민군기술협력 촉진과 민군겸용기술사업 활성화 방안 (The Plan for Promotion of Civil and Military S&T Cooperation and Activation of Dual Use Technology Program)

  • Since the end of the cold war, technical tie-up between private corporations and an army in developed countries has increased a lot, and the trend is spreading through developing countries rapidly. To cope with the circumstance actively, the dual use technology program for both private corporations and an army was begun in Korea in 1998. With the program, overlapping investment was resolved and technology transfer was stimulated. And the standardization and information exchange saved considerable national budget and made possible economic profit. Yet, the combination project of 4 ministries and offices showed problems such as loose cooperation and, low industralization record. However, developed countries are out of the mere stage of dual technology development and turn into broad technical tie-up including future prediction, national competitiveness improvement, and the private company's leading participation and they are systemizing them very fast. Korea also set up the national defense reform plan with the blueprint of future military force improvement, budget increase for national defense research, and increased participation of private corporations, and created Defense Acquisition program Administration to support them. The innovation of national defense system brings forward the need to link the private and military innovation. Korea has pursued the fast growth through assimilation, absorption, and improvement of foreign technology. But now, Korea has to focus on self innovation, original technology, parts and material. As this applies to private companies and military equally, it is important to concentrate limited resources for the effective technology cooperation. Considering this, the strategies to activate the dual use technology are program concept and range extension, task-deduction way improvement and future-oriented common task deduction, and promotion system improvement.

  • 21세기 들어서 더욱 나빠지는 기후변화로 가뭄이나 물 부족현상이 전 세계적으로 확대되고 있다. 또한, 화석연료 사용으로 발생하는 이산화탄소는 전체 온실가스의 80%를 차지하기 때문에 지구 온난화의 요인이 되고 있다. 따라서 수처리 멤브레인, 가스분리용 멤브레인, 2차전지용 분리막의 중요성은 증대하고 있으나, 미국, 일본, 독일 등 선진국에서 기술을 독점하고 있어서 국내 멤브레인 기술의 고도화 및 경쟁력 강화가 시급히 요구되고 있다. 그래서 국가에서도 연구예산을 지원하고 있으나, NTIS 데이터를 이용하여 효율성을 분석하였다. 분석 결과, 단기과제 위주로 지원되고 있고, 타 기술 분야에 비해서도 연구비 규모가 작으며, 기초 소재 분야 지원이 취약한 것으로 분석되었다. 따라서 장기과제를, 많은 예산으로, 대학을 중심으로 많이 투자할 때 멤브레인 기술의 향상과 경쟁력이 강화되어 선진국과 동등한 기술력을 갖출 것으로 기대된다.

  • Just in time backup of the essential materials at industry and military is very important. Especially in case of military essential materials at wartime is so important as it controls victory and/or defeat. This paper presents the new approach for just in time suppling the essential materials at the beginning wartime - security step of materials, reservation priority and quantity requirement degree. In order to build the new approach, we introduced the concepts of cost and effect analysis for each essential item. First of all, the developed model will be useful to maximize combat sustaning power under constraint of budget.

가제식출판물의 기술목록규칙 연구 -CRDLP2분석을 중심으로- (A Study on the Descriptive Cataloging Rules of Looseleaf Publications - Focussed on CRLP2 Analysis-)

  • Looseleaf publications are truly a unique type of library material, partaking simultaneously of the nature of serials and monographs. Therefors, two disparate methods of cataloging looseleaf publications coexist today. But the decision to catalog looseleaf publications as serials as monographs affects the acquisition, budget allocation, receipt, record maintenance, and user access. In view of these aspects, this study analyzed the sources of information and seven areas of description (title and statement of responsibility ; edition ; publication, distribution, etc. ; physical description; series ; note ; standard number and terms of availability) of CRDLP2 as the exclusive cataloging rules of looseleaf publications. The results of the analysis were summarized in chapter 4 in detail. Finally, it is desirable that looseleaf publications for updationg are cataloged as monographs since the bibliographic description applied to looseleaf publications follows so colosely that of monographs. And, the cataloger must pay partioular attention to describe the physical description area because of numerous changes of the bibliographic records accompanied by frequent revisions or updates of the publications.

Magnetic Effects of La0.67Sr0.33MnO3 on W-C-N Diffusion Barrier Thin Films

  • In the case of contacts between semiconductor and metal in semiconductor devices, they tend to be unstable because of thermal budget. To prevent these problems we deposited W-C-N diffusion barrier for preventing the interdiffusion between metal and semiconductor. The thickness of the barrier is $1,000{\AA}$ and the pressure is 3 mTorr during the deposition. In this work we coated LSMO (CMR material) on W-C-N diffusion barrier and then we studied the interface effects between LSMO layer and W-C-N diffusion barrier. We got results that the magnetic characteristics of LSMO thin film are still maintained after annealing at $800^{\circ}C$ for 3 hr because W-C-N thin diffusion barrier was prevented the diffusion of oxygen between LSMO and Si substrate.

  • Efficient scheduling and resource management are the key factor to reduce construction project budget (e.g., labor cost, equipment cost, material cost, etc.). Resource-based line of balance (LOB) technique has been used to complement the limitations of time-driven scheduling techniques (e.g., critical-path method). Optimizing construction alternatives contributes cost savings while honoring the project deadline. However, existing LOB scheduling is lack of identifying optimal resource combination. This study presents a method which identifies the optimal construction alternatives, hence achieving resource minimization in a repetitive construction by using genetic algorithm (GA). The method provides efficient planning tool that enhances the usability of the system.

  • In the construction sites, rush (speedy construction) work have recently been overused because of budget reductions by reducing the construction duration after the long-term economic recession and construction business stagnation with institutional change including the instruction of the duration shortening bidding system and the introduction of the post-construction sales system by the Korea Research Institute for Human Settlements. Due to this, negligent accidents have frequently occurred by forcing manpower, equipment, finance, and material procurement and pressing ahead with impractical construction wok at night according to the reduction of construction schedules. Therefore, this paper has the necessity of this study to seek for alternatives to prevent negligent accidents by finding factors related to rush work in the reality that the importance for preventing negligent accidents is more emphasized while they have not been reduced in construction sites.

  • In this paper, we studied the error compensation using an error budget method for repeatability improvement of the precision positioning system. The precision positioning system is developed for micro-pressing machine. We performed the force and displacement analysis about parts of the system. Proposed system determines the position and orientation of the materials manufactured by micro-pressing machine. It is consisted of x-y-z linear stages setting the position, and the gripper system setting the orientation. We executed kinematic and dynamic modeling of the whole precision positioning system.   • Usually the status of a bridge is determined by its structural capability and material strength. Consequently a lot of researchers have studied the failure, the fatigue, and the deterioration of the structure in terms of the structural function of a bridge. However, the overall performance of a bridge may be affected simply by the damage of one of its components. Therefore this study utilized a systematic classification and statistical analysis based on the existing bridge inspection data collected in Taiwan to reach the following goals: (1) assess the performance distribution and deterioration rate for bearing and expansion joint of bridge; (2) find out the right time to do the preventive and essential maintenance for the component of bridge with an empirical method, and to decide what time and which component of a bridge will receive preventive maintenance or regular maintenance.
