Assessing the Health Benefits of the Seoul Air Quality Management Plan Using BenMAP

  • Health benefits from implementing air quality control measures were assessed using the Environmental Benefits Mapping and Analysis Program (BenMAP). BenMAP developed by US EPA is a GIS-based software tool that estimates the health impacts and associated economic values connected with changes in ambient air pollution. Once a set of BenMAP-required data was collected, the health benefits from implementing Seoul Air Quality Management Plan (SAQMP), an official AQ improvement plan for Seoul Metropolitan Area, was assessed using BenMAP. The PM10 concentrations assuming the SAQMP implemented successfully were predicted with the MM5 (Mesoscale Meteorological model version 5)/CMAQ (Community Multiscale Air Quality) model. A PM 10 exposure related premature mortality function was adopted trom a well-known epidemiology study. Economic valuation functions driven from benefit transfer methods were utilized. Through the SAQMP, PM10 concentrations were estimated to be lowered by $15{\mu}g/m^3\;to\;75{\mu}g/m^3$ depending on air quality modeling grids. 5,569 premature deaths (95% CI $3,264{\sim}7,809$ deaths) could be avoided in the Seoul Metropolitan Area. The economic value of the deaths avoided was estimated to $13.2 billion $(95%\;CI\;$890\;million{\sim}$28.2\;billion)$ using the benefit transfer value. BenMAP could be a useful tool for developing effective air quality improvement policy, enabling the policy makers to anticipate the effects of regulatory changes on people's health and the economy.

한반도 풍력자원 평가를 위한 초기 공간해상도와 위성자료 동화의 관계 분석 (Analysis of the Relation between Spatial Resolution of Initial Data and Satellite Data Assimilation for the Evaluation of Wind Resources in the Korean Peninsula)

  • Several numerical experiments were carried out to clarify the influence of satellite data assimilation with various spatial resolution on mesoscale meteorological wind and temperature field. Satellite data used in this study is QuikSCAT launched on ADEOS II. QuikSCAT data is reasonable and faithful sea wind data, which have been verified through many observational studies. And numerical model in the study is MM5 developed by NCAR. Difference of wind pattern with and without satellite data assimilation appeared clearly, especially wind speed dramatically reduced on East Sea, when satellite data assimilation worked. And sea breeze is stronger in numerical experiments with RDAPS and satellite data assimilation than that with CDAS and data assimilation. This caused the lower estimated surface temperature in CDAS used cases. Therefore the influence of satellite data assimilation acts differently according to initial data quality. And it is necessary to make attention careful to handle the initial data for numerical simulations.

Numerical Simulation of the Effects of Moisture on the Reinforcement of a Tropopause Fold

  • The tropopause fold event that took place on January 1, 1997 over mid-region on the Korean Peninsula is examined by means of a numerical simulation based on a Mesoscale Model (MM5). The purpose of this paper is to investigate the effects of moisture in reinforcing a tropopause fold linked to an explosive cyclone. Two types of simulations were carried out; 1) simulations for moist conditions in which full physical and dynamic processes are considered and 2) simulations for dry conditions in which cumulus parameterization and cloud microphysics process are excluded. The results of the moist condition simulations demonstrate that the intensity of the central pressure of the cyclone was overestimated compared with the observed values and that the location of the center and the pressure deepening rates (-17 hPa/12 hr) complied with the observed values. The potential vorticity (PV) anomaly on the isentropic surface at 305 K continued to move in a southeast direction on January 1, 1997 and thus created a single tube of tropopause fold covering the northern and the middle area of the Korean Peninsula and reaching the ground surface at 0300 UTC and 0600 UTC. The results of the dry condition simulations show that the tropopause descended to 500 and 670 hPa in 0300 and 0600 UTC, respectively at the same location for the moist condition simulation; however, there was no deep tropopause fold observed. A comparison of the simulated data between the moist and the dry conditions suggests that a deep tropopause fold should happen when there is sufficient moist in the atmosphere and significantly large PV in the lower atmosphere pulls down the upper atmosphere rather than when the tropopause descends itself due to dynamic causes. Thus, it is estimated that moisture in the atmosphere should have played a crucial role in a deep tropopause fold process.

