Studies on the setting a restricted area and recreation fishing management of Jeju special self-governing province (제주특별자치도의 낚시관리 및 통제구역 설정에 관한 연구 -관련법 분석 및 설문조사-)

  • This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of "Fishing Management and Support Act". As a result of analyzing the related acts, the contents of this study are related with provisions of "Fishing management and Support Act" on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of "Act of the preservation and management of desert island" on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of "Fishing management and Support Act", 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.

  • In Korea a crew employment right is only allowed to shipowners and cooperative business between ship management and crew management company is not allowed. It is anticipated that overseas ship management companies' entry into Korean ship management markets will weaken Korean ship management companies' competitiveness. Therefore, it is necessary to amend crew management regulation. The purpose of this study is to investigate the situation of Korean ship management industry and to suggest the scheme for strengthening its competitiveness. The result of this study will contribute to the growth of the Korean ship management industry and enhance their business scope internationally.

  • The IMO introduced the voluntary audit system (VIMSAS) in 2005 and conducted audits of 67 member states. The audit (IMSAS) of Republic of Korea is scheduled to take place in July 2020, and it is time to thoroughly prepare for the audit to minimize the Findings and Observations and provide best practices for the implementation and enforcement of IMO conventions to ensure safety of life at sea and protection of the marine environment. In this paper, major findings and observations were analyzed for the IMSAS audit results, which were forced into force in 2016, and a comprehensive strategy was developed based on the audit analysis results of other member countries.

SNS Big-data Analysis and Implication of the Marine and Fisheries Sector (해양수산 SNS 빅데이터 분석 결과 및 시사점)

  • SNS Big-data Analysis means to find potential value from big data which has produced by the social media. In this paper, SNS Big-data has been analysed to find Korean concerns by using 24 key words from the marine and fisheries sector. Among 24 key words, seafood, shipping and Dokdo Island are the most mentioned ones. Some key words such as ocean policies and marine security that have less concerns have bess mentioned less. Also, key words that are led by government are mostly mentioned by news media, but key words that are led by private sector and have intimate relationship with people's lives are mostly mentioned by Blogs and Twitters. Therefore, reflecting close national concerns by SNS Big-data Analysis and especially resolving negative factors are the most significant part of the policy establishment. Also, differentiated promotion methods need to be prepared because the frequency of key words mentioned from each type of media are different.

The behavioral properties of fish near Yokji Island in the South Sea of South Korea obtained using fish track technique (어류 추적 기법을 이용한 남해안 욕지도 해역에서 어류의 행동)

  • The objective of this study was to provide fundamental information on fish swimming behavioral properties. Acoustic data was collected at nighttime from the $10^{th}$ to $12^{th}$ March, 2016 near Yokji Island in the South Sea of South Korea, and was analyzed using the fish track technique. This technique is to identify groups of single targets, which shows a pattern of systematic movement. As a result, the differences of the behavioral properties such as depth, swimming speed, vertical direction, horizontal direction, tortuosity, and depth change among days were minor; however, statistical results (Welch analysis of variance) showed significant difference between days. Especially, the target strength (TS) of the $11^{th}$ were significantly different from the $10^{th}$ and $12^{th}$. It could be assumed that gizzard shad, which was the dominant species from the catch on the $11^{th}$ March, might have affected this difference. The correlation between TS and other properties was very week. The significant difference seemed even small differences of average values because of the large data volume.

  • This study attempted to help determine Korean fishery policies by proposing improvement plans after examining the current regulations, fishing vessels, fishing gear and fishing methods of the middle sized trawl fishery in the East Sea for targeting only squid. In general, the size, engine horse power, and net length of the middle sized trawlers are between 50 and 60 GT, 1,200 and 1,600 PS, and approximately 165 m with four seamed trawl nets, respectively. While a jigging vessel attracted squids using lights, the trawler approached a jigging vessel. The trawler let the jigging vessel know its decision for fishing, and then jigging vessel rolled up jigs. The net of the trawler was casted at 45 degrees between the bow and the stern of the jigging vessel. Once the trawler towed close to the stern of the jigging vessel upon its passing of the jigging vessel, the bow of the trawler turned 45 degrees left again. Then, squid aggregations were entered into the net. When the cod end was passed a light vessel, the trawler hoisted the net up to the otter board. Then the trawler turned 180 degrees. It repeated three to five times of fishing operations as the previous method. We recommend that the regulations allow nineteen side trawlers to catch like stern trawler, as well as the cooperative trawler and jigging vessel operations.

