Fuzzy-CBR Collision Avoidance Support System is a system that finds a solution from past knowledge retrieved from the database and adapted to a new situation. Its algorithm has resulted to an adapting a solution for a new situation. However, ontology is needed in identifying concepts, relations and instances that are involved in a situation in order to improve and facilitate the efficient retrieval of similar cases from the CBR database. This paper proposes the way to apply ontology for identifying the concepts involved in a new environment and use them as inputs, for a ship collision avoidance support system., Similarity will be obtained through document articulation and using abstraction levels. A conceptual model of a maneuvering situation will be built using these ontologies.

This paper proposes a harmonics reducing circuit for fluorescent lamp inverters using hybrid type smoothing circuit with pumping and smoothing capacitors. A waveform of full-wave rectification used as a direct current power supply at fluorescent lamp inverters contains a lot of harmonic wave from inrush current which is generated near the maximum of input voltage with purse shape when voltage smoothing capacitor is charged. Therefore, in order to suppress inrush current which will result in harmonic wave. this paper proposes a method to control abrupt charging current by use of charging voltage at pumping capacitor. The suppression of harmonics generation at lamp current is confirmed through simulations.

Nowadays, container transport services play a substantial role in global cargo transportation by serving as an intermodal between the exporter and importer. Container shipping has become increasingly important over the past few decades due to its obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines resulting in serious consequences occurring such as the freight rates substantially decreasing within the last ten years. In fact, Vietnam's sea lanes have become more defensive to cover the losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary to help recognize the problems within the enterprise especially relating to its position in the market and from here, business management are able to put strategic plans in place and reasonable policy in order to be able to survive and grow.

The analytical expressions for a partially coherent flat-topped vortex hollow beam propagating in uniaxial crystals orthogonal to the optical axis are derived, and the intensity and coherent vortex properties of partially coherent flat-topped vortex hollow beam propagation in uniaxial crystals orthogonal to the optical axis are analyzed by numerical examples. The influence of beam order parameter N, topological charge M, the coherence length and the ratio of refractive indices $n_e/n_o$ of uniaxial crystals on the normalized intensity distribution and coherent vortex of a partially coherent flat-topped vortex hollow beam propagating in uniaxial crystals are discussed in detail.

In order to increase the efficiency of thermoelectric refrigerators using the Peltier effect, it is necessary to optimize the distribution of the flow of cold air from the fan. In this study, the flow flowing upwards and downwards while changing the area of the flow path was visualized using the PIV technique for the control of cold air in a thermoelectric refrigerator. From these results, the flow rate according to the change in the area of the flow path was confirmed, and design criteria for optimizing the distribution of cold air flowing to the top and bottom of the refrigerator were suggested.

The purpose of this study is to provide the problems of insurance system of maritime facilities(Gas Plant) in korea. In order to find out the problems of insurance system of construction work, the literature research and case study on the maritime facility construction are adopted as research method. And this study analyzed the construction cases of maritime facilities(Gas Plant) to which the national contract law was applied for the first time. The findings of this study are as follows: In the case analysis of 00 facility construction, the contractor pay additional insurance fees for the construction. And the regulations on insurance registration are not stated clearly relating to the enforcement ordinance of the national contract law.

Amid the growing importance and urgency of smartening in the Korean maritime logistics industry, this study conducted a survey on the status of Korea's maritime trade technology. Korea is on par with developed countries internationally, but in order to lead the digitalization of the future era, additional developments should be explored by reviewing current conditions. In particular, it is necessary to draw policy implications for smart shipping in Korea, which is a three-sided sea. This study derived technical implications by comparing the number of patent applications and the applicant for domestic and foreign patents related to the major technologies of the Fourth Industrial Revolution. In addition, it was intended to investigate and present the status of Korea's maritime trade technology through the analysis of smart shipping-related emotions and the analysis of positive and negative scores of companies related to sentiment analysis.

In Korea, although nearly all maritime arbitration cases are dealt with by the Korean Commercial Arbitration Board (KCAB), the total number of cases that are referred to the KCAB is relatively small compared with the total number of maritime cases that occur in Korea. There may be reasons why maritime arbitration is not utilized more in Korea. However, of the above reasons, the superseding one may be that there is still a lack of confidence in the credibility and foreseeability of maritime arbitration in Korea. To expand the use of maritime arbitration in Korea, it is essential that the base surrounding maritime arbitration be expanded. In addition, it is also necessary that specialists receivetraining in maritime law. In this context, it is strongly recommended that maritime and admiralty law be taught in law schools and be included as a regular subject on the Korean bar exam. Additionally, to promote maritime arbitration, a rule should be introduced allowing for shortened arbitration proceedings in Korea. Although Chapter 8 of the KCAB Arbitration Rules provide for "Expedited Procedure," this process alone is not because the rules for Expedited Procedure generally apply in arbitration cases where both parties have agreed in a separate agreement to follow the procedures provided or in any domestic arbitration valued atless than 100,000,000 Korean won. Therefore, the KCAB Arbitration Rules for Expedited Procedure must be reformed to encompass international arbitrations. Additionally, experts who are experienced in the maritime sector should be elected as arbitrators. Given the factthat a fair number of arbitration cases can be characterized as international, it is important that businesspersons who are very fluent in English be appointed as arbitrators in order to increase the reliability of maritime arbitration in Korea and save costs. Meanwhile, because lawyers and scholars constitute a considerable portion of KCAB arbitrators, commercial persons from relevant industries should be enlisted as arbitrators. Even though there are arguments for the establishment of an independent maritime arbitration board in Korea, establishment of a separate maritime arbitration board will not directly guarantee the prosperity of maritime arbitration in Korea. Instead of instituting a new maritime arbitration board, it is better that a reorganized KCAB modify existing arbitration proceedings to make them faster and more economical if maritime arbitration is to prosper. In this regard, ad-hoc arbitration would be an option for speedy and thrifty maritime arbitration. Finally, to gain the confidence of domestic and foreign parties, we cannot ignore the importance of advertising the specialties and qualifications of the KCAB and its personnel among business entities.