Surface Ozone Episode Due to Stratosphere-Troposphere Exchange and Free Troposphere-Boundary Layer Exchange in Busan During Asian Dust Events

  • The current paper reports on the enhancement of O$_3$, CO, NO$_2$, and aerosols during the Asian dust event that occurred over Korea on 1 May 1999. To confirm the origin and net flux of the O$_3$, CO, NO$_2$, and aerosols, the meteorological parameters of the weather conditions were investigated using Mesoscale Meteorological Model 5(MM5) and the TOMS total ozone and aerosol index, the back trajectory was identified using the Hybrid Single-Particle Lagrangian Integrated Trajectory Model(HYSPLIT), and the ozone and ozone precursor concentrations were determined using the Urban Ashed Model(UAM). In the presence of sufficiently large concentrations of NO$\sub$x/, the oxidation of CO led to O$_3$ formation with OH, HO$_2$, NO, and NO$_2$ acting as catalysts. The sudden enhancement of O$_3$, CO, NO$_2$ and aerosols was also found to be associated with a deepening cut-off low connected with a surface cyclone and surface anticyclone located to the south of Korea during the Asian dust event. The wave pattern of the upper trough/cut-off low and total ozone level remained stationary when they came into contact with a surface cyclone during the Asian dust event. A typical example of a stratosphere-troposphere exchange(STE) of ozone was demonstrated by tropopause folding due to the jet stream. As such, the secondary maxima of ozone above 80 ppbv that occurred at night in Busan, Korea on 1 May 2001 were considered to result from vertical mixing and advection from a free troposphere-boundary layer exchange in connection with an STE in the upper troposphere. Whereas the sudden enhancement of ozone above 100 ppbv during the day was explained by the catalytic reaction of ozone precursors and transport of ozone from a slow-moving anticyclone area that included a high level of ozone and its precursors coming from China to the south of Korea. The aerosols identified in the free troposphere over Busan, Korea on 1 May 1999 originated from the Taklamakan and Gobi deserts across the Yellow River. In particular, the 1000m profile indicated that the source of the air parcels was from an anticyclone located to the south of Korea. The net flux due to the first invasion of ozone between 0000 LST and 0600 LST on 1 May 1999 agreed with the observed ground-based background concentration of ozone. From 0600 LST to 1200 LST, the net flux of the second invasion of ozone was twice as much as the day before. In this case, a change in the horizontal wind direction may have been responsible for the ozone increase.

계산유체역학모형 CFD_NIMR_SNU를 이용한 국지적으로 가열된 산악지역의 상세 바람 흐름 모사 - 화왕산 산불 사례 - (Simulation of Detailed Wind Flow over a Locally Heated Mountain Area Using a Computational Fluid Dynamics Model, CFD_NIMR_SNU - a fire case at Mt. Hwawang -)

  • 2009년 2월 9일 화왕산에서는 대보름 행사인 '억새 태우기'가 많은 사람들이 지켜보는 가운데 시작되었지만 예상하지 못한 강풍으로 산불로 확대되어 많은 인명피해가 발생하였다. 본 연구에서는 3차원 계산 유체역학 모형인 CFD_NIMR_SNU 모형을 이용하여 복잡한 산악지역에서 국지적 가열에 따른 바람장을 모사함으로써 이날 발생한 산악 화재의 특성을 분석하였다. 화재가 발생한 지역의 지표 온도는 가열이 없을 때, $300^{\circ}C$$600^{\circ}C$ 일 때의 3가지 가열 강도조건을 주어 모사하였다. 지표 가열은 화재 발생 지역 중앙에서 수직 바람장을 $0.7m\;s^{-1}(300^{\circ}C)$$1.1m\;s^{-1}(600^{\circ}C)$만큼 증가시켰다. 난류운동에너지는 화재의 열에너지 자체 및 열적 순환에 의해 증가된 운동에너지에 의해 증가하였다. 화재로 인한 열은 복잡한 지형과 강한 경계 바람 조건과 함께 화왕산의 예상하지 못한 난류와 강풍 조건을 유도하였다. CFD_NIMR_SNU 모형은 인명피해를 발생시킨 산불을 이해하는데 도움이 되는 귀중한 분석 자료를 제공하였다. 모사 결과에 따르면 화재 발생 지점은 풍상측의 높은 지형으로 인하여 화재 발생 직전까지는 바람이 거의 억제되었던 것으로 보인다. 이러한 바람의 억제는 화재 발생에 따른 뜨거운 공기의 상승과 강한 경계 바람 조건에 의해 쉽게 되돌려졌다. 즉, 강한 경계 바람과 화재로 인한 가열이 함께 작용하여 강한 난류가 만들어졌고, 여러 명의 사상자가 발생한 산악 화재로 확산되었던 것이다. CFD_NIMR_SNU 모형은 중규모 모형과의 결합을 통하여 좁은 영역의 화재로 인한 난류 예보를 생산하는 등 산불 예방을 위해 활용될 수 있을 것이다.

