This study is critical research on the forming public opinion of SNS and participation behavior. Twitter is a typical SNS service, free school food and 10.26 re-and by-elections during the formation of public opinion on the impact have been investigated. Formation of public opinion about Twitter's analysis of the first research question, The case of free meals to support the Mayor Oh, rather than against Twitter were influential. 10.26 re-and by-elections Twitter in space, the Park' candidate than Na' candidate has formed a favorable opinion. Power twitterian and twitterian on the behavior of the second study involved analysis of the problem, For free meals, power twitterian were responsible for leading the public opinion. For 10.26 re-and by-elections, Power twitterian were more Park' candidates than Na' candidates. In addition, Park' candidates of twitterians were communicating more. Through traditional media in the process of forming public opinion was swayed by public opinion to the target people simply but SNS age people involved in the production and distribution of the issue and the issue has a leading role.
This paper aims to illustrate how the third generation bike sharing schemes (BSS) are operated in Korea and identify the possible factors that have made cities to adopt and maintain BSS successfully in Korea. For this, the paper selects the case of Nubija in Changwon as the representative and the most successful BSS case in Korea. It identifies three major factors that have made the city to adopt Nubija. First, Nubija was initiated as a part of the bigger project of 'Environmental Capital' aiming to develop the city as a world class green city attempted by the city government. Second, the mayor's willingness to learn and adopt European model cities of environmental capital and green transportation played a decisive role in developing Nubija. Third, the city government was able to implement BSS policy in a top-down manner so the policy process was relatively speedy and effective. Also Nubijia became a stable policy because the city has gained international reputation as a Korea's representative green city, and as a result, the city's BSS policy has passed the point of no return. In the future, channels should be made for active citizen participation in the decision making process of Nubija so that they can cooperate with the city government to develop Nubija further.
BIDANI is the action-research program. BIDANI aims to be truly a people's program embodying their own activities and aspiration. BIDANI sees an integrated development approach at the community level with participatory services embodied in a Barangay Integrated Development Plan(BIDP) designed by the people themselves. Community situational analysis is conducted by the people to identify the priority problems and potential resources in the barangay. Participatory planning, using the “bottom up” apporach, is exercised to formulate a BIDP. Proper motivation and advocacy encourage barangay people's participation. Accessibility and efficiency in the use of various services and resources of government and private agencies increase. Family groups who are at high-risk to malnutrition become aware of the importance of nutrition through their participation in development program activities. Integration of political and socio-economic concerns at the lowest level is operationalized. Implementation and sustainability of the program on a wider scale from a model project to a model program is facilitated through institutionalization at the municipal/city level with the mayor as the project director. “Top to bottom” planning through a City/Municipal Integrated Development Program(C/MIDP) interacts with “bottom up” planning at the barangay level. The establishment of a local Training School for Barangay Development(TSBD) in each municipality and city for continuing education of indigenous village workers and barangay people is a vital component for success and viability. The role of non-political entities such as academic institutions and non-government organizations, as catalytic agents of development, is stressed.

Purpose: Isolated capitellar fractures are rare, intra-articular fractures requiring an aggressive management regimen. Review the outcome after open reduction and internal fixation of the capitellar fractures. Materials and Methods: From 1998 to 2004, 4 patients with displaced fractures of the humeral capitellum were treated by open reduction and internal fixation of the capitellar fragments with cannulated screws. By use of the criteria of Bryan and Morrey et al, there were 3 type I fractures, 1 type III fracture. A lateral approach was used. The elbows were immobilized postoperatively for 4 to 28 days We evaluated the range of motion, stability, and pain using the criteria of Mayo score. Results: The follow-up period ranged from 12 to 36 months (mean, 15months). Three patients had a stable, pain-free elbow with good range of motion at follow-up. One patient with a neglected capitellar fracture have felxtion cpontracture of 40 degrees with 100 degrees of further felxion(total arc: 60) due to poor compliance to the postoperative rehabilitation. All fractures healed, and there was no evidence of avascular necrosis or degenerative change. Conclusion: Capitellar fractures, rare in case, gave a good result after open reduction and simple internal fixation with cannulated screws without any problem.

