Effective information delivery between school and parents is very important in preschool and the lower classes of elementary school. It is because by the fact that the traditional method of information delivery relies on kids to deliver school information but they are not sufficiently matured enough to deliver information correctly. In this point of view, this paper proposes a new information delivery method combining internet homepage and mobile message services and develops a information delivery system to support that method. Proposed method and developed system are able to correctly deliver information within the desired time and they do not increase the burden of communication costs and teacher's works.

In this paper, We introduce effective handoff method from W-COMA system of 3$^{rd}$ generation to 15-95 system of 2$^{nd}$ generation. In case of this handoff, Ms should know long code state using traffic channel, timing information and pilot offset of 26 synchronous system during the compressed mode. So We establish additional common channel in order to obtain handoff information. Common channel transmits same information from all base stations and provides MS with timing information of zero offset. long code state and timing of super frame for sync. channel. Therefore during the compressed mode. MS can obtain information for handoff using common channel..

This research attempts to suggest a detecting method for cutting position of an object using the neural network, which is one of intellectual methods, and the digital image processing method. The extraction method of object information using the image data obtained from the CCD camera as a replacement of traditional analog sensor thanks to the development of digital image processing. Accordingly, this research determines the threshold value in binary-coding of an input image with the help of image processing method and the neural network for the real-time gray-leveled input image in substitution for lighting; as a result, a specific position is detected from the processed binary-coded image and an actual system designed is suggested as an example.

In order to understand information of geographic information systems(GIS) exactly and easily, visualization technique becomes important. In this paper, we consider car-traffic which is one of the information accompanying with a map. Then, a visual simulation method is proposed for car-traffic flow at crossing with the cell-automaton and the ray tracing method. We simulate the various situations and discuss about changes of traffic.

For determination of black-out area and restoration area by an expert system for fault section estimation and power system restoration using information from circuit breakers, it is necessary that the recognition of system isolation state and a method of finding the change of system isolation state by the state transition of breakers in isolated system. This paper presents a method of resolving the above problem by rule-based approach.

Most of the agricultural structures are in shortage of feasible facility management because these structures are small in size and spacially distributed in rural area. Inspection tools based on visual inspections are generally used for agricultural structures in most of the countries, including Korea. It is necessary to survey data of the irrigation structures to maintain records, and to develop the interface program by constructing database of inspection data. This study was conducted to develop a system for safe appraisal and repair works on agricultural irrigation structures. Repair and rehabilitation method can be chosen from an optimum viewpoint if the information between the method and life-cycle management cost of agricultural structures is constructed in the database. In this study, the system assisting onsite field investigation and determining the typical rehabilitation method of typical agricultural structural problems such as fractures and cracks of members was developed.

In this paper, we propose the neuro-fuzzy modeling method using VmGA (Virus messy Genetic Algorithm) for the complex nonlinear system. VmGA has more effective and adaptive structure than sGA. in this paper, we suggest a new coding method for applying the model's input and output data to the optimal number of rules in fuzzy models and the structure and parameter identification of membership functions simultaneously. The proposed method realizes the optimal fuzzy inference system using the learning ability of neural network. For fine-tune of parameters identified by VmGA, back- propagation algorithm is used for optimizing the parameter of fuzzy set. The proposed fuzzy modeling method is applied to a nonlinear system to prove the superiority of the proposed approach through comparing with ANFIS.

A chaotic spread spectrum communication system using a polar quarternary method is designed and implemented. Four different chaotic signals in the relation of multiplication each other are generated through the use of a coupled synchronization method in the transmitter which is composed of four Chua's circuits. Information is retrieved at the receiver which is connected to the transmitter through the use of a drive synchronization method. Since spread spectrum of information signal is spread by chaotic signal, the configuration of the system is simpler than that of any other conventional system.

The similar bibliographic retrieval system follows whether it selects a thing of the extracted index term and or not the difference in which the similar document retrieval system There be many in the search result is generated. In this research, the method minimally making the error of the selection of the extracted candidate index term is provided In this research, the word information in which it is adjacent by using candidate index terms extracted from the similar literature and the keyword topic information were used. And by using the related author information and the reranking method of the search result, the similar bibliographic system in which an accuracy is high was developed. In this paper, we conducted experiments for similar bibliographic retrieval system on a collection of Korean journal articles of science and technology arena. The performance of similar bibliographic retrieval system was proved through an experiment and user evaluation.

In this study, we formulated rational criteria to efficiently provide traffic information services via a crafted approach. By utilizing this, we presented a detailed traffic information service providing method that can overcome the limitations of existing link unit information provision system. Three methodologies such as user survey, data mining, and KHCM (Korea Highway Capacity Manual) utilization method were applied to formulate a rational expression standard for traffic information service. Each method was designed to establish a quantitative criterion for various traffic conditions and to enable user-oriented traffic information service in consideration of the traffic principal/compatibility. Considering the results of each methodological analysis in a comprehensive manner, the basic expression standards for traffic information service was formulated. Then we presented improvements such as traffic condition step by road, speed range of traffic condition, expression term of traffic condition and so on. In order to complement the problems of the information provision system of the existing link unit based on the derived improvement criterion, we presented the detailed traffic information service provision method by using the traffic speed data of the second order. And we applied this to the two links of Daegu city. The method presented in this research can improve the quality of traffic information service. Not only it can be used for various fields such as optimal route search, traffic safety service and so on.
