해양산업 디지털전환을 위한 사이버보안 전문 인력양성 방안연구 (A study on the development of cybersecurity experts and training equipment for the digital transformation of the maritime industry)

  • 해양산업 디지털 전환에 따른 사이버 위협이 증가함에 따라 선박 및 항만 종사자들에 대한 사이버보안 교육훈련과 전문인력양성 필요성이 증가하였다. 선원의 교육훈련은 IMO의 STCW 협약과 연관되어 교육훈련 관리 및 자격증명이 이루어져야 하고, 선박과 항만의 OT시스템 특성을 반영한 사이버보안 교육훈련 시스템 개발이 필요하다. 본 논문에서는 IMO 사이버 리스크 관리 가이드라인 기반 훈련모델 개발, 해양산업 위협의 특성 기반 사이버보안 훈련모델 개발, AR/VR 및 메타버스를 활용한 사이버보안 훈련 효과 향상을 목표로 해양산업 디지털전환에 따른 사이버보안 전문인력 양성 시스템 개발방안을 제시하였다.

해양사고조사관 교육 콘텐츠 설계 (The Design of Training Contents for Marine Accident Investigators)

  • 우리나라 해양안전심판원은 해양사고가 발생하였을 때 해양안전심판절차에 따라 해양사고를 조사하는 기관으로 해양사고를 전문으로 조사할 수 있는 역량을 갖춘 조사관을 필요로 한다. 해양안전심판원의 조사관은 2급 이상의 해기사면허를 요구하고 있으며, 승선경력을 갖춘 경력자로 선박에 대한 전문지식을 소유하고 있지만, 해양사고 조사에 관한 기술 역량은 별도의 교육이 필요하다. 하지만 현재의 해양사고 조사관을 위한 교육은 행정업무가 주된 내용으로 조사 기술 역량 향상에는 부적합하여 이에 대한 개발이 시급한 실정이다. 본 연구는 해양사고 조사관을 위한 기술 역량 강화를 목적으로 해양사고 조사관 교육 콘텐츠를 설계하기 위해 진행되었다. 이를 위하여 현행 조사관 교육내용의 분석, 관련 법령의 검토, 선진 해양국가 및 국내 유사 교통기관들의 조사관 교육내용을 분석하였다. 연구의 결과로써 조사 기술 역량 강화에 중점을 둔 교육 콘텐츠를 설계하였고, 이를 각 5일이 소용되는 신규교육과 전문교육 과정으로 나누어 제안하였다. 설계된 교육 콘텐츠를 바탕으로 우리나라 해양사고 조사관의 업무여건 등을 충분히 반영하여 심층적인 연구가 진행된다면 조사 기술 역량 향상에 큰 도움이 될 것으로 사료된다.

A study on the development of ballast water management-related familiarization training pursuant to the STCW convention

  • The International Convention for the Control and Management of Ships' Ballast Water and Sediments (hereafter "BWM Convention") will be enforced beginning on September 8, 2017. Even though the STCW Convention (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers) and other international instruments require all ship personnel be qualified under certain competencies and standards, the International Maritime Organization (hereafter "IMO") has no unified requirements for training ship personnel on ballast water management. When the BWM Convention enters into force, all officers and crew on board ships should be intimately familiar with the guidelines and procedures outlined by the BWM Convention, regarding, among other topics, proper record keeping techniques and measures, the layout of the ballast control system, methods of ballast water exchange, and inspections by the port state control. To ensure that officers and crew members are adequately familiar, this paper proposes new competency requirements for ballast water management training and education to be added to the STCW Code. To support the introduction of these new competency requirements, this paper explores the evolution of the BWM Convention and examines how international regulations will be used to implement it.

The STCW Manila Amendments and its Challenges to the Far East

  • The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.

