  • Due to the 4th Industrial Revolution announced at the Davos Forum, the World Economic Forum, in 2016, industrial trends around the world are changing rapidly and intelligently. Among them, the digital twin is drawing attention from all industries as a groundbreaking technology that reduces unnecessary costs and trial and error by implementing real objects, systems, and environments in the same way in the real virtual world and using them to perform simulation analysis. In particular, there is a lot of interest in the application of digital twin technology in solving ports safety and efficiency challenges at once. However, there is a lack of in-depth research for the application of digital twin technology in the port, and in particular, there is a lack of research on measurable data for the implementation of the digital twin in ports. The purpose of this study was to increase granularity and connectivity through measurable data investigation for the application of digital twin technology at container ports. Based on the study results, data factors for container port application were classified into crane data, operational data, physical data, and transportation data, and factor composition, correlation with factors, and fitness were confirmed through confirmatory factor analysis.

  • The International Maritime Organization is establishing international agreements on maritime safety and security to prepare for the introduction of autonomous ships. In Korea, the industry is focusing on autonomous navigation system technology development, and to reduce accidents involving coastal ships, research on autonomous ship technology application plans for coastal ships is in progress. Interest in autonomously operated ships is increasing worldwide, and maritime demonstrations for verification of developed technologies are being pursued. In this study, a basic investigation was conducted on the design of a demonstration ship and an onshore platform (remote support center) using digital twin technology for application to coastal ships. To apply digital twin technology, an 8-m small battery-powered electric propulsion ship was selected as the target. The basic design of the twin-integrated platform was developed. The ship navigation and operation data were stored on a server system, and remote-control commands of the electric propulsion ship was achieved through communication between the ship and the onshore platform. Ship performance management, operation and operation optimization, and predictive control are possible using this digital twin technology. This safe and economical digital twin technology is applicable to ships responding to crisis scenarios.

  • In Korea, all investigations of maritime crime such as murder, robbery, drug trafficking, and illegal fishing that have been committed at sea are under the jurisdiction of maritime police. As maritime crimes tend to have more unique cases, cause damage on a larger scale, and be limited to evidence that is possibly contaminated, compared to non-maritime crimes, the cases demand maritime police investigators with a higher level of expertise. However, there is currently a lack of competent investigators in the maritime police, leading to the training of maritime police investigators in training agencies. so many of maritime investigators goes to land police training agency including Korean Police Investigation Academy. Therefore, in order to improve the capabilities of maritime crime investigation we must first gather information and data in relation to maritime crimes to foster more investigation specialists, and establish specialized training agencies offering a training course more focused on maritime crimes.

  • In the maritime digital forensic part, it is very important and difficult process that analysis of data and information with vessel navigation system's binary log data for situation awareness of maritime accident. In recent years, anaysis of vessel's navigation system's trajectory information is an essential element of maritime accident investigation for vessel digital forensic process. So, we analysis of maritime navigation systems of vessel and feature of device and environments. In the future, we will research on information of ship's trajectory and movement for useful forensic service.

  • It's about time we had to think an alternative to recover out insufficient fishery market caused by IMF locally as well as the fishery agreement on Japan and China. The Ministry of Maritime Affairs & Fisheries have planning the advancing fishery information integrated system for the fishing present condition, marine resource administration and applicability consideration. The fishery information communication system is build up to the raw data & process-network-content. The communication system must be small size, low cost and adapted SSB transceiver, that is using fishery shipping. In this paper We present digital data communication network to exchange information for fishery and safety between fishing ship and coast station in cheeper communication fee using SSB(single Side Band) in HF(High Frequency) band.

  • In order to reduce maritime accidents and promote maritime safety and the happiness of the sea people, the Ministry of Oceans and Fisheries has been providing Intelligent Maritime Traffic Information services to the public from the end of January 2021. Various information is generated and collected through this service, and research and development is underway to develop and verify a service algorithm by applying the collected information to data science to realize a safer and more efficient intelligent maritime traffic information service. In order to develop and implement this, a data pipeline system that connects the collected and stored data and can access, use, and store data from multiple systems smoothly is required. Therefore, in this study, a data pipeline that can be used in various systems such as a datascience based service algorithm development environment and an intelligent maritime transportation service test-bed was designed.

  • The e-Navigation promoted by the International Maritime Organization is a technology that provides marine-related information necessary for ship and shore side by electronic means for marine safety, security and protecting marine environment. The IHO S-100 standard is a geospatial standard that can express various hydrographic information. Various specifications including S-101 for electronic charts are being developed. In this paper, to help developers who are interested in implementing the technology of S-100, we not only analyze the process to portray the S-100 based data but also implement a case study on S-129 under keel clearance management. The portrayal process consists of data encoding and portrayal engine. Data encoding includes generation of application schema and data set. Portrayal engine is performed by the reform of the generated data set, the XSLT processing, and then the generation of drawing instructions.

Construction of a Web-based e-Teaching Portfolio for the Efficient Management

  • This study presents an analysis of the current situation (management, approach, adjustment, transportation, and others) of teaching portfolio by examining the teaching portfolio managers (staffs, researchers, teaching assistants, etc.) of 6 universities in the southeast of Korea. The rationale for the study focus is that the existing teaching portfolio either suffers a problem in the transportation, approach, adjustment and/or management or is likely to raise a problem in the future. In order to solve this problem, this study builds a web-based e-teaching portfolio. According to the analysis results, the engineering education system was established in all 6 universities (Ed- note that '6 universities' has already been specified as the study sample). The teaching portfolio was partially digitalized in this system, despite some problems of converting analog data into digital data, which induced difficulties in constructing the overall e-teaching portfolio. Therefore, this study focused on constructing an e-teaching portfolio without developing any additional system by using the existing system positively, and also on determining the appropriate components among the existing teaching portfolio components. Accordingly, in order to convert the analog data into the digital data required for this study, we used a digital camera as the conversion device and converted the teaching portfolio components into those appropriate for the e-teaching portfolio. Finally, we constructed an existing system appropriate for the e-teaching portfolio by using these devices and components.

Development of Data Acquisition System to Obtain Vessel and Weather Information in Around Mokpo Harbor Bridge (목포대교 주변의 선박 항행 정보 및 기상 정보 획득 시스템 개발)

  • This paper describes the development of Data Acquisition System (DAS) to obtain the vessel and weather information needing to evaluate collision risks levels between Mokpo harbor bridge and passing vessels. DAS consists of Signal Receiving and Processing Unit to obtain the data sets of passing vessels and weather status, Networking Unit to transmit and distribute the acquisition data sets and Data Management Unit. Through the field tests on the deck of shuttle car ferry between Mokpo Port Passenger Terminal and An-Jua island, Sinan-Gun, we found that the DAS can provide useful data sets for adequate the collision risk evaluation. In addition, the noise-like data sets appeared in the weather data can be suppressed fully using 5-th order Butterworth digital filter.

Marine Self-organizing VHF Data Link: Operational Principle

  • The marine self-organizing VHF data link is a digital radio link with self-organizing ability, which exploits the STDMA algorithm and operates in marine VHF channels. It can support the applications of surveillance, situation awareness and communication. It is the core technology of the Universal AIS which is considered as a future surveillance system at sea by the IMO. In this paper, the operational principle of the marine self-organizing VHF data link is introduced. Simultaneously, a new access protocol is proposed to enhance the marine self-organizing VHF data link so as to support point-to-point communication. The point-to-point communication is one of the most important bases to establish dynamic internetworks among computers on the bridges in the future.
