해상운송행위는 세계시장 단일화에 따라 그 중요성이 커지고 있으며 그와 더불어 해상운송행위를 대상으로 자행되는 해적 및 해상 무장강도, 해상테러범죄가 국제사회의 이슈가 되고있다. 이에 대해 IMO등 국제기구를 중심으로 국제법적으로 규제하려는 움직임이 지속되고 있다. 그러므로 해상운송행위를 저해하는 해적 및 해상무장강도, 해상테러를 해상안전범죄로 규정하고 각각의 개념과 법적 성격을 분석하며, 현재 대응제도의 문제점들을 지적하고 국제법적 규제강화방안을 제시하였다.

레이더, 소나 및 육해상 통신시스템에 있어서, 어레이 센서에 입사하는 수신신호가 가지는 도래방향 및 신호전력과 같은 파라미터 추정문제는 수십년 동안 많은 연구관심이 되어 왔으며, 현재에도 다양한 응용영역에서 중요한 문제 중의 하나이다. 수신신호의 파라미터 추정방법으로서 종래의 MUSIC 또는 ESPRIT와 같은 방법은 역행렬 연산과 고유치 계산이 필요하므로 계산적 복잡성이 부가된다. 본 논문에서는 어레이 안테나의 기본 신호모델로부터 파라미터 추정의 문제를 비선형 최소화 문제로 정식화 하여 역행렬과 고유치 연산을 요구하지 않는 수신신호의 파라미터 동시추정 알고리즘을 제안하고 평가한다.

As the number of ships and goods shipped by marine transportation increases, almost all shipping companies adopted foreign crews in order to overcome lack of seafarers and be competitive for manning cost. Thus, these days it is inevitable to work with foreign crews aboard ships, but there occur many marine accidents due to language barriers and communication problems under multicultural and multilingual shipboard environments. In order to resolve troubles resulting from different languages, reduce miscommunication risks, and make working on ships safe and efficient, this study recognized the current status of ships with mixed crews, analyzed marine accidents caused by communication problems not only in Korea but also in other countries using analytical methodologies. Additionally, existing hazards affecting miscommunication were identified and risk of miscommunication was quantitatively evaluated while offering suggestions and future forecasts. Consequently, in this study we suggested that fundamental dialogues are to be necessarily educated on the ships with foreign crews so as to reduce the language barrier and risk of miscommunication. Furthermore, a standard maritime Korean language program and manual targeting Korean coastal vessels would be developed in the next step.

In order to improve the employment rate of graduates in maritime and fisheries high schools, we investigated the employment situations of the those graduates for the last 8 years. The results were as follows, The ratio of graduates in maritime and fisheries high schools to total graduates of on-board departments are 69.1% and 30.9% respectively. The on-board employment rate of maritime high schools and fisheries high schools graduates are 63.2% and 26.7% respectively. Nearly all of the maritime high schools students were employed to merchant ship and fisheries high schools students were employed to merchant ship 77.2% and only 22.8% of them got a job on fisheries ship. The ratio of getting a job in maritime high schools to ocean-going ship was 76.7%, that was the highest ratio and the ratio of fisheries high schools got a job to ocean-going ship was 55.1%. The on-board career of maritime high schools graduates was 1~5 years, which took 86.4% of all careers and that of fisheries high schools was less than 1 year, which took 60.0% of all careers. We should make the various efforts to improve the employment rate of getting job to fisheries ship in the fisheries high school graduates.

On the contrary to the progress of the electronic industry and radio communication technologies, many social problems such as EMI, due to unnecessary electromagnetic(EM) wave are serious with the increased use of EM wave. It is required that the absorbing capability of an EM wave absorber is more than 20 dB, the bandwidth of which is required from 30 MHz to 18 GHz to satisfy the international standard about an anechoic chamber for EMI/EMS measurement$^{[1]}$TEX>. However, the absorbing frequency band of the conventional EM wave absorbers satisfying more than 20 dB is very narrow, for examples, from 30 MHz to 400 MHz in ferrite tile type and from 30 MHz to 870 MHz in ferrite grid type, respectively. In this paper, we proposed and designed a new tripe absorber with broadband characteristics covering the frequency band from 30 MHz to 10 GHz by use of the equivalent material constants method (EMCM)$^{[2]~[4]}$TEX>.

