해상 구조 봉사단체의 비교 연구 (A Comparative Study on Marine Rescue Volunteer Organizations)

  • 광활한 바다에서 발생하는 해상 사고를 정부기관의 제한된 자원만으로 대응하기 어렵기 때문에 해상 안전관리에는 적극적 민간 참여가 요구된다. 이 연구에서는 재난 안전관리 거버넌스에 대한 고찰을 바탕으로 한국과 미국, 일본, 영국의 해상 구조 봉사단체를 비교하여 한국의 해상 구조 봉사단체 발전 방안을 제안하였다. 선진 해상 구조봉사단체들은 오랜 역사적 전통을 가지고 있으며, 전국의 관할 해역을 포괄할 수 있는 조직네트워크를 구축하여 자주적으로 운영한다. 주요 일상 활동에 해상 구조와 함께 대중 해상 안전교육, 기금모금이 포함된다. 각 국가의 해상 안전관리 책임 행정기관과 협력관계를 맺고 있으며, 이는 제도적으로 보장되고 있다. 기부금을 주요 재원으로 하며 구성원은 주로 시민 자원봉사자이며 부분적으로 비용에 대한 보상을 받는다. 한국의 해상 구조 봉사단체 발전을 위해서는 '민간자율구조대'의 소속감 강화, 대중교육과 기금모금 사업 정착, 법령 개정을 통한 제도적 뒷받침 등이 필요한 것으로 나타났다.

도선사 승·하선 사고예방 방안에 관한 기초연구 (A Basic Study on the Accident Prevention Measures of Maritime Pilots during Embarkation and Disembarkation)

  • An accident during pilotage may cause several problems such as crippling the harbour function, environmental disruption, loss of life. Since the pilot plays an important role in the safe operation of the port, securing their safety is directly connected to the vessel's safety coming into port in Korea. Pilotage service is offered on request without distinction of day and night. And traveling by helicopter and boarding/disembarking using a pilot ladder from and to a pilot boat have a high risk of falling into the sea. So, pilots can fall into the sea while boarding/disembarking from ship which can lead to serious injury by cardiac arrest. A number of pilots have died or severely injured due to fall from the pilot ladder during embarkation and disembarkation up to now. Current safety measures at embarkation and disembarkation required by pilotage act and IMO resolutions could not prevent all the pilot related accidents. Therefore, to prevent pilot accident during boarding/disembarking from ship, it is necessary to include safety training requirement for new pilots under the requirements for licensing of pilotage act. It is also necessary to compel pilots to take necessary personal protective equipment when they use a pilot ladder. In addition, the placement of emergency kit on pilot boats and first-aid training are required in order to deal with emergency situation promptly.

Comparative Study of Marine Engineering Curriculum Between MMU and PMMA

  • This paper compares the marine engineering courses of two maritime institutions: Mokpo National Maritime University of Korea in the East Asia region and Philippine Merchant Marine Academy in the Southeast Asia region. It shows examines educational marine engineering programs, along with the different divisions and courses at each college. It demonstrates a divergence in methodologies and course offerings to cultivate competitive graduates. The comparative assessment completed is intended to offer broader knowledge on how each institution tackles the requirements of the STCW, and to meet the present and future demands of the maritime industry. Different course offerings are compared along with the units and hours allocated to each subject, and the differences in marine engineering academic and training requirements to graduate. Students must satisfactorily earn 150 units to complete their choice of major. Statistical procedures were used in this assessment and analysis from Excel programs.

코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 - (Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University -)

  • 본 연구는 젊은 해기사의 승선기피 현상이 뚜렷해지는 현 상황에서 코로나19(COVID-19) 기간 중의 위탁승선실습교육의 만족도를 조사하고 실습교육 개선 방안을 제시하는데 있다. 나아가 위탁승선실습교육의 만족도 향상을 통해 해양대학교 재학생의 향후 해기사로의 진로의식을 고취하고자 한다. 위탁승선실습을 다녀온 목포해양대학교 재학생들을 대상으로 설문조사를 실시하였으며 설문지는 교육운영, 구성내용, 담당사관, 시설 및 교육환경, 교육효과, 교육만족도, 진로의식 등 7가지 요인을 포함하고 있다. 설문 분석 결과 교육운영과 교육효과 요인에 대한 만족도가 상대적으로 낮았고 성별과 실습선종별로 만족도에 차이가 있었다. 또한 가설검증을 수행하여 위탁승선실습교육의 구성내용이 교육만족도와 진로인식에 유의미한 영향을 미치지 못하였다는 것과 교육만족도와 진로의식 사이에 강한 상관관계가 존재함을 밝혔다. 위탁승선실습 전에 이루어지는 교육 및 홍보에 대한 개선과 담당사관이 교육자적인 마인드를 가지고 위탁승선실습생을 체계적으로 지도할 수 있도록 담당사관을 대상으로 한 지도 방법 교육 및 위탁승선실습생 교육 계획 수립 등이 필요함을 제시하였다.

