Maritime terrorism at sea is the form of violent interference with shipping. Its global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat it poses to human lives and property, call for effective countermeasures at the international and national level at the same time. First, this paper gives a factual assessment of the phenomenon of maritime terrorism as well as a legal analysis of the international provisions to suppress such forms of violence at sea which is different from piracy. And also this paper attempts to address and identify issues relevant to the existing international regulations such as SUA Convention as the main source of international regulations applicable to acts of terrorism at sea, ISPS Code, PSI, etc. Finally this paper suggests the national countermeasures against maritime terrorism in light of above mentioned the definition, causes, types of maritime terrorism and concerning international regulations.

최근 예부선 결합선박에 대한 해양사고가 빈발하고 있다. 어선을 제외한 선박사고 중 36% 로 가장 높은 비율을 차지하고 있으며, 매년 예부선에 의한 해양사고가 증가하고 있다. 예부선에 의한 해양사고는 증가하고 있으나 예부선의 안전 운항 방안에 대한 체계적인 방안 마련이 부족한 실정이다. 본 연구에서는 예부선의 안전운항 방안 중에서 인적요소부분의 문제점을 도출하고 그에 대한 개선방안을 제시하여 예부선에 의한 해양사고를 방지하는데 목적이 있다.

To improve maritime security and enhance international shipping commerce within US ports in addition to ISPS (International Ship and Port Facility Security Code), the TWIC (Transportation Worker Identification Credential) program is working on the maritime field from the October 15, 2008 in the United States. In this paper, the program is reviewed and investigated in terms of goal, benefit, solution, and related legislation so forth In addition, other maritime security programs including MMD (Merchant Mariner Document), FAST (Free and Secure Trade), SIDA (Security Identification Display Areas). and Air Cargo security program was analyzed and compared in order to obtain relationship and difference with the program in terms of enrollment frequency, list and method of security check, and profile of each program As a result of this paper, the program is mostly to improve maritime security, protect individual privacy, and enhance commerce rather than other programs.

This report represents analysis of the maritime casualty in terms of Bridge Resource Management. We evaluate the attitudes and knowledge of bridge officer regarding human factors issues that have been identified as causal to mishaps in high-risk situations. So to reduce human errors our goal is to establish effective officer resource management (ORM) program which is based on all subjects for cadets in IMO model course. In harmonization with STCW(The International Convention on Standards of training, Certification and Watch-keeping for Seafarers), as the result, the curriculumss in the maritime education institutions is surveyed to improve our education system and then reduce the human errors by mariners at sea.

There are several Disputes relating to the delimitation of maritime boundary and the policy of maritime jurisdiction of the states around the Korea Peninsula. These disputes are connected with the place of 'Tokdo' dominated practically by Korea, 'Senkaku islands' dominated practically by Japan, and 'Kurile islands' that is under disputing between Russia and Japan. North Korea has also the problem. The delimitation of Maritime Boundary among these States would be concluded in very near future. Therefore, we need to understand the maritime jurisdiction policy of these states. South Korea also has to set the policy.

This paper proposes to include engine information in Maritime Service Portfolio (MSP) for effective implementation of e-Navigation. Even though engine information is one of most important element to e-Navigation, MSP consists of mainly about navigation and communication information not included engine information. Furthermore, in reality, engine information sent from ship side such as mainly noon report and Planned Maintenance System (PMS) is too limited to make e-Navigation possibly. Therefore, Remote diagnostic structure receiving and sending data of engine information must be included in MSP for implementation of e-Navigation. Also, it has to be designed, and developed by Software Quality Assurance (SQA).

Saigon Port within the port system of the Vietnam Maritime sector is one of the port having highest throughput and productivity in the country. The marine traffic of Saigon water ways is the heaviest in Vietnam and the number of marine accidents in this area are much higher than the others area in Vietnam. In order to reduce the risk of the accident in Saigon fairway, this paper concentrates on marine accident frequency in this area. The marine traffic and the marine accident were analyzed to find out the probability of vessel collision and the marine traffic risk. It follows that the main shipping route through Saigon fairway has the high risk of ship-ship collision.

목포항내 해상안전을 도모하기 위한 해상교통시스템을 설계하기 위해서는 기존의 해양사고의 현황과 유형을 분석하여 그 방지대책을 새로운 해상교통 시스템에 반영할 필요가 있다. 본 연구에서는 목포항계 내 해역 및 목포구 근방 해역을 대상으로 하여, 최근 10년간(1994. 01.$\~$2003. 12.) 발생한 해양사고 현황을 분석하여 그 방지방안을 제시하고자 한다.
