This paper gives an overview of maritime safety and security systems in china. Law and legislation aspects are introduced. It includes a brief look on governmental structure in maritime safety and security related issues. Designated functions and organizations structure of authorities is described. In the conclusion, new development and outlook of changes in the maritime safety and security systems in China are made.

According to the increasing attention to safety and security in maritime shipping, there are diverse security systems in international logistics activities. Although prior studies on maritime transport and port security reviewed security policy and practices in order to provide useful insights for strategic agenda, a few focused on attitude to respond it. Moreover, there are no prior study on a comparative study between continents. To tackle this, this paper compared confrontation attitude to maritime transport and port security between South Korea and European Union. Results identified that maritime shipping security incorporates container cargo security management, logistics security management, logistics security certificate system, and environmental impacts management caused by maritime shipping. Further, the comparison between two countries suggests that South Korea need to take more positive attitude to respond, such as investment in equipment and technologies for maritime shipping security, construction of comprehensive management system, political supports for logistics security, and training and education for safety and security. The results provide useful insights for strategic review of security systems in South Korea, and to help strategic agenda for future improvement.

On the analysis of safety and security management in the coastal passengerships, the counterplan is proposed in order to copy with new situation including various threats of safety and security. In addition, throughout the questionnaire to the related employees, we develop the program to enhance maritime security awareness and to supplement its vulnerability.

With the terrorist attacks on 11 September 2001, the ships and their crew' safety and security have become a major issue in the maritime industries, In high-risk terrorism, not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. In this paper, the vulnerability and essential elements in overall security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security management. And then, ship's security model and security system to reduce security rish and to minimize damage are proposed.

As the faithful performance of ISPS of IMO, nowadays actually applicable an integrated safety and security system in and out of vessel should be organized in views of seafarers. Therefore, this paper is aimed to design a fundamental system for ship's integrated safety and security. The system of integrated grabbing will affect efficiently in any maritime field of material and human flow. Therefore this research will be expected to affect economical side by securing all the risk of maritime issues. In addition to the passenger ship and merchant vessel, it is applicable to other public and private vessels either. As a result of this paper, the system designed collecting various data through integrating the system including RFID reader, PIR sensor, and CMOS camera by putting an individual number into each unit that could be control at easy.

The International Maritime Organization (IMO) issued 2017 Guidelines on maritime cyber risk management. In accordance with IMO's maritime cyber risk management guidelines, each flag State is required to comply with the Safety Management System (SMS) of the International Safety Management Code (ISM) that the cyber risks should be integrated and managed before the first annual audit following January 1, 2021. In this paper, to identify cyber security management targets and risk factors in the maritime sector and to conduct vulnerability analysis, we catagorized the cyber security sector in management, technical and physical sector in maritime sector based on the industry guidelines and international standards proposed by IMO. In addition, the Risk Matrix was used to conduct a qualitative risk assessment according to risk factors by cyber security sector.

This paper is intended as an investigation of introduction of Maritime Security System. In the last few years, several articles have been devoted to the study of ISPS Code(International Code for the Security of Ships and of Port Facilities). The Diplomatic Conference on Maritime Security held in London in December 2002 adopted new provisions in the International Convention for the Safety of Life at Sea, 1974 and this ISPS Code to enhance maritime security. These new requirements form the international framework through which ships and port facilities can co-operate to detect and deter acts which threaten security in the maritime transport sector. Accordingly, the purpose of this paper is to suggest an introduction, if Maritime Security System and understanding of ISPS Code.

The Ministry of Maritime Affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single organization But the maritime administrative functions related to safely and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be expected. Enhancing administrative capabilities requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

Scientific and technological progress is also fundamental to the evolving merchant shipping industry, both in terms of the size and speed of modern ships and in the level of their technical capabilities. While the freight performance of ships is growing, the number of crew on board is steadily decreasing, as more work processes are being automated through the implementation of information technologies, including ship management systems. Although there have been repeated appeals from international maritime organizations to focus on building effective maritime security defenses against cyber attacks, the problems have remained unresolved. Owners of shipping companies do not disclose information about cyberattack attempts or incidents against them due to fear of commercial losses or consequences, such as loss of image, customer and insurance claims, and investigations by independent international organizations and government agencies. Issues of cybersecurity of control systems in the world today have gained importance, due to the fact that existing threats concern not only the security of technical means and devices, but also issues of environmental safety and safety of life at sea. The article examines the implementation of cyber risk management in the shipping industry, providing recommendations for the safe ship operation and its systems in order to improve vulnerability to external threats related to cyberattacks, and to ensure the safety and security of such a technical object as a seagoing ship.
