자동차 번호판 이진화 방법에 대한 성능 비교 (Comparative Performance Evaluation of Binarization Methods for Vehicle License Plate)

  • 자동차 번호 인식에 대한 연구가 활발히 이루어져 왔으나, 번호판 이진화 방법들에 대한 비교 연구는 거의 이루어지지 않았다. 이로 인하여 관련 연구자들마다 효과적인 이진화 방법을 찾기 위하여 유사한 시행착오를 겪어 왔다. 본 연구에서는 이러한 시행착오를 줄일 수 있도록 기존의 번호판 이진화 방법들을 구현하여 성능을 양적으로 비교 제시하였다. 이진화 성능 측정은 저수준 척도와 고수준 척도를 모두 사용함으로써 이진화 자체에 대한 평가뿐만 아니라 후속 단계에서의 유용성을 함께 고려하였다. 그리고 이진화 방법들의 특성을 파악하기 위하여 조도의 특성에 따라 번호판 영상을 세 그룹으로 분류하여 이진화 성능을 측정하였다. 실험 결과 조도의 강도보다는 조도의 균일성 여부가 이진화 성능에 더 큰 영향을 미치는 것으로 나타났다. 조도가 균열한 영상은 Otsu의 방법이 가장 효과적이었으며, 조도가 불균일한 영상은 파라미터를 보정한 Niblack 방법이 가장 좋은 결과를 나타냈다.

선택적 운동 조절 척도와 기능적 수행도 평가 간의 상관: 경직형 뇌성마비 아동을 대상으로 (Correlation Between Selective Motor Control Test and Functional Performance Evaluation in Children With Spastic Cerebral Palsy)

  • 이 연구는 경직형 뇌성마비 아동의 운동 손상를 측정하는 도구로서 선택적 운동조절능력 척도에 대한 기초 자료를 제공하고 선택적 운동조절능력과 대동작 기능 분류 체계, 대동작 기능 평가 결과, 그리고 일상 생활동작 평가 결과 사이의 상관성을 알아보는데 그 목적이 있다. 이를 위해 68명의 경직형 뇌성마비 아동을 대상으로 선택적 운동조절능력, 대동작 기능 분류 체계 평가, 대동작 기능 평가, 그리고 일상생활동작 평가를 실시하고 상관을 알아보았다. 그 결과 선택적 운동 조절 척도 등급은 대동작 기능 분류 체계 평가(r = -.485)와 대동작 기능 평가(r = .482)와 유의한 상관을 보였다(p<.05). 하지만 일상생활동작과는 유의한 상관을 보이지 않았다(p>.05). 이는 이 척도가 경직형 뇌성마비 아동의 운동 손상 중 선택적 운동조절능력을 평가하는 평가도구로써 유용하게 사용될 수 있음을 시사한다.

아동의 운동기능 평가 및 중재방법에 관한 문헌 고찰 (A Literature Review on the Evaluation of and Interventions for Children's Motor Function)

  • 목적 : 본 연구는 아동을 대상으로 하는 운동기능 평가 및 중재방법에 대한 국외 문헌들을 중심으로 분석하고자 하였다. 연구방법 : 본 연구는 2010년 1월부터 2020년 3월까지의 국외 학술지에 게재된 문헌을 PubMed, Cochrane library(Embase)를 통하여 검색하였으며, 주요 검색용어는 motor function test, motor function measure, movement assessment, motor proficiency test, motor scale, motor skill, children을 사용하여 검색하였다. 결과 : 총 37편의 연구 중 14편의 평가, 23편의 중재로 분석되었으며, 중재에 관한 연구 디자인은 모두 RCT design이었다. 운동기능 중재보다 평가 연구가 증가하는 추세를 보였다. 연구분야는 재활분야에서 가장 빈번하였으며, 평가에 관한 연구는 AIMS와 MABC-II, 중재에서는 GMFM이 가장 많이 사용되었다. 중재 종류는 Task-oriented training(6편)이 가장 많이 사용되었다. 결론 : 본 연구는 국외에서 실시된 아동의 운동기능 중재와 평가에 관련된 연구를 분석함으로써 국내 치료사들이 임상에서 효과적인 운동기능 평가와 중재를 선택할 수 있도록 근거를 제공하고자 하였다.

한국어판 Balance Evaluation Systems Test의 번역 적합성 연구 (A Study of Translation Conformity on Korean Version of a Balance Evaluation Systems Test)

  • Background: The process of language translation, adaptation, and cross-cultural validation of tools for use in multiple countries requires the adoption of well-established, comprehensive, and rigorous methodological approaches. Back translation, which is the most recommended method, permits the detection of errors in the translation and the identification of words or phrases that cannot be accurately or literally translated. Objects: The aim of this study was to verify the content validity of a Korean version of a Balance Evaluation Systems test (BESTest) by using a back-translation method. Methods: This research was conducted in six steps: 1) translation of the BESTest into Korean, 2) evaluation of the translation conformity of Korean-translated BESTest, 3) evaluation of the degree of translation comprehension, 4) back translation of Korean BESTest, 5) evaluation of the technical and conceptual equivalence, and 6) completion of the Korean version of BESTest by the translation verification committee. Results: In this study, Korean version of the BESTest achieved a rating of more than 3 (moderate) for translation comprehension, and technical equivalence and conceptual equivalence of back translation were evaluated as 3 (moderate) or more. Conclusion: The Korean version of the BESTest has proven content validity and is an appropriate tool to measure balance function.