WRF와 ENVI-met 수치 모델을 이용한 산악지형의 바람장 변화 모사 (Simulations of Changes in Wind Field Over Mountainous Terrains Using WRF and ENVI-met Numerical Models)

  • 본 연구는 복잡한 산악지형에서 바람장 변화를 해석하고, 산불발생시 확산방향을 예측하여 산불방지 전략에 활용하기 위해서 수행되었다. 연구 대상지는 2000년 4월 7일 산불이 발생하여 10일간 진행되었던 삼척지역을 대상으로 하였다. 삼척 산불피해지는 복잡한 산악구조를 가지고 있는데 먼저 중규모 기상 모델인 WRF를 사용하여 대상지에 설치한 AWS(4 지점)의 관측결과와 비교하였다. WRF 모의 결과, 4개 지점의 풍속은 AWS 관측지점의 풍속에 비해 5~8m/s(200% 과대평가) 강하였으며, 관측된 풍향은 지점마다 다양하게 나타난 것에 비해 모의된 풍향은 모든 지점에서 서풍계열로 나타났다. 결과적으로 WRF와 같은 중규모 기상모델은 복잡한 산악지형에서의 바람장 변화를 잘 모의하지 못하였다. 이러한 문제점을 해결하기 위해 미기상 대기유동장 수치모형인 ENVI-met 프로그램을 이용하여 지표면 높이에서 삼척 LTER 지역의 국지규모 바람장을 모의하였다. 지형효과에 의한 모델의 민감도를 위해 다양한 초기 조건(기류, 온 습도, 대기난류, 토양 및 식생 모형)들을 고려하여 분석하였다. ENVI-met 모의결과, 풍속은 실측과 비교할 때 약 70%의 정확도를 보였으며, 풍향은 계곡부와 능선부에서 지형효과로 인한 변화를 잘 반영하였다. 향후 ENVI-met은 산불확산예측 및 산불방지전략 수립을 위해 미기상 대기유동장 수치모형을 이용하여 산악지역의 미기상 해석에 관한 연구가 필요할 것으로 판단된다.

두 개의 산악 위에서의 연속적으로 성층화된 흐름의 흐름 체계 (Flow Regimes of Continuously Stratified Flow over a Double Mountain)

  • The flow regimes of continuously stratified flow over a double mountain and the effects of a double mountain on wave breaking, upstream blocking, and severe downslope windstorms are investigated using a mesoscale numerical model (ARPS). According to the occurrence or non-occurrence of wave breaking and upstream blocking, three different flow regimes are identified over a double mountain. Higher critical Froude numbers are required for wave breaking and upstream blocking initiation for a double mountain than for an isolated mountain. This means that the nonlinearity and blocking effect for a double mountain is larger than that for an isolated mountain. As the separation distance between two mountains decreases, the degree of flow nonlinearity increases, while the blocking effect decreases. A rapid increase of the surface horizontal velocity downwind of each mountain near the critical mountain height for wave breaking initiation indicates that severe downslope windstorms are enhanced by wave breaking. For the flow with wave breaking, the numerically calculated surface drag is much larger than theoretically calculated one because the region with the maximum negative perturbation pressure moves from the top to the downwind slope of each mountain as the internal jump propagating downwind occurs.

