space plan that takes into account the characteristics of the Korean military and the satisfaction of its workers. Furthermore, efficient use of the defense budget through rational building plans can contribute to budget reduction.

국방 지휘·통제 시설을 위한 ICAN, I3A 설계기준 (ICAN, I3A Design Criteria for Military Defense Command & Control Facilities)

  • 한국군은 국방시설기준이 정립되어 있으나 대부분 시설위주의 설계기준에 중점을 두고 작성되어 있다. 특히 정보통신분야에서는 세부적인 기준은 제시하지 않고 대략적인 수준으로만 제시되어 있다. 미군의 경우 1990년부터 각 군이 공통적으로 적용 가능한 시설기준에 대하여 통합시설기준서(UFC : Unified Facilities Criteria)를 완성해 모든 사업에 공통적용 할 수 있도록 설계기준을 제시하고 있다. 특히 정보통신분야에서는 시설분야와 연계해서 건물내부체계는 미군의 기지통신 기반구조설계기준(I3A: Installation, Information, Infrastructure Architecture)과 시스템에 대해서는 기지 및 캠퍼스지역 네트워크설계기준(ICAN : Installation and Campus area Network)과 비교를 통해 우리군의 지휘 통제시설 및 일반/행정시설에 대한 바람직한 설계기준선을 제시한다.

경상도 남부지역 연해 군현과 수군영진의 선소(船所)에 관한 연구 (A Study on the Shipyard of the Costal Counties and the Naval Castle in the Southern Gyeongsang-do)

  • The Chosun Dynasty established and implemented measures to prevent Japanese invasion into the southern coast. To this end, the number of naval vessels and the number of ships were increased, and a shipyard(船所) was constructed to protect the safety of the vessels. The shipyard is a port facility where military vessels are anchored and repaired, as well as public facilities that are needed for military training on public and land, as well as facilities for storing supplies and equipment needed for ships on land and defense at the port entrance. Despite being such an important facility for national defense, Shipyard has not been noticed. Studies have shown that the position of shipyard is divided into the riverside type and the riverbank type, which is due to the topographical features of Korea. The repair cycle of naval vessels, the carrying out of Yeonhun(prevent the water from decaying the part of the ship, a raw tree was burned to smoke) and the place of sea training also affected the construction of the Gul River(掘江). The space structure of shipyard is divided into port entry facilities for monitoring and controlling at the entrance to the harbor, border facilities for folding and repairing military vessels, and land facilities for holding land exercises and administrative work of military vessels and military equipment.

군사훈련 소음이 주민들의 삶의 만족도에 미치는 영향 (Effect of Military Training Noise on Life Satisfaction of Residents Living Near Military Facilities)

  • 이 연구는 군사훈련으로 발생하는 소음이 군사시설 주변에 거주하는 주민들의 삶의 만족도에 미치는 영향을 확인하기 위해 시행되었다. 2017년 군사시설 주변에 거주하는 성인 주민 904명을 대상으로 설문을 시행하였다. 대상자들의 삶의 만족도 점수는 총 5점 만점에 3.17점 수준으로 선행연구에 비해 낮은 수준으로 확인되었다. 삶의 만족도 영향요인을 분석하기 위해 종속변수로 삶의 만족도, 독립변수로 인구사회학적 요인과 신체적 피해 경험 요인, 그리고 정신적 피해 경험 요인을 선정하여 회귀분석한 결과 인구사회학적 요인으로는 월평균 가구소득(coef.=0.09, p<0.001), 정신적 피해 경험 요인으로는 정서불안(coef.=-0.34, p<0.001)과 스트레스(coef.=-0.05, p<0.001)가 삶의 만족도에 영향을 미치는 것으로 분석되었다. 이 연구는 군사시설 주변 지역에 거주하는 주민들의 삶의 만족도 향상을 위한 정책 수립에 기초 자료로 활용될 수 있을 것으로 기대된다.

The Comparative Study on the Satisfaction of the Physical Therapy facilities in the front Military hospitals and Divisions

  • Objective: This study is about the physical therapy facilities and environmental and service satisfaction of patients visiting in the front military hospitals and divisions. Design: Survey study Methods: Prior to this survey, 28 users of the front division and military hospital were surveyed in advance to verify the survey through reliability analysis. For this survey, 1,300 questionnaires were distributed to seven frontline divisions and three military hospitals, of which 578 military hospitals and 479 divisions were collected. Among them, 1,042 pieces of data were used for the analysis, excluding 15 questionnaires that exceeded the research period of the division. Analysis methods used Cronbach-α and multiple regression for mean comparison analysis, factor analysis for validation, and reliability verification to verify differences between groups. Results: As a result of the satisfaction analysis, the division's stage satisfaction was higher than that of military hospitals, and as a result of analyzing the satisfaction items by sector, accessibility, re-visit doctors, and professionalism accounted for a large portion in the field of physical therapy services. As a result of a regression analysis, the factors that affect the satisfaction of physical therapy had the greatest impact on facility and environmental satisfaction, and expertise in physical therapy services. Conclusions: In the future, it will be necessary to improve the comfort of the physical therapy room and the expertise of physical therapy in order to improve the satisfaction level of physical therapy at military medical facilities.

