The development of prolong and severe drought can directly impact on the environment, agriculture, economics and society of country. A lot of efforts have been made across worldwide in the planning, monitoring and mitigation of drought. Currently, different drought indices such as the Palmer Drought Severity Index (PDSI), Standardized Precipitation Index (SPI), Standardized Precipitation Evapotranspiration Index (SPEI) are developed and most commonly used to monitor drought characteristics quantitatively. However, it will be very meaningful and essential to develop a more effective technique for assessment and monitoring of onset and end of drought. Therefore, in this study, the hidden Markov Bayesian classifier (MBC) was employed for the assessment of onset and end of meteorological drought classes. The results showed that the probabilities of different classes based on the MBC were quite suitable and can be employed to estimate onset and end of each class for meteorological droughts. The classification results of MBC were compared with SPI and with past studies which proved that the MBC was able to account accuracy in determining the accurate drought classes. For more performance evaluation of classification results confusion matrix was used to find accuracy and precision in predicting the classes and their results are also appropriate. The overall results indicate that the MBC was effective in predicating the onset and end of drought events and can utilized for monitoring and management of short-term drought risk.
In this paper, Korea Institute of Energy Research, building integrated renewable energy monitoring system that utilizes solar power generation forecast data forecast model is proposed. Communication Ocean Meteorological Satellite (COMS) for the hybrid mission of meteorological observation, ocean monitoring, and telecommunication service is planned to be launched onto Geostationary Earth Orbit in 2008. The meteorological payload of COMS is an imager which will monitor meteorological phenomenon around the Korean peninsular intensively and of Asian-side full Earth disk periodically. The meteorological imager (MI) of COMS has 5 spectral channels, I visible channel with the resolution of I km at nadir and 4 infrared channels with the resolution of 4 km at nadir. The characteristics of the COMS MI are introduced in the view points of user requirements, hardware characteristics, and operation features.

Red tide(harmful algae) in the Korean Coastal Waters has a given a great damage to the fishery every year. However, the aim of our study understands the influence of meteorological factors (air and water tempaerature, precipitation, sunshine, solar radiation, winds) relating to the mechanism of red tide occurrence and monitors red tide by satellite remote sensing, and analyzes the potential area for red tide occurrence by GIS. The meteorological factors have directly influenced on red tide formation. Thus, We want to predict and apply to red tide formation from statistical analyses on the relationships between red tide formation and meteorological factors. In future, it should be realized the near real time monitoring for red tide by the development of remote sensing technique and the construction of integrated model by the red tide information management system (the data base of red tide - meteorological informations).
Communication Ocean Meteorological Satellite (COMS) has the hybrid mission of meteorological observation, ocean monitoring, and telecommunication service. The COMS is located at $128.2^{\circ}$ East longitude on the geostationary orbit and currently under normal operation service since April 2011. For the sake of the executions of the meteorological and the ocean mission as well as the satellite control and management, the satellite mission planning is daily performed. The satellite mission plans are sent to the satellite by the real-time operation and the satellite executes the missions as per the mission plans. In this paper the mission planning for COMS normal operation is discussed in terms of the ground station configuration and the characteristics of daily, weekly, monthly, and seasonal mission planning activities. The successful mission planning is also confirmed with the first one-year normal operation results.
Unmanned aerial vehicles (UAVs) became popular platforms for the collection of remotely sensed data in the last years. This study deals with the monitoring of multi-temporal onion growth with very high resolution by means of low-cost equipment. The concept of the monitoring was estimation of multi-temporal onion growth using normalized difference vegetation index (NDVI) and meteorological factors. For this study, UAV imagery was taken on the Changnyeong, Hapcheon and Muan regions eight times from early February to late June during the onion growing season. In precision agriculture frequent remote sensing on such scales during the vegetation period provided important spatial information on the crop status. Meanwhile, four plant growth parameters, plant height (P.H.), leaf number (L.N.), plant diameter (P.D.) and fresh weight (F.W.) were measured for about three hundred plants (twenty plants per plot) for each field campaign. Three meteorological factors included average temperature, rainfall and irradiation over an entire onion growth period. The multiple linear regression models were suggested by using stepwise regression in the extraction of independent variables. As a result, $NDVI_{UAV}$ and rainfall in the model explain 88% and 68% of the P.H. and F.W. with a root mean square error (RMSE) of 7.29 cm and 59.47 g, respectively. And $NDVI_{UAV}$ in the model explain 43% of the L.N. with a RMSE of 0.96. These lead to the result that the characteristics of variations in onion growth according to $NDVI_{UAV}$ and other meteorological factors were well reflected in the model.
Communication, Ocean, and Meteorological Satellite (COMS) to be launched in year 2008 will be the first Korean multi-purpose geostationary satellite aiming at three major missions, i.e.: communication, ocean, and meteorological applications. The development of systems for the meteorological mission sponsored by the Korea Meteorological Administration (KMA) consists of payloads, ground system, and data processing system. The program called COMS Meteorological Data Processing System (CMDPS) has been initiated for the development of data processing system. The primary objective ofCMDPS is to derive the level-2 environmental products from geo-Iocated and calibrated level 1.5 COMS data. Preliminary design for the level-2 data processing system consists of 16 baseline products and will be refined by end of 3rd project year. Also considered for the development are the necessary initial information such as land use and digital elevation map, algorithms for the vicarious calibration and procedures for the calibration monitoring, and radiative transfer model. Here, we briefly introduce the overall development strategy, flow chart for the intended baseline products, a few preliminary algorithm results and future plans.

Communication Ocean Meteorological Satellite (COMS) for the hybrid mission of meteorological observation, ocean monitoring, and telecommunication service was launched onto Geostationary Earth Orbit on June 27, 2010 and it is currently under normal operation service after the In-Orbit Test (IOT) phase. The COMS is located on $128.2^{\circ}$ East of the geostationary orbit. In order to perform the three missions, the COMS has 3 separate payloads, the meteorological imager (MI), the Geostationary Ocean Color Imager (GOCI), and the Ka-band antenna. Each payload is dedicated to one of the three missions, respectively. The MI and GOCI perform the Earth observation mission of meteorological observation and ocean monitoring, respectively. During the IOT phase the functionalities and the performances of the COMS satellite and ground station have been checked through the Earth observation mission operation for the observation of the meteorological phenomenon over several areas of the Earth and the monitoring of marine environments around the Korean peninsula. The operation characteristics of meteorological mission and ocean mission are described and the mission planning for the COMS is discussed. The mission operation results during the COMS IOT are analyzed through statistical approach for the study of both the mission operation capability of COMS verified during the IOT and the satellite image reception capacity achieved during the IOT.

Many applications in the areas of agricultural, hydrological and environmental resource management require data over very large areas and with a high imaging frequency - monitoring crop growth, water stress, seasonal wetland flooding and natural vegetation development. This precludes the use of fine resolution data (Landsat, Spot) on the grounds of cost, accessibility and low imaging frequency. Meteorological satellites have the potential to fill this need, given their very wide spatial coverage, and high repeat imaging. The Remote Sensing Unit (RSU) at the Zambia Meteorological Department routinely receives, processes and archives imagery from both Meteosat and NOAA AVHRR satellites. Here I wish to present some examples of applications of these data sets that arise from the RSU work - relationships between rainfall and vegetation development as assessed by satellite, derived information and seasonal patterns of flooding in the Barotse floodplain and the Kafue flats. I also wish to outline ways in which a more widespread use of this data by the Zambian institutions canbe achieved.
