At this time, it is very urgent and important that the new high value-added industries with convergence and embedded software technologies are promoted to make the driving force for new growth. Moreover, software is used as an essential part or material of nearly all products. However, the economic and social treatment over the software workforce, which is the core of software development, is very weak. In addition, the discussion or study on the treatment improvement and value awareness of software practitioners is almost non-existent. Therefore, this study suggests some measures for software workforce's improved treatment to meet their increasing role. We examine the present state of software workforce, discuss their status and role, and suggest some measures for the improvement of their working conditions and social treatment.

This study identified the problems of the current technical education for beginner technical personnel engaged in CM companies, and suggested improvement plans for the problems. The item 'difficulty in improving practical practical skills' appeared the highest, and responses to the items 'insufficient educational programs to improve individual competency' and 'education contents do not keep pace with technological development or the trend of the times' As for improvement measures, 'expanding educational programs to strengthen practical skills' was the highest, followed by responses to 'expansion and systematization of online education' and 'diversification and segmentation of educational contents of each educational institution' appeared high.

In this study has been suggested on the basis of the Court of Audit's report on trade insurance issues presented and the Export Credit Guarantee Insurance Improvement. First, the improvement insurance underwriting standards and come up with measures to improve the soundness of the insurance fund trading. In order to do this, (1) warranty for a lower credit companies strengthen underwriting standards, (2) raise short-term solvency and the accuracy of financial statements Review criteria Borrowings calculated based, (3) trustee companies Warranty Terms for improvement, (4) for closure of businesses quickly take measures of bond conservation measures. Second, through improved risk management measures to strengthen risk management for export credit guarantees are to be provided.

The purpose of this study is to derive the actually applicable directions and measures for conservation and restoration according to biotope types. Recently biotope project-installing eco-river, restoring damaged area, protecting habitate for flora and fauna- is processed according to being interested in making and restoring the biotope. But it is lack of study to estimate and systematize which biotope preserve and restore primary. For this purpose, the direction and measures of conservation and restoration be applicable to actuality are drafted by a review on the preceded case studies until now at the inside and outside of the country. And then this study proposed the concept, direction and measures for the effective systematic biotope management through continual feed back such as field applications in selected case study areas and consultations. First, the applicable directions and measures for conservation and restoration according to biotope types is suggested with the 'conservation' divided into two parts; protection and maintenance, the 'restoration', and the 'enhancement' divided into two parts; improvement and creation. Second, for the effective biotope management, the biotope types are classified into urban type, agricultural types and natural types according to the naturalness and dominant landscape. However, this study suggests that the direction and measures suitable to the regional conditions should be reviewed enough and selected and also the detail measures should be supplemented with the foundation of directions and measures for biotope conservation and management proposed in this study because the biotope management should consider regional characteristics.

The Ministry of Environment established a plan for advancement of livestock manure management in July 2011 and finalized the "Comprehensive Measures for Advancement of Livestock Manure Management" in May 2012 complementing and strengthening the plan. In this process, it was necessary to investigate the status of discharge of livestock manure and its environmental impact, for example on rivers, groundwater, arable outflow water and soil. We investigated types of livestock husbandry, discharge of livestock manure, and production and use of organic fertilizers and presented the improvement measures of livestock manure management and organic fertilizer use. First, it is necessary to come up with measures to calculate appropriate density and numbers of livestock animals and prevent overcrowded breeding. Second, as many of the private livestock manure treatment facilities are out-dated and their long-term aerated reaction tanks are not regularly managed, it is necessary to find ways to improve those facilities through inspection and diagnosis. In addition, since existing public treatment facilities are designed to add clean water to belt filter press, additional water is needed. Therefore, it is necessary to improve belt filter press in order to decrease the extra water. Finally, although large-scale organic fertilizer plants and resources recycling centers produce good organic (liquid) fertilizers with proper components, it is necessary to establish standards for maturity of liquid fertilizers in order to facilitate efforts to turn livestock manure into resources.

In this paper we investigate scaling limits for associated random measures satisfying some moment conditions. No stationarity is required. Our results imply an improvement of a central limit theorem of Cox and Grimmett to associated random measure and an extension to the nonstationary case of scaling limits of Burton and Waymire. Also we prove an invariance principle for associated random measures which is an extension of the Birkel's invariance principle for associated process.

It has been studied to reflect the number of co-rated items for solving data sparsity problem in collaborative filtering systems. A well-known method of Jaccard index allowed performance improvement, when combined with previous similarity measures. However, the degree of performance improvement when combined with existing similarity measures in various data environments are seldom analyzed, which is the objective of this study. Jaccard index as a sole similarity measure yielded much higher prediction quality than traditional measures and very high recommendation quality in a sparse dataset. In general, previous similarity measures combined with Jaccard index improved performance regardless of dataset characteristics. Especially, cosine similarity achieved the highest improvement in sparse datasets, while similarity of Mean Squared Difference degraded prediction quality in denser sets. Therefore, one needs to consider characteristics of data environment and similarity measures before combining Jaccard index for similarity use.

Korea enacted the Protection of Public Interest Reporters Act in March 2011 to protect whistleblowers from acts of infringement of public interest in the private sector. Most acts of infringement of the public interest are carried out secretly within the organization, which is known to the outside world by reports from members of the organization who are well aware of the problems within the organization. However, whistleblowers are at a disadvantage due to reporting and are reluctant to report. In addition, measures are needed to strengthen institutional mechanisms such as confidentiality, protection of personal information, responsibility, and prohibition of disadvantageous measures to effectively protect reporters due to lack of practical protective measures. Therefore, practical protection measures for whistleblowers are needed in line with the purpose of protecting whistleblowers, and measures to expand the corresponding compensation system will also be needed. Therefore, in this study, we would like to review the main contents of the current system for protecting whistleblowers in Korea and suggest reasonable improvement measures for protecting whistleblowers.

This study aims to extract improvement measures in rural new town planning by selecting two similar new towns; Jang-seong rural new town and Hwa-soon rural new town in terms of size of town and population. To carry out this study, field survey is implemented and research articles and papers are examined. Based on this study, four major issues are drawned as follows ; Firstly, the location of rural new town is the most important criteria for the new town project to be successful and sustainable village. Site of Jang-seong rural new town which is chosen arbitrarily by local county is located unsuitable area. Secondly, compulsory facilities are dismissed in land use planning because of guidelines of the rural new town are not applied. Thirdly, the size of community centers are too big for 200 households to manage, and it can be a financial burden to inhabitants. Fourthly, rural new town project is building urban districts in rural area rather than constructing rural village, so the method of rural new town planning should be reconsidered. The central government has to supervise the rural new town project throughly by put it in more systematic approach.

Korean government announced long-term railway safety investment plan for the safety improvement by 2020. But no research have been done about differential analysis on railroad safety investment and safety improvement. In this study, recent 10 year data on safety investments and accident data are analysed for the differential analysis. Three main safety investments are analysed on regard to accident rate and accident fatalities. Three safety measures include level crossing accident, platform fatalities, and track trespass fatalities. About 90% of railway accident fatalities are caused by these three kind of accidents. Differential analysis shows about 4 to 6 years delay after railroad safety investment and safety improvement. This result can be utilized for the decision making on safety measures and safety target. Which required long term approach.
