Future of Maritime Safety and Security Administration in Korea

  • The Ministry of Maritime affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single institution. But the maritime administrative functions related to safety and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be excepted. Enhancing administrative capabilities to meet future demands with limited resources requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

  • Passive Stabilization method and active stabilization method are mainly used to comprise a control system of platform stabilizer. Passive Stabilization method has demerits because of size and weight except that control structure is simple while active stabilization method using sensors can reduce size and weight, it requires high sensor technique and control algorithm. In this paper, a stabilizing controller using adaptive fuzzy control technique and floating-point processor(DSP) is suggested.

  • This paper gives an overview of maritime safety and security systems in china. Law and legislation aspects are introduced. It includes a brief look on governmental structure in maritime safety and security related issues. Designated functions and organizations structure of authorities is described. In the conclusion, new development and outlook of changes in the maritime safety and security systems in China are made.

  • Several full mission simulators have been installed since about 10 years ago in Korea. The newly established Marine Simulation Training and Research Center at Korea Maritime University has played a key role for education and training of both cadets and in-service officers trainees, and for research on Korea ports such as Jeju international cruise port, Ulsan SBM and Kwangyang container port and many others. This study mainly focuses maritime education and training on the ship handling simulation and the bridge resource management conducted by Korea Maritime University.