군부대 시설 및 지하철 역사 주변 지하상가의 측정농도와 노출시간을 이용한 실내에서의 라돈 위해성 평가 (Indoor Radon Risk Assessment by Applying Measurement Concentrations and Exposure Times for Military Facilities and Underground Shopping Malls near Subway stations)

  • Objectives: The objective of this study was to conduct risk assessment using indoor radon concentration and exposure times. Methods: The target facilities were military facilities before and after the application of radon reduction processes and underground commercial facilities in major subway stations in Seoul. Indoor radon concentrations were measured by passive sampler. Results: Radon concentrations in 13 military facilities were initially higher than the guidelines, but the levels were below guidelines after the application of radon reduction processes. Underground shopping mall radon concentrations near subway stations in Seoul satisfied the guidelines. However, indoor radon effective doses after radon reduction processes in some military facilities and those in underground shopping malls belonged to International Commission on Radiological Protection (ICRP) groups needing control management. Conclusion: Indoor radon management requires risk assessment data that takes into account working time (or residence time) in addition to management according to concentration guidelines.

소부대 전투시설 방호두께 기준의 타당성 검토에 대한 기초 연구 (A Feasibility Study Evaluating Standards for Covered-Positions Built with Concrete Materials)

  • In terms of protective engineering, there are no noticeable researches regarding covered-positions for smaller units in South Korea. So, standards to maintain and build protective facilities for larger units have been applied in ones for smaller units without any adjustment. The previous study was to calculate penetration depth of the concrete walls because the experiment performed indoor. In this outdoor experiment, velocity of projectile impact as one of the other important factors was considered to prove the validity of 30cm concrete wall thickness as effective protective level of the covered-position. Random effects and extraneous variables which could be occurred in outdoors experiment were controlled with statistical techniques. As a result, velocity of projectile impact was significant variable and the given standard, 30cm thickness of concrete walls was as valid as ever.

  • 현재 한국은 북한이 보유한 재래식무기, 핵무기, 화생방무기 등의 다양한 공격에 노출되어 있다. 이러한 공격들에 의해 국민들에게 발생 될 피해는 추정만 가능하고 정확한 예측이 어려운 상황이다. 이러한 북한의 군사위협에 정부지원 대피시설은 대상, 설치범위, 예산, 표준도면 등을 종합적으로 고려하여 일괄적으로 사업이 진행되나, 공공용 대피시설의 경우는 특별한 규정이나 원칙 등이 없이 다양한 시설을 대상으로 지정하기 때문에 군사위협에 대한 방호는 전혀 기대할 수가 없는 상황이다. 이에 본 연구에서는 북한의 군사위협에 대하여 파악하여 공공용 대피시설의 계획 및 설계에 대한 문제점을 도출하였으며 연구를 통해 얻은 결과 및 제안사항을 제시하고 있다.

  • 한국전쟁 이후, 우리 군은 짧은 기간동안 적은 예산으로 대량의 시설을 공급함으로써, 민간 시설들에 비해 노후화가 많이 진행되었으며, 이러한 시설들을 계속 방치할 경우 향후 막대한 유지관리 비용과 교체비용이 소요될 것으로 생각된다. 군 시설물 중 조적조 시설이 차지하는 비중은 큰 반면, 적절한 성능 평가 시스템이 갖추어 있지 않아, 합리적이고 객관적인 기준없이 노후 시설은 대부분 철거되고 있는 실정이다. 본 논문에서는 노후한 군 시설들을 효율적으로 관리하기 위해서 조적조 시설물의 성능을 정확하게 평가할 수 있는 기준을 제시하였다. 노후 시설물을 기울기 및 침하, 내하력 및 내구성의 세부문으로 나누어 평가하도록 하였으며, 내하력 및 내구성 부문은 수평부재와 수직부재로 나누어 평가하도록 하였다. 항목별, 부재별 중요도는 AHP 기법을 적용하여 산정하였다.