Bridge Resource Management Training Programs in Korea and Their Effectiveness

  • Objective: This study aims to introduce the bridge resource management (BRM) training courses implemented in Korea and to analyze their effectiveness in several views. Background: BRM training will be a mandatory course for crew members of ships from 2017. At this stage, it is needed to check if the BRM training courses implemented until now was effective to the Korean maritime safety and to investigate if there are more effective training methods. Method: The effectiveness of BRM training intervention in Korea was compared with that of the other countries, using Kirkpatrick's (1976) training evaluation framework. Kim (2012)'s data on the BRM training effectiveness were re-analyzed in order to check if the effects of BRM training are dependent on the bridge work experience. Results: Many BRM training courses has been opened in Korea. However, the methods to assess BRM training effects used in Korea focused on the survey of subjective satisfaction level, not investigating trainees' attitude and behavior change. On the other hand, the effectiveness of BRM training was higher to the bridge officers with long work experience than with shorter work experience. Conclusion: The contents of BRM training should be changed to effectively apply to the context of the real-world exercise and be differentiated depending on the work experience. Research on the methods to measure the BRM training effectiveness is also more required. Application: The results of this study will aid to develop the BRM training courses for bridge officers of ships in the BRM training institutions.

Considerations Regarding the Application of IMO Maritime English Model Course 3.17 in Korean Contexts

  • The importance of clear and effective communication at sea has been greatly emphasized due to the increase in multiculturalism on board both ocean-going and coastal vessels, and the necessity of systematic English training based on 'Knowledge, Understanding, and Proficiency' specified in STCW has also been recognized. With these growing needs in mind, the International Maritime Organization (IMO) updated the Maritime English (ME) Model Course 3.17 in 2015 by providing guidelines on language education within two separate categories, General Maritime English (GME) and Specialized Maritime English (SME). The IMO is now attempting to create a new, global framework of ME education and training, and this this new course model must first be thoroughly understood in order to explore the ways to apply the modified version into the context of current ME education in Korea and to design an updated language curriculum. Therefore, the general structural features of the new model course will be explained in this paper, and the course focus set by IMO and to be considered and/or adopted by the Republic of Korea will be closely examined. Finally, suggestions will be made on how to implement this revised model course in practice with the following focus: the development of localized curriculum for GME and SME; the provision of practical teaching guidance through relevant online and offline materials for class and self-study; and the establishment of qualification guidelines and a teaching support system for language teachers in maritime and language education.

코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 - (Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University -)

  • 본 연구는 젊은 해기사의 승선기피 현상이 뚜렷해지는 현 상황에서 코로나19(COVID-19) 기간 중의 위탁승선실습교육의 만족도를 조사하고 실습교육 개선 방안을 제시하는데 있다. 나아가 위탁승선실습교육의 만족도 향상을 통해 해양대학교 재학생의 향후 해기사로의 진로의식을 고취하고자 한다. 위탁승선실습을 다녀온 목포해양대학교 재학생들을 대상으로 설문조사를 실시하였으며 설문지는 교육운영, 구성내용, 담당사관, 시설 및 교육환경, 교육효과, 교육만족도, 진로의식 등 7가지 요인을 포함하고 있다. 설문 분석 결과 교육운영과 교육효과 요인에 대한 만족도가 상대적으로 낮았고 성별과 실습선종별로 만족도에 차이가 있었다. 또한 가설검증을 수행하여 위탁승선실습교육의 구성내용이 교육만족도와 진로인식에 유의미한 영향을 미치지 못하였다는 것과 교육만족도와 진로의식 사이에 강한 상관관계가 존재함을 밝혔다. 위탁승선실습 전에 이루어지는 교육 및 홍보에 대한 개선과 담당사관이 교육자적인 마인드를 가지고 위탁승선실습생을 체계적으로 지도할 수 있도록 담당사관을 대상으로 한 지도 방법 교육 및 위탁승선실습생 교육 계획 수립 등이 필요함을 제시하였다.

An Empirical Study on Motivation and Performance of Maritime Trainees and its Implication for Maritime Education and Training

  • Accidents and incidents caused by poor performance in the maritime industry suggest the need to find ways to improve performance in order to operate effectively and improve safety. The data for this study was collected from maritime students and involves the performance and levels of intrinsic and extrinsic motivation. Various motivational factors were identified and the ways in which these factors relate to performance was analyzed. The importance of considering motivation when recruiting new trainees and workers, and continually looking for ways to increase intrinsic motivation, is stressed throughout this paper. The results suggest that high levels of good quality motivation correlate positively with better performance.
