국방 전군적 아키텍처 프레임워크에 관한 연구 (A Study on National Defense Enterprise Architecture Framework)

  • As we live in real If era, If become a mandatory component for nations and organizations to survive in severe competition. If is also thought of as strategic asset for effective business operations, yet there is no proved statement on the interoperability and system integration which causes serious problem in terms of requirement engineering among current systems. The National Defense Enterprise Architecture Framework is a strategic information asset base, which define the military operation activities for the mission, the information necessary for military operations, the technologies necessary for implementing new technology in response to changing operational needs. It is an integrated model or representation. Information Systems will be evolved by the National Defense Enterprise Architecture framework. The purpose of this framework is to present overall picture of national defense information system domain so that information systems are interoperated, integrated and information sharing is increased among affiliated organization of Defense Military.

소방조직의 구조적 특성에 관한 연구 (A Study on the Characteristics of Fire Service Organization Structure)

  • 본 연구는 우리나라 소방조직의 구조적 특성을 분석의 요소에 따라 확인하고 규명하고자 수행되었다. 이를 위하여, 소방공무원으로 구성된 소방조직을 연구대상으로 한정하고, 조직의 구조적 특성(복잡성, 집권성, 공식성)을 선행연구와 관계법령을 이용하여 확인하였다. 연구결과, 소방조직은 복잡성, 집권성, 공식성이 모두 높은 조직구조를 갖고 있는 것으로 나타났다. 이는 전형적인 기계적 관료제적의 조직 특성으로, 일반 정부행정조직이나 기업조직에서는 찾아 볼 수 없는 소방조직만의 고유한 특성이다. 본 연구결과는 소방조직의 학술적 개념을 정립하는데 기여가 될 것으로 기대된다.

무기체계 업체주관 연구개발 사업의 개발시험평가 개선방안 고찰 (A Study on the Improvement Method of DT&E for Company Organized Weapon Systems Research and Development)

  • The improvement of the reliability of weapon systems and the reduction of the total life-cycle cost based on the improving of the DT&E system for Company Organized weapon systems research and development are urgently required. The major advanced countries operate test and evaluation centers for military (U.S.), manage a large scale organization of IPT personnel (England) or conduct management of DT&E through a third party organization (France). Based on a survey of experts, an improvement of the DT&E policy in terms of reliability and objectiveness is needed, and management through a third party national defense agency and civilian agency such as the Surion development case is required. In addition, although it appears that efficiency improves when management of DT&E is performed by national defence agencies rather than civilian agencies, it is necessary to proceed by selecting a civilian agency based on competition in the case that it is difficult to select a national defence agency.

  • This article is focusing on the improvement of weapon system test & evaluation, aimed at the weapon system in the research development stage. This article suggests improvement directions in three aspects(organization and system, skilled manpower and technology, test facilities of weapon system test & evaluation) as follows. 1) Weapon system test & evaluation organization and system a. Establishment of comprehensive test & evaluation system b. Making regulation for comprehensive test infrastructure management. c. Standardization of test & evaluation process, which can be used in special subject to army, navy and air force. 2) Skilled manpower and technology of weapon system test & evaluation a. Training & education, management of test & evaluation experts. b. Establishment of skill management system of test & evaluation. 3) Test facilities of weapon system test & evaluation a. Establishment of comprehensive improvement direction of test & evaluation installation and equipment. b. Consideration of counter measures to prevent overlapping investment, and to use the test & evaluation resources efficiently. c. Establishment of organic network for the effective use of test & evaluation installation and equipment. d. Establishment of detailed cooperation plan for the commonage of test & evaluation facility and equipment.

군 조직의 상시 예방 감사시스템 구축방안 연구 (The Study on the Construction of the Continuous Preventive Audit System for the Military Organization)

  • 연구목적: 본 연구는 향후 급변하는 감사 및 업무 환경에서 효율적인 감사방법을 개발할 수 있 군 조직내 예방적 감사체계 구축방안을 연구하는 것이다. 연구방법: 군 자체감사의 실태와 문제점, 현재 정부 부처 및 기관에서 사용하고 있는 지속적 예방감사제도 사례, 외국 감사원 정보시스템 내부통제점검 등을 살펴보았다. 연구결과: 본 연구에서는 군사감사제도의 문제점을 극복하기 위하여 정부부처, 기관 등이 활용하는 지속적 예방감사제도를 벤치마킹하여 군내 지속적 예방감사제도를 구축하는 방안을 제안하였다. 결론: 상시 예방 감사 시스템사업의 한계성 및 사업효과의 신뢰성을 고려하여 육군을 시험사업으로 추진하고 이어서 해군·공군·해병대로 사업을 점진적으로 확대해야 할 것이다.