ARPA/레이더 시뮬레이션 교육 모듈의 표준화 연구 (A Study on the Standardization of Education Modules for ARPA/Radar Simulation)

  • 예비 항해사는 타선과의 충돌 가능성을 사전에 파악하여 회피할 수 있는 능력을 ARPA/레이더 시뮬레이션 교육을 통해 갖추어야 한다. 이러한 시뮬레이션 교육은 국내외 지침(해양수산부 고시, STCW 협약 등)에 교육 내용과 기간만이 명시되어 있는 것으로 조사되었다. 또한 시뮬레이션 교육 훈련 모듈의 부재로 각 해기 교육 기관에서는 자체적으로 모듈을 구성하여 관련 증서를 발행하고 있는 것으로 확인되었다. 이로 인하여 ARPA/레이더 시뮬레이션을 통한 동일한 해기 능력 함양이 어려운 것이 현실이다. 따라서 본 연구에서는 우리나라 해기 교육 기관별 동일한 능력 함양을 위하여 ARPA/레이더 시뮬레이션 교육 모듈을 표준화하고, 표준화된 모듈을 통한 교육 향상도에 대하여 검증하고자 한다. 이를 위해서 우리나라 해기 교육 기관의 시뮬레이션 교육 형태를 조사하고, 교통 조사를 기반으로 한 실해역의 교통 흐름을 반영한 시나리오 제시, 교육 훈련 및 평가를 효율적으로 하기 위한 해기사 핵심 역량 기반 모듈을 제시하였다. 그리고 2년간에 데이터를 이용하여 표준화된 모듈을 통한 교육 훈련의 향상 정도를 파악하였다. 이러한 표준화된 ARPA/레이더 시뮬레이션 모듈을 통해 각 교육 기관에서는 효율적이고 체계적인 해기 교육이 가능하고 해기능력 향상을 통한 선박 통항 안전에 기여할 수 있는 기반을 마련할 수 있다.

내항탱커 안전관리 강화를 위한 Oil Major Vetting 시스템의 도입에 관한 연구 (A Study on Introduction of Oil Major Vetting System for Enhancement of Safety Management of Coastal Tanker in Korea)

  • Marine casualties and environmental pollution have increased recently. Especially, the rate of incident of Coastal tankers is higher, but the assessment tool for safety management system is lack in this fields. However Oil Major Vetting System being professional assessment tool for tanker is widely applied in ocean going tanker by the worldwide Oil Majors. According to the analysis of the marine tankers' incidents which applied Oil Major Vetting System, the incidents were reduced rapidly for recent about 5 years. Using Oil Major Vetting System is helped to improve safety management and to prevent marine incidents. Therefore if applying a parts of the Oil Major Vetting Systems to the coastal tankers' Safety Management System, the Coastal tankers incidents would be reduced and improved gradually.

A Study on the Development of Educational Programs for LNG Bunkering in Consideration of the Safety System

  • This paper aims at presenting bunkering educational programs for LNG fueled ship taking into consideration existing similar education programs and safety systems at the international level in order to enhance both seafarers' and vessels' safety. Heavy fuel oil has typically been used as fuel of ship propulsion. The competitiveness of the fuel oil is recently getting weak in terms of cost and environmental aspects. Liquefied natural gas is introduced for ship propulsion in the maritime field as a new energy source replacing heavy fuel oil. In order to prepare for installation and operation of LNG fueled propulsion ship on board, International Maritime Organization has discussed this subject for about 10 years. As a result of the discussion on such ships in IMO, the International Code of Safety for Ships Using Gases or Other Low-Flash-Point Fuels entered into force on the year 2015. International organizations and several countries therefore drives actively entire researches and other businesses with a view to providing equipment and system of LNG bunkering. The systems are divided into ship-to-ship transfer, terminal / pipeline-to-ship transfer and truck-to-ship transfer. By adopting transfer system of LNG bunkering, many human resources will be needed in these areas on scene as well as on managing, operating, trading, finance, design of LNG bunkering industries. LNG bunkering is just in the beginning stage. Hence, this paper reviews and proposes professional educational programs of LNG bunkering in consideration of technical aspects of the safety system of LNG bunkering based on the types of bunkering systems.

수협 재해 보험급여를 이용한 근해 트롤선 어선원의 안전 위험 요소 분석 (Hazard analysis for the fishermen's safety in offshore trawler using insurance proceeds payment of NFFC)

  • The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7‱ in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.
