In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.
Background: Little is known about the news coverage of cancer risk factors in Korea. This study aimed to examine how the news media encompasses a wide array of content regarding cancer risk factors and related cancer sites, and investigate whether news coverage of cancer risk factors is congruent with the actual prevalence of the disease. Materials and Methods: A content analysis was conducted on 1,138 news stories covered during a 5-year period between 2008 and 2012. The news stories were selected from nationally representative media in Korea. Information was collected about cancer risk factors and cancer sites. Results: Of various cancer risk factors, occupational and environmental exposures appeared most frequently in the news. Breast cancer was mentioned the most in relation to cancer sites. Breast, cervical, prostate, and skin cancer were overrepresented in the media in comparison to incidence and mortality cases, whereas lung, thyroid, liver, and stomach cancer were underrepresented. Conclusions: To our knowledge, this research is the first investigation dealing with news coverage about cancer risk factors in Korea. The study findings show occupational and environmental exposures are emphasized more than personal lifestyle factors; further, more prevalent cancers in developed countries have greater media coverage, not reflecting the realities of the disease. The findings may help health journalists and other health storytellers to develop effective ways to communicate cancer risk factors.
In this paper, for continuous media access operations performed by Clustered Continuous Media Storage Server (CCMSS) system, we present the analytical model based on the open queueing network, which considers simultaneously two critical delay factors, the disk I/O and the internal network, in the CCMSS system. And we derive by using the analytical model the stochastic model for the total service delay time in the system. Next, we propose the integrated stochastic admission control model for the CCMSS system, which estimate the maximum number of admittable service requests at the allowable service failure rate by using the derived stochastic model and apply the derived number of requests in the admission control operation. For the performance evaluation of the proposed model, we evaluated the deadline miss rates by means of the previous stochastic model considering only the disk I/O and the propose stochastic model considering the disk I/O and the internal network, and compared the values with the results obtained from the simulation under the real cluster-based distributed media server environment. The evaluation showed that the proposed admission control policy reflects more precisely the delay factors in the CCMSS system.
In this study VOD usage patterns(VOD use and paid amount) of IPTV users were investigated reflecting the level of media use characteristics such as TV viewing time, star preference, and genre preference. Also the impact of media using characteristics and the evaluation of guide channel on the intention to use VOD was analyzed. The web survey was conducted against the respondents who have used VOD and guide channel. The results are as follows. Among the media usage characteristics, star preference has the impact on the VOD use, while genre preference has relation to the willingness to pay for VOD. Secondly, the intention to view the guide channel, entertainment of the channel, and the users' genre preference have significant impacts on the intention to use VOD. Therefore, it is necessary to raise the viewing rate of guide channel by providing the customized promotion strategy and diverse events based on the analysis of VOD usage.
Based on local viewers' awareness of locality and consideration of desired local broadcasting service, this study explored the direction of service policy and specific service strategy of local broadcasting. The research method is a secondary analysis using three regional audience surveys and in-depth interview data conducted by KBS. For local audience, the concept of localism is being narrowed down to the city/county/district where they live. In order to reinforce the identity of local broadcasting and improve local broadcasting services, first, the function and role should be expanded to the local mega platform. Second, regional programs such as in-depth coverage and discussion of local issues should be strengthened. Third, in order to communicate with local audience, viewer analysis ability and communication education of local broadcasting members are required. Fourth, it is necessary to create an ecosystem in which local people participate as producers of local broadcasting.
This paper is a study on the implementation of MAM(Media Asset Management) to utilize UHD contents as high quality broadcast material. The implementation method of this paper is to separate MAM roles with content management functions and transmission workflow functions from workflow, metadata and system interface related work, which are divided into core MAM and MAM-Ex structure. Through the method proposed in this paper, we improved the content management method by applying the page menu method to the material metadata modification and applying the template method to the material structure API. In addition, the storage of UHD material and the configuration of the component server are pooled without any distinction of channels, thereby enhancing the security of UHD transmission assets by minimizing the movement of contents together with broadcasting material protection.
In this study I selected the keyword analysis method to infer what's the components of production system. Magazine , were chosen, because they are most close media to production reality. After content analysis of , key words of main reports were programming production, institution policy, industry, technology. As for , institution policy, organization, programming production, collective action were frequently found. Even though there are some differences between two media, institution policy, industry, technology, organization keywords are very salient components regarding programming production.
Media manipulation of breaking news through article selection, ranking and tweaking of social media data and comment streams is a growing concern for society. We argue that the combination of human and machine curation on media portals marks a new period for news media and journalism. Although intermediary platforms routinely claim that they are merely the neutral technological platform which facilitates news and information flows, rejecting any criticisms that they are operating as de facto media organisations; instead, we argue for an alternative, more active interpretation of their roles. In this article we provide a contemporary account of the South Korean ('Korean') online news media ecology as an exemplar of how contemporary media technologies, and in particular portals and algorithmic recommender systems, perform a powerful role in shaping the kind of news and information that citizens access. By highlighting the key stakeholders and their positions within the production, publication and distribution of news media, we argue that the overall impact of the major portal platforms of Naver and Kakao is far more consequential than simply providing an entertaining media diet for consumers. These portals are central in designing how and which news is sourced, produced and then accessed by Korean citizens. From a regulatory perspective the provision of news on the portals can be a somewhat ambiguous and moving target, subject to soft and harder regulatory measures. While we investigate a specific case study of the South Korean experience, we also trace out connections with the larger global media ecology. We have relied on policy documents, stakeholder interviews and portal user 'walk throughs' to understand the changing role of news and its surfacing on a distinctive breed of media platforms.

This study analyzed the digital divide of Korean senior citizens through the preference for smart media. Targeting two media out of mobile internet and mobile social media, the media dependency ratio and the trend of people in their 20s-60s were verified. Regarding the dependency ratio of young people(20s) and senior citizens(60s), in case of mobile internet, people in their 60s were average 8.6% while people in their 20s were average 38.9%, so that the ratio of senior citizens was lower by 30.3%. In case of social media, people in their 60s were average 1%, which was 7.1% lower than people in their 20s(8.1%). And this divide was the digital divide shown in the informatization process through the trend of internet use of senior citizens in their 60s or up. Thus, as the policy measures for solving the digital divide of senior citizens, it would be required to continuously develop the digital cultural programs for senior citizens, to expansively perform the government subsidiary policies like additionally providing the essential information to senior citizens, and also to expand the smart-based infrastructure for senior citizens' participation in economic activities.