공공정보화사업 제안요청서 품질분석 : 시스템 운영 개념을 중심으로 (Quality Analysis of the Request for Proposals of Public Information Systems Project : System Operational Concept)

  • The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.

항공기 기체 조립 작업자 숙련도 평가 연구 (Study on the Evaluation of Skill Level for Aircraft Body Assembly Workers)

  • This research aims to develop a model to objectively and quantitatively measure the skill level of aircraft body assembly workers. Because aircraft body assembly is predominantly a manual process, skills management is a key factor of manufacturing competitiveness. Currently, skills management relies on the subjective judgment of supervisors, which lacks objectivity and reliability. As a remedy, this study proposed a systematic skill management model based on objective and quantitative evaluation criteria. By considering prior research, we developed an evaluation model that takes into account both expertise and versatility of a worker. The model selected five major tasks required for aircraft body assembly and established evaluation criteria considering the difficulty and maturity of each task. We then conducted a pilot evaluation with over 200 workers in four SMEs to validate the practicality and effectiveness of the model. Consequently, we identified and addressed the limitations of the existing evaluation method, subdivided the skill levels based on the performance capabilities of each task, and proposed a career growth path. The developed evaluation model offers critical data for executives and managers to determine work assignments, education, training, performance incentives, and wages. It is expected to enhance the attraction of new talent and systematize skills management in aviation manufacturing in the future.

국방물자정보시스템 성능개선 사업평가에 대한 사례 (A Case on the Evaluation of the Information System Project to Enhance the Performance of DIMS(Defense Material Information System))

  • There are many evaluation models to measure the informatization level of an organization and information system project in the ministry of National Defense of Korea. A information system has to keep up with the environment change as well as the advanced recent information technology (IT). Therefore, the evaluation of an information system project to enhance the performance of the information system should be different from the existing evaluation methods. This study suggests an evaluation case of information system projects to enhance the performance of an information system. In order to achieve the objective of this study, the following steps are taken. First, it reviews the background and the scope of the project to enhance the performance of the Defense Material Information System (DMIS). And it sets up the evaluation logic and develops performance indexes. Then it applies these newly developed performance indexes to the information system project and measures the performance. From this study, we found that both the diffusion and the experience accumulation by its continuous use are significant factors in such evaluations.

Research on Development of Housing Welfare Program Satisfaction Evaluation Tool -Focusing on housing welfare programs for residents of long-term public rental housing in Seoul-

  • Purpose: The purpose of this study is to develop a satisfaction evaluation survey tool that reflects the characteristics of the program for housing welfare supported in long-term public rental housing in Seoul. Research design, data and methodology: The main research methods of the study were review of previous studies, literature review, and expert consultation. Results: First, the characteristics of each housing welfare program being promoted by Seoul City were summarized, and the characteristics were reflected in the evaluation survey tool. Second, the SERVOUAL model, a service quality model, was used to measure satisfaction with the housing welfare program and modified to suit the characteristics of the program. Third, an evaluation survey tool was constructed by dividing the evaluation tool into common questions and individual questions, and for the operation and sustainability of the housing welfare program, rather than just evaluating satisfaction, program loyalty was used as a survey item. Fourth, through expert advice, more than 10 evaluation questions for each housing welfare program were revised. Conclusions: The results of future research are expected to be used to prepare practical operation plans through annual monitoring of housing welfare programs and comparative analysis between programs.

도서관 서비스 품질 평가 연구에 대한 비교·분석 (A Comparative Analysis of Studies on the Service Quality Evaluation of Libraries in Korea)

  • 본 연구에서는 도서관 서비스 품질 평가 관련 국내 외 최신 연구동향과 서비스 품질 평가 모형에 대하여 전반적으로 살펴보고, 국내의 선행 학술연구를 대상으로 비판적 비교 분석을 수행하였다. 본 연구에서 적용한 비교 분석의 관점은 디지털도서관 서비스 품질 평가 모형 연구(2002년~2007년)와 전반적인 도서관 서비스 품질 평가 연구(2009년~2014년)의 2단계로 구분하여 이루어졌다. 본 연구에서는 우리나라 도서관 서비스 품질 평가에 관한 학술연구의 비교 분석을 통하여 도서관 서비스 품질 평가에 관한 연구 동향을 파악하고 시사점을 도출하고자 하였다.

Improving R&D Project Selection and Evaluation Methods of the Steel Company

  • Corporations are pursuing maximum returns from their R&D investment. They are also interested in sound measures to quantify returns. In fact, they use various measures and criteria for measuring returns from the R&D investment. But the fundamental problem is that there is no generic and widely acceptable measures and criteria. To make things more complicated, measures are very powerful and influential to the people in the corporations. Herbert Simon already indicated that people do many things but people usually do their best for the only tasks which are measured. Many researchers, like Chester(1995), are interested in R&D productivity measures and risks because what the company measures really influence R&D people and output. This article present design concepts of the R&D project selection and evaluation system in POSCO(Pohang Iron & Steel Company). This is an output extract from the 6-month joint activities with POSRI(POSCO Research Institute) researchers and POSCO R&D personnel. Process changes, new organizations and new selection and evaluation criteria are developed to improve R&D performance and to enhance technology management of the POSCO. This article covers new selection and evaluation criteria only. We would like to share our experience about how we redesign the selection and evaluation of R&D projects. We also bring insights how we seamlessly integrate 4 different project selection and evaluation steps as a whole. We hope that this case will give you a clue to improve your R&D management.
