Although China's maritime militia has not been well known despite its long history, it is recently emerging as a serious threat to maritime security, causing neighboring countries' security concerns due to the growing number of maritime disputes with China. In this regard, it is now time to clearly define the true nature of the Chinese maritime militia. A close look at the organization and roles of the Chinese maritime militia reveals that it is an organization that is systematically managed and operated by the Chinese government and the People's Liberation Army of China. Its role is to serve the purpose of "contributing to the protection and expansion of China's marine interests." In addition, the threat factors of the Chinese maritime militia were analyzed by examining the cases of maritime disputes between the Chinese maritime militia and neighboring countries. First, the Chinese maritime militia has implemented the "Gray Zone Strategy." Second, it is a systematic organization supported by the Chinese government and the People's Liberation Army. Third, it is a maritime power that cannot be ignored as the world's largest militia organization. Fourth, it has a strategic flexibility that enables the execution of the dual mission of working for a living such as commercial fishing and serving in the maritime militia. The threats of the Chinese maritime militia are not limited to Southeast Asian countries located in the South China Sea. This is also the case in Korea as the country cannot avoid maritime disputes with China such as the Ieodo issue and the boundary delimitation of the West Sea. Accordingly, this study was focused on presenting a predictable scenario and countermeasures based on the analysis through a scenario technique with respect to the two cases that are most likely to occur in Korea-China relations. Finally, beyond identifying the nature of the Chinese maritime militia, this study takes a further step to share considerations as to how the organization may operate and develop in the future and how we can cope with its moves.

In Korea Maritime University facilities, environment, education and awareness about the Green Campus has been studied in the field. Based on this, domestic and foreign universities and the benchmarking of the environmental characteristics of our university campus environment, the composition of the plan were considered. In this study, based on what our universities have links with the community on what was discussed a lot about. In our university campus tour aimed at young people plan green, and sustainable management measures have been studied.

This paper presents the educational methodology shipboard training methods of Maritime Colleges in U.S.A. and the fields of engagement in business of the graduates from them. There are two Maritime Academies, i.e. U.S. Merchant Marine Academy (USMMA) and U.S. Coast Guard Academy, which are supported by federal government and six Maritime Colleges operated by each State. Maritime Administration (MARAD) in the Department of Transportation (DOT) supports the training of merchant marine officers and crew members with a focus on safety in U.S. waterborne commerce. The shipboard training methods are not unique, but have various process. One is continuous sea term training onboard during sophomore (100 days) and junior year (200 days) in case of USMMA, the other is summer sea term training onboard every three months during freshman, sophomore and junior years in case of SUNY Maritime College. They offer also one month ship simulator training ashore. The employment status for the 1999 year graduates from USMMA shows 43 percent in the field of maritime afloat, 34 percent of maritime ashore, 22 percent of active duty military and 1 percent of others.

The International Maritime Organization (IMO) has defined e-Navigation for the purpose of providing safe and efficient maritime information and communication services. Currently, a maritime cloud is being developed as a communication infrastructure for e-Navigation services. In this paper, we design the structure of vessel ID importation system which can efficiently register the maritime ID in the maritime cloud environment.

본 연구에서는 요트 산업을 목포시에 적용하기 위하여 목포 시민들을 대상으로 설문 조사하고 시민들의 의식을 분석하였다. 특히 요트 산업 적용에 에 필요한 해양관광, 관광객 확보 방안, 요트산업, 마리나 시설의 위치 등에 관하여 설문하고 그 결과들을 분석하여 마리나입지 선정에 반영하였다.

The civil maritime guarder's roles, functions and domains are set and analyzed in order to provide the tailored security services at sea. In addition, the domain and the demand prediction of civil guarder in ports is estimated to evaluate the validity of civil maritime security system.