This study was performed investigate the opinion of civil servants in Health center about Rural Health Service Improvement Project The survey by mail was carried out for 447 servants of 25 health centers in Kyungsangbuk-do and the data were collected through self-administered questionnaires to servants about need, participation, concern, and comprehension for the project and satisfied with current facility and equipment of health center. The results were as follows. Generally considered, 48.2% of the improved health center servants was satisfied with health center building and 14.0% or 24.1% of the improving or unimproved center was. About the location of health center, 37.7% of the improved health center servants was satisfied, 25.9% of the unimproved center was. Of the improved health center servants, 43% was satisfied with the medical equipment but in unimproved place, the dissatisfaction was appeared higher than any other place. 49.7% of respondents was participated in making out the Rural Health Service Improvement Project. 50.6% was interested in this project. In the improved area. 65.5% of health center servants replied that the mayor's or county executive's concern about this project was high and 46.5% in councilors but in the unimproved area. their concern was low. About the contents of the project. 24,6% of the servants in the improved center, only 15.2% in unimproved center replied that they had known well. After making out the plan, 13.6% of respondents was unsatisfied with this plan and 17.1% replied that the estimating method of selecting the project area was not good. After the improvement of institution and equipment, 86.1% of health center servants answered that the medical service provided by health center would increase but 59.2% replied that the residents' utilization rate of private medical facility would decrease. The servants of the improved health center replied that the recognition about the developing will of health service(91.2%), the efficiency(91.2%), the quality of health and medical service(93.0%), the amount of health project(91.2%) were improved. In health center which had already improved the institution and equipment, 88.5% of servants replied that the residents' utilization for health center was increased. So, this project should be continuously carried out for health center and health center must develope new project to fit region condition.
This study is designed to explore the function of Twitter as a campaign platform during election campaign. For exploring the function of Twitter the form of tweet, the type of information on tweet and the way of opinion expression via Twitter were discussed by content analysis. This study finds, first, that, netizens express their opoinion of candidates without foundation and with emotional reactions. Second, they showed somewhat conflictive reactions according to their supporting candidates. This study conceptualized various kinds of public as 'blindly support public,' and 'blindly opposition public' in case of Park's supporters, 'rational support public,' and 'critical opposition public' in case of Na's supporters. Third, Park's supporters debated Na candidate's attitude of debate and her appearance blindly without foundation. Na's supporters argued Park's attitude of debate and his ignorance of Seoul Metropolitan government's policy blindly without foundation. Finally, this study discussed the relationship between the political discourse according to netizens' supporting via Twitter and the results of election. Park whose supporters attacked the opposing candidate by blaming her appearance and her attitude of debate won the election. Na didn't overcome her negative images. For her Twitter functioned as a media which is spreading negative factors about her. In conclusion, Twitter as a campaign platform during election times plays a key role in discussing candidates. However, netizens need to express their opinions with foundation and the candidates have to consider negative issue management. This study highlights the importance of peripheral factors which have a decisive effect on the results of election. The results of this study is useful for building political campaign strategy by candidates.

In recent years, natural healing space studies have been done in health care and forestry. However, previous studies have focused on healing effects of natural elements in interior space or natural landscape view. And there is a limit to using the evidence for healing space design. The aim of this study is to discover the relationship between types and effects of healing space for evidence-based design. This study compares and analyzes the mayor images, psychological restorativeness, and satisfaction to identify the effects and differences of natural trail, designed trail, natural shelter, and designed shelter by types of forest space. Collected data is analyzed with a factorial analysis, valiance analysis and multiple regression analysis in SPSS 18.0. The results of this study are as follows: 1) Among five factors consisting psychological restorativeness, natural trail can be achieved with 'being away' and 'compatibility' and designed shelter can be achieved with 'fascination' and 'coherence'., 2) Psychological restorativeness values higher in images with higher excitement, brightness, vitality, and beautifulness as well as in images with lower level of disorder., 3) Among five factors consisting psychological restorativeness, higher forest satisfaction can be achieved with a higher level of 'being away' and 'coherence'. In conclusion, this study contributes to providing fundamental information for design guidelines of healing spaces through identifying the characteristics of healing environment by types of forest space.
Using the analytical framework designed by Lester, this study analyzes self-governing capacity of ocean environmental management of Busan Metropolitan City pursuing establishment of ocean capital as one of the impending goals. Following Lester's methodology, this study analyzes the levels of two critical variables: will of chief executives and physical base. It was found that mayor of Busan Metrocity and high-level public managers concerned showed somewhat low levels of will, considering Busan is the top-ranked ocean city in South Korea. Comparison of number qf public servants and size of budget for ocean environmental management with seven other metropolitan cities in Korea also revealed that Busan Metropolitan City maintained a relatively low level of physical base. In conclusion, the level of self-governing capacity of ocean environmental management of Busan Metropolitan city is classified into the type of regressives or the type of delayers.
Considering the role of roads in cities and the purpose of the Road Name Address Act, it is natural that the road name of the address is registered as the nearest road section adjacent to the building. Therefore, the Enforcement Decree of the Road Name Address Act also stipulates that mayor assign building numbers based on the basic numbers of road sections adjacent to the main entrances of buildings. However, there were cases where addresses are given from distant roads rather than adjacent roads among the actual road name addresses. Most of them are caused by misinterpretation of the case where the entrance faces more than one road. In this study, institutional and systematic improvement plans were proposed with the aim of enabling accurate selection of address information reference objects by demonstrating the limitations of the current building numbering method and presenting institutional improvement plans. Road name addresses were implemented for the core purpose of improving the inconvenience of locating the lot number address. Although some still complained of the inconvenience of road name addresses, successful settlement was possible because of the intuitive principle that most countries around the world could use it and find buildings along the road. Therefore, the system and system improvement should be made quickly in terms of accurate address information quality management and revitalization of related industries.
Recently, following the opening of the Gyeongsangnam-do Archives and the Seoul Archives, work to establish local archives management institutions in cities and provinces is being actively carried out. In this process, there is an institution directly or indirectly affected by the records management work following the emergence of metropolitan·provincial office of education records management institutions. Article 11 of the current Public Archives Act is centered on cities and provinces, such as giving only the mayor and provincial governor the duty to establish a local record management institution. When a management agency is established, only the obligation to transfer the records with a retention period of 30 years or more among the records under its jurisdiction is specified. This is not appropriate when considering that each metropolitan·provincial office of education and each metropolitan·provincial perform their own duties and roles at the metropolitan·provincial level in accordance with the Constitution and laws. Therefore, in this study, legally, institutionally and historically, the fact that metropolitan·provincial offices of education and metropolitan ·provincial are the core institutions that realize local educational autonomy and local autonomy, and are equivalent administrative agencies independently in charge of their own affairs in their respective jurisdictions. We compared and examined the need to revise Article 11 of the current Public Archives Act, which is overly composed of cities and provinces, and presented the expected effects of the establishment of local records management institutions by cities and provinces of education.
