Dumping describes the practice of international price discrimination whereby a producer or exporter sells merchandise in an export market at less than fair value. The U.S. antidumping statutory framework is embodied in the Tariff Act of 1930. The Act states that "dumping" refers to the sale or likely sale of goods at less than fair value. 19 U.S.C. $\S$ 1677(34). The Commerce Department and the Commission are jointly responsible for administering the antidumping law. Commerce determines whether foreign merchandise is being sold in the United States at less than fair value, and the Commission determines whether a domestic industry producing a product like the imported merchandise has been materially injured or threatened with material injury by reason of imports of that product. Recently, in U.S. v. Eurodif, the Supreme Court held the question whether the Commerce can reasonably determin that foreign merchandise has been sold within the meaning of the antidumping law in U.S.. Should 19 U.S.C. Section 1673, which calls for "antidumping" duties on foreign goods, but not services, that sell at less than fair value in the U.S., apply to imported low enriched uranium? Yes. In a unanimous opinion written by Justice David H. Souter, the Supreme Court held that the Commerce Department's view of imported low enriched uranium, as the sale of goods rather than services, was permissible. It reasoned that, since 19 U.S.C. Section 1673 did not specify whether it applied to the production of low enriched uranium, it was left to the reasonable interpretation of the Commerce Department to determine. Accordingly, the Court found the Commerce Department interpreted the statute reasonably.
Korean medical journals were continuously published during the period of Japanese colonization of Korea. Various advertisements by herbal drugs manufacturers were in these journals, targeting Korean medical doctors or students who aspired to be Korean medical doctors. The advertisements varied from small ones to large-scale ads. At first these advertisements covered only dried herbs, but with time, they came to advertise various kinds of drugs. Advertisement of merchandise drugs brought many changes to the medical culture of Korea. Korean medical doctors who only prescribed dried herbs before began to prescribe merchandise drugs as well. When treating patients, they not only used Korean drugs but also actively prescribed merchandise drugs and western drugs, showing an advancement in treatment. As Korean medical doctors played the role of providers of merchandise drugs, herbal drugs manufacturers and Korean medical doctors seemed as sellers and consumers on the surface. However, they maintained a relationship where Korean medicine worked as the common denominator. Among merchandise drugs, Yoeng-so-hwan, Bi-jeon-go, and Myeol-dok-hwan were advertised often, and this shows that people at the time suffered mostly from digestive diseases, skin diseases, and sexually transmitted diseases. Herbal drugs manufacturers were business managers whose main objective was to make a good profit, but they consisted a part of Korean medical society. Like Korean medical doctors, they were anxious about the fall of Korean medicine. As a part of popularization of Korean medicine, they encouraged Korean medical doctors to treat patients using herbal drugs and merchandise drugs. This thought was reflected well in advertisements and Korean medical doctors made use of this thought well.

This study was performed to evaluate the toxicity of cadmium selenide for a period of 28 days in Sprague-Dawley rats. Each of 10 healthy male and females rats per group received daily oral administration for 28-day period at dosage levels 30, 300 and 1,000 mg/kg of body weight. Mortality and clinical signs were checked, and body weight, water intake and food consumption were also recorded weekly. There were no dose-related changes in food consumption or urine volume. All animals survived to the end of study with no clinical signs or differences in body weight gain observed when compared with the control group. At the end of study, all animals including control group, were subjected to necropsy. Blood samples were collected for hematology tests including coagulation time and biochemistry analysis. Blood coagulation time and relative organ weight were unaffected by all received doses. White Blood Cell (WBC) counts significantly increased in the 300 mg/kg administered male animal group when compared to the control. Monocyte (MO) value were also increased significantly in both 300 and 1,000 mg/kg male animal group. However, Mean Corpuscular Volume (MCV) were significantly decreased compared with the control in the 1,000 mg/kg dose groups for male and female animals. Mean Corpuscular Hemoglobin (MCH) decreased significantly for female in the 300 and 1,000 mg/kg group compared to the control. Blood biochemical values of Inorganic phosphorus (IP) were significantly increased in both the 300 and 1,000 mg/kg dose groups in male animals when compared to the control. Creatinine (CRE) levels indicated significant increase in kidney function for the female, 30 mg/kg dose group when compared with control. There was a significant decrease in thymus absolute organ weight in the female, 1,000 mg/kg dose group when compared with control. Histopathological findings revealed no evidence of injury related to cadmium selenide except for one case of focal hepatic inflammation in the high dose (1,000 mg/kg) group. One case of lung inflammation was also seen in the control group. Basis on these result, the No Observable Adverse Effect Level (NOAEL) of cadmium selenide was determined to be more than 1,000 mg/kg/day for male and female rats under conditions in this study.
