A Study on the New Education and Training Scheme for Developing Seafarers in Seafarer 4.0 - Focusing on the MASS - (선원 4.0시대에 적합한 새로운 선원교육훈련 체계에 대한 연구 - 자율운항선박을 중심으로 -)

  • The current maritime industry is expected to have a significant impact on the role of maritime-related technologies and systems, especially seafarers, in the rapidly changing Fourth Industrial Revolution. The Maritime Autonomous Surface Ship (MASS) aims to reduce the number of safety accidents and improve seafarers' working environment. With regard to MASS, the International Maritime Organization has been trying to minimize unexpected impact in the maritime education and training sector by establishing international conventions such as the Standards of Training, Certification and Watchkeeping for Seafarers. However, domestic designated educational institutions have not yet established an education and training scheme to develop seafarers who will be on board for MASS. Therefore, this paper reviews the technology of MASS, analyzes the changes in education and training in order to upgrade the qualifications, and suggests the competencies of smart seafarers equipped with the integrated management ability required for Artificial Intelligence, Big Data, Cybersecurity, and the Digital System Revolution through education and training. In addition, this study provides basic information for the education and training of seafarers who are optimized for the rapidly changing technological environment.

  • This paper compares the maritime education of two traditionally maritime countries, Korea and the Philippines, specifically, in their maritime transportation education. The subjects of this review focus on Mokpo National Maritime University (MMU) and the Philippine Merchant Marine Academy (PMMA). The paper presents the curricular and training programs of both institutions and shows the differences in the curriculum designs and methodology of delivery as contained in the requirements of Standards of Training, Certification and Watchkeeping 1978, as amended in 1995 (STCW 95). It also illustrates the social climate of the two countries and the attitude of maritime community in relation with the maritime programs offered by the institutions towards the quality of the fresh maritime graduates.

A Study on HSTPA Model for Improvement of Emergency Response Training for Ships (선박의 비상대응훈련 개선을 위한 HSTPA 모델에 관한 연구)

  • Since emergency response training for maritime safety and safety education of maritime education institutions are conducted based on the set scenarios and education contents, there are limitations in the reduction of human error and response to various situations. Although there is a need for improvement, there is no way to improve response capabilities by assessing existing education training and securing diversity in situations. This study proposes a theoretical procedure analyzer method to model the diversity of situations for the improvement of emergency response training. This paper defines the human and system theoretical procedure analysis model (HSTPA) based on the organic relationship of the source and system. The limitations of the existing training were derived by analyzing the errors that each component could produce and applying them to the fire response training scenarios requiring vertical reporting systems and responses. The segmentation and inspection of training scenario considerations applying the proposed HSTPA model is believed to help create diverse and realistic scenarios in emergency response training and education, and improve the situation judgment understanding and response capabilities of the subjects.

A Questionnaire Survey on Safety Consciousness of Seafares' (선박근로자의 안전의식수준 실태조사)

  • The purpose of this study is to investigate safety consciousness of seafares'. The subjects were 437 seafaes' who took a safety education course in Korea Institute of Maritime and Fisheries Technology. This questionnaire was focused on finding the basic data for prevention of industrial accidents, and getting the public opinions and proposals of seafares'. The results obtained by this study are as follows : The average score of safety consciousness for seafares' were 68.82. Current position level of education navigation area classification of ships, ship size, ship age showed significant difference in statistics(p<0.01). Based on these results, this research pointed out the need to review the training manual, development of educational programs, improvement of facilities to improve safety education of ship, etc.

A Study on the Improvement of Philippine Maritime Traffic Environment and Safety Management System (필리핀 해상 교통 환경과 안전 관리 시스템 개선에 관한 연구)

  • The paper presents the Philippine maritime condition, safety systems and navigational aids. It aims to uplift the maritime safety systems and infrastructures by studying the different strata of the industry, thereby emphasizing on the structures, weaknesses and opportunities. It presents the different maritime agencies involved and each responsibilities. Data from PPA demonstrate the statistics of increase in the cargo throughput, passenger, shipcalls and cargo-container handled in the year 2014. It also highlights the insufficiency of different navigational aids, VTMS, MBS and TSS placed in the whole archipelago. It gathers data of maritime accidents in 10-year period, 2006-2015, showing the most occurred accidents, casualties and areas these accidents happened. It includes the weather phenomena which contribute to the maritime movements and accidents incidence. The results show that systems and infrastructures that focus on the lack of improvement in technology and over-lapping functions of different agencies of government require development and upgrading.

  • Korea entered the aging society in 2000 and has been officially classified as an aged society as of 2019. As a result thereof, the number of aging seamen and the number of marine accidents of aging crews have consistently increased every year. The aging of drivers, in the relam of road traffic, is the same as those in the field of shipping. However, research and policy-making to solve these problems in the realm of road transportation are more active than in the shipping field. Therefore, this study is aimed at finding education methods for reducing traffic accidents by old aging drivers and determining the benchmark in terms of maritime education. In the area of domestic and foreign road traffic, traffic safety education for older aging drivers is implemented as a way to reduce the causes of human factors in traffic accidents. This study analyzed the current situation of the maritime education field and combined it with the solution in the field of road traffic. First, it is deemed necessary to implement professional license acquisition education. Second, job refresher training for the renewal of the license for aging seamen has to be implemented. Lastly, it is imperative to implement the age transition education for aging seamen. This study, however, is limited to determining the improvement plan for maritime education in relation to aging seamen. Therefore, it is necessary to investigate varying studies in the future.

  • In 2010 Manila Conference, the revised STCW (International Convention on Standards of Training, Certification and Watch-keeping for Seafarers) of IMO recalled that a large percentage of maritime casualties and pollution incidents are caused by human error. Therefore, education and training improvement will play important role to reduce maritime casualties. From this, we focus on improving safety during sailing through upgrading the education and training for Korean cadets by updating maritime education and training program. In terms of a maritime education program from some of the maritime universities in the world such as United States Merchant Maritime Academy(USMMA) Philippine Merchant Marine Academy(PMMA), are compared to the Maritime University in Korea. As a result, we suggest an effective education system.