Preliminary study for the application of a commercial echosounder installed a pair trawler (쌍끌이 기선저인망 어선의 어업용 어군탐지기 활용을 위한 기초연구)

  • For scientific research, a number of acoustic surveys using commercial echosounders equipped in fishing vessels were conducted throughout the world; however, few studies were performed in South Korea. Hence, this research is an preliminary study for presenting the application of a sounder from a fishing vessel. The fishing operations using a pair trawler (7 Cheonghae) was conducted in the Northwest-Western sea of Jeju Island from 20 to 23 April, 2016. Substantial impulse noises and attenuated signals were eliminated by the latest algorithms. Acoustic signals were grouped into the fish aggregations and long layer-like signals. The fish aggregations appeared between 30 and 60 m, and long layer-like signals showed the diurnal vertical migration. Energetic, morphological and positional properties of the fish aggregations and layer-like signals were described. The fish aggregations appeared mainly between sunrise and sunset; however layer-like signals tended to be presented regardless of time in consideration of the time series analysis. On the basis of the consignment sales, Scomberomorus niphonius, the target species of F/V 7 Cheonghae, was the highest catch with 4,280 kg (74.6%) and might have appeared in fish aggregations and layer forms.

  • Busan Port ranked 6th in the world with 21.67 million TEUs of container handling in 2018, but the ship supply industry has fallen short of that. Despite its technological prowess, Korea's ship supply industry lacks competitive edge in many aspects such as government support, integrated platform, and infrastructure compared to overseas ship supply industries. The use of code, which is not standardized, can be cited as a leading factor that undermines the competitiveness of Korea's ship supply industries. In the ship supply industry, the use of non-standardized codes can make it difficult to manage or analyze meaningful statistics, and, by extension, can lead to the loss of new business opportunities. Therefore, in this study, we intend to use local ship supply transaction data to study how to standardize item code to solve the problem.

A Study on the Evaluation of Importance of Factors Affecting the Vessel Value (선박가치 변화요인에 관한 중요도 평가 연구)

  • The shipping industry is a service industry that operates its business by transporting cargo on ships and receiving freight. Therefore, large-scale capital investment is required for ship operation, and if the value of the ship is uncertain, the risk of shipping management increases. This study aims to identify the factors affecting changes in ship value and to analyze the importance of each variable. To achieve the goal, the factors affecting changes in ship value were identified and structured using the techniques of text mining and topic modeling, and classified into three main factors and 12 sub-factors. This study used AHP analysis to examine the relative importance of each factor. Results indicated that the main factor influencing the change in the vessel value was the shipping factor, followed by the investment factor and the environment factor. Other auxiliary factors that substantially affect the ship value include the volatility of the shipping market and of shipping freight.

  • In response to difficult employment conditions in the maritime industry and a desire to expand their career options, domestic mates are persuing DP operator training at institutions both domestically and abroad based on their shipboard experience. However, since the offshore plant service industry has not yet been established in Korea, those seeking to enter this field have difficulty acquiring qualifications and most seek work overseas for offshore shipping companies. Individuals wishing to work as DP operators are likely to face more conservative recruitment processes with overseas offshore shipping companies, focusing on career language restrictions as they will be non-native speakers relative to the foreign company, difficulty living in a multi-cultural environment, and lack of systematic information on essential job requirements. For these reasons, domestic mates have difficulty seeking jobs. Therefore, this study analyzes the capabilities and qualification required to be a DP operator to provide basic data for developing NCS standards representing a minimum level of competency. These standards can be applied by the government to develop plans for professional training for DP operators. In study, job classifications, competency standards and career development paths for DP operators have been proposed along with joint use of DP training vessels, to train specialized DP instructors. An NCS export model led by the government to activate professional training for DP operators is also presented.