Mechanism Study of Tropical Cyclone Impact on East Asian Subtropical Upper-Level Jet: a Numerical Case Investigation

  • In the case study of this paper, sensitivity experiments are carried out using the mesoscale non-hydrostatic Weather Research and Forecasting (WRF) model to investigate the impact of tropical cyclone (TC) Soudelor (2003) on the East Asian subtropical upper-level jet (EASJ) before TC Soudelor transformed into an extratropical cyclone. The physical mechanism for changes in the EASJ intensity and position caused by TC Soudelor is explored. Results indicate that TC Soudelor would warm the air in the middle and upper troposphere over the Japan Sea and the adjacent areas through stimulating northward propagating teleconnection pattern as well as releasing large amounts of latent heat, which led to increase (decrease) the meridional air temperature gradient to the south (north) below the EASJ axis. As a result, the geopotential height abnormally increased in the upper troposphere, resulting in an anomalous anticyclonic circulation belt along the EASJ axis. Correspondingly, the westerly winds to the north (south) of the EASJ axis intensified (weakened) and the EASJ axis shifted northward by one degree. The case study also suggests that before the extratropical cyclone transition of TC Soudelor, the TC activities had exerted significant impacts on the EASJ through thermodynamic processes.

CFD-WRF 접합 모델을 이용한 도시 지역 화재 시나리오별 확산 특성 연구 (Study on Dispersion Characteristics for Fire Scenarios in an Urban Area Using a CFD-WRF Coupled Model)

  • The characteristics of flow and pollutant dispersion for fire scenarios in an urban area are numerically investigated. A computational fluid dynamics (CFD) model coupled to a mesoscale weather research and forecasting (WRF) model is used in this study. In order to more accurately represent the effect of topography and buildings, the geographic information system (GIS) data is used as an input data of the CFD model. Considering prevailing wind, firing time, and firing points, four fire scenarios are setup in April 2008 when fire events occurred most frequently in recent five years. It is shown that the building configuration mainly determines wind speed and direction in the urban area. The pollutant dispersion patterns are different for each fire scenario, because of the influence of the detailed flow. The pollutant concentration is high in the horse-shoe vortex and recirculation zones (caused by buildings) close to the fire point. It thus means that the potential damage areas are different for each fire scenario due to the different flow and dispersion patterns. These results suggest that the accurate understanding of the urban flow is important to assess the effect of the pollutant dispersion caused by fire in an urban area. The present study also demonstrates that CFD model can be useful for the assessment of urban environment.

겨울철 영동지역 눈 결정 습성과 성상 변화 에피소드 분석 (Episode Analysis of the Habit and Phase Changes of Snow Crystals in the Wintertime Yeongdong Region)

  • The Yeongdong region has suffered from severe snowstorms and the relevant damage such as traffic accidents on slippery roads, and the collapse of greenhouses and temporary buildings. While a lot of research on snowfall has been conducted, the detailed study of snow crystals' phase and habit through intensive observations and the relevant microphysical analysis is still lacking. Therefore, a snowflake camera, PARSIVEL, and intensive radiosonde soundings were utilized to investigate phase and habit changes in solid precipitation. Two remarkable episodes of phase and habit changes were selected such as 19 March 2022 and 15 February 2023. Both events occurred in the synoptic condition of the High in the north and the Low passing by the south, which was accompanied by rapid temperature cooling below 2.5 km. During the events of a short period between 3 to 6 hours, the temperature at 850 hPa decreased by about 4 to 6℃. This cooling led to a change in the main habit of snow particles from riming to aggregate, identified with both MASC and PARSIVEL. Meanwhile, the LDAPS model analyses do not successively represent the rapid cooling and short-term variations of solid precipitation, probably by virtue of overestimating low-level equivalent potential temperature during these periods. The underlying causes of these the low-level temperature variations within 6 hours, still remain unclear. It might be associated with mesoscale orographic phenomenon due to the mountains and East Sea effects, which certainly needs an intensive and comprehensive observation campaign.