  • 본 연구에서는 우리 육군의 현 과학화 경계시스템에 대한 문제의식을 바탕으로 2035년을 목표로 군사혁신 3요소를 적용하여 과학화 경계시스템 발전방향을 제시하였다. 이를 위해서 현 과학화 경계시스템의 도전요소를 분석하고, 다른 나라의 유사사례를 검토하였다. 이를 바탕으로, 군사혁신 3요소(작전운용개념, 조직편성, 무기체계)의 틀을 적용하여 경계작전개념, 경계부대 조직편성, 유·무인 복합경계체계로 구분하여 과학화 경계시스템의 발전방향을 제시하였다. 당면한 도전요소를 극복하기 위해서는 민첩하고 스마트한 경계부대와 더불어 첨단기술 기반의 유·무인 복합경계체계를 적용한 혁신적인 과학화 경계시스템이 필요하다.

  • Many advanced countries including the U.S. consider defense standardization as a critical task for the efficient acquisition and effective operation of weapon systems and have implemented the appropriate standardization policy by synchronizing the defense acquisition strategies and nation standardization policy with defense standardization. It is required to develop the long-term defense standardization policy that can cope with the future domestic and international defense environmental changes. Therefore, it is an inevitable task to investigate the standardization trends and strategy in the domestic and international perspectives. The study aims to provide the vision of defense standardization policy, act/regulation, organization/personnel, education/training and information system.

  • Many recent changes in medical area such as expansion of medical insurance, high expectation of people for medical service and the competition with foreign country open new area of medical service and hospital managements. Domestic medical personal have been doing their best for better medical service and more efficient hospital management. In other words, they are focusing on the renovation of organization culture, the reform of organization and operation process and building information systems. It has been more than 10 years since the first computer system was introduced in the domestic medical area. We have been trying to build more advance and more friendly computer systems. Recent advances of information technology could make this possible. In this paper, I introduce the system design of Integrated Hospital Information System include core technology, components of the system and important factors to be considered.

무기체계 형상관리 개선망안 연구 (A study on the Improvement of Configuration Management for Weapon System)

  • Configuration management is a process that establishes and maintains consistency of a product with its requirements and configuration information throughout its life cycle. This paper deals with the improvement of configuration management for weapon system. We analyze configuration management system, organization, human resource, regulations, and automated system of USA. Then we apply the ideas to our proposal for the improvement of configuration management. The proposal for the improvement of configuration management consists of three parts. The first one is the improvement of configuration management for weapon system by R&D, the second one is the improvement of configuration management for weapon system by foreign acquisition, and the last one is the improvement of configuration management in the aspects of organization, human resource, regulations, and automated system. This paper will be contributed to the activation of configuration management system and the efficiency of acquisition project management.

조선전기(朝鮮前期) 호위제도(護衛制度)에 관(關)한 고찰(考察) (Consideration on Royal Guards of Early Chosun Dynasty)

  • The purpose of this consideration is to present fundamental data for understanding and development the historical approach of Korea Protection by re-examining Royal guarding system through the history in Early Chosun Dynasty. This paper initiated from this critical mind seeking to understand the changing phase of Korea Guarding system, and fundamentally to find the future-oriented ways for the Guarding system. The main materials of history in Early Chosun Dynasty were re-examined, investigated and analyzed and the main references are a code of laws and official as well as private documents such as Kukjo-Oreyeui. Guards system for Royal prince has been found in Byung-jeon of Kyungguk-daejon. he Guards organization has dual system, one was Gumgun which was a private military man and the other was Wuibyung which was a Central military man. On the contrary, central military man were normally protected the royale palaces, but when the King come and go they accompanied and protected the King in safety zone. But just in case they did a job as a member of capital protection military affairs. A question of finance was the reason why there had been dual protection system due to financial matter. If it increased number of man it would pay much money, therefore central military man who has no relevance to national finance were supplied as members of military affairs for the protection of king.