East Asia has played an important role in the economic and social development in the Asian pacific region and in the global arena. In the region the impact of companies centralizing their logistics activities around a few distribution centers has already led some leading ports such as Singapore, Hong Kong to transform and expand their functions and business activities to provide port users with value added logistics services. Other ports in the region also have an important part to play in the total logistics Chain. In these environments, the maritime activities of Jang BoGo, who was the maritime king of the commercial maritime empire in East Asia in the 9th century, give many implications to the international logistics network strategy that Korea has to take in order to become a power of International Logistics. Though the trading and economic environments at that time may be quite different from today, the super-national maritime management pattern that Jang Bo-go, founder of the Northeast Asian maritime trading kingdom devised, gives us many implications in the global trading and economic environments, in the respects of overseas direct investment and international logistics. Accordingly, the paper aims to examine the establishment of hub port in Northeast Asia, modelled after the maritime network management strategy of Jang BoGo.

어패류 및 해조류를 포함하는 양식어업은 국내어업에 대한 총수입중 $50.6\%$를 차지하고 있는 어가의 주 소득원 중의 하나이다. 최근 국내어장에서 불규칙하게 발생하는 어패류 도난사건의 피해액은 매년 건당 수십만에서 수천만원 이상으로 증가하고 있는 실정이다. 국외에서 어장보호를 위한 원격감시 시스템이 개발된 바가 있지만 구축비용이 고가이므로 국내의 영세어가에 적용하기는 어렵다. 련 연구에서는 국내 영세어가에 적용할 수 있는 유무선 통신망을 이용한 양식어장 보호용 원격감시 시스템의 모델을 제안하고, 기술개발의 요소 분류하고 개발방향 및 내용을 분석하였다.

This paper will examine some past and current issues concerning the Republic of Korea's national strategy, focusing predominantly upon how the ROK should respond to the urgent maritime-oriented strategy highlighted by the recent developments and achievements of national prosperity achieved during last three decades and identify some of successful cases in East Asia. Some consideration will also be given to more general emergent issues of trends and developments of East Asian countries which might affect to define the ROK's future national strategy in the context of its national grand strategy to enhance national interests and prosperity. ROK is especially dependent upon open Sea Lanes of Communication (SLOC) and its national security emphasizes the sea as the medium of geopolitical and geo-economic development, given the sea known as core geographic option remains that ROK is an important maritime power, ranking the world-level nation in term of GDP, sea-borne trade, container processing capability, shipbuilding capacity and so on. It should be apparent, therefore, that ROK's national strategic development depends upon the relationship between its peninsula geography and its national development based on sea-borne economic growth and its maritime-oriented future national strategy will be the best option to maintain its national development and economic prosperity.

It is one of the most important factors Seafarers Education Quality Assurance and management in Higher Maritime Education Institution. The educational process and result of Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training Certification and Watchkddping for Seafares(STCW) 1978. Actuall above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for Marine Engineering part cadets by the group. In this paper we carried out the questionnaire survey to study stisfactory value and the reason of dissatisfaction of 89 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University The results were calculated by frequency and percentage; the significance of difference among Department groups like Marine Engineering Maritime polic and Ship Operating Systems Engineering Engineering was analysed by $x^2$ inspection.

The European expansion in the later middle age, as Adam Smith stated, influenced greatly on development of the world history. In the various events of the European expansion the discovery of the New World by Christopher Columbus is very important because the effect of the discovery of the New World have still continued to the present. I have interested to find out the reason why the western civilization has seized on the hegemony of the world over other civilizations. As many scholars pointed out, the most distinguished difference between the western civilization and other civilizations is that the western civilization was maritime-oriented, while other civilization were continental-oriented. So I set up the maritime histoy on the theme of my study in order to ruminate upon meaning of the se-power that is one of the motivating forces to drive histoy. Maritime history is not simply about that is maritime affairs, but a branch of history that inquires into inter-relations between maritime affairs and inland affairs. Maritime history constitutes of history of naval war, history of shipping and history of marine development. As above reasons, I have interested the European expansion in the later middle age that maritime activity was the most vigorous in the history. This is a case study to compose maritime history.
