  • In these days, several bridges have been built or under construction over navigational channel in Korea In these cases there must be careful consideration for the marine safety of vessels to be passed by below the bridge. This paper aims to analyze the factors influencing maritime traffic safety and to figure out ample width of main span of these kinds of bridges through the reference study and FMSS.

  • This paper describes Fishery Safety and Security System using F-AIS based on the concepts of RFID(Radio Frequency Identification). This system is to track, protect and arrest the thief who invaded in an fishing ground. The system composed with various functional modules to implement selectively available system providing low cost to high cost and simple function to high function according to user's requirement in a practical fishing fields. Sea trial tests are carried out at Mokpo, Busan and Incheon and, it is found that the system can guard the wide area of cultivating farm field.

  • 국민소득 증대와 주 5일 근무제 시행으로 육상레저관광에서 해양레저관광으로 그 추이가 이동되고 있다. 해양레저를 즐기고자하는 수요는 증가하고 있으나, 기반시설 부족으로 활성화가 이루어지지 못하고 있는 실정이다. 특히 우리나라 서남해안 해역은 2,000 여개의 다도해가 자연방파제 역할을 하고 있으므로 해양레저 산업을 활성화 시키는데 적합한 천혜의 자연조건을 보유하고 있다. 본 연구에서는 우리나라 해양레저 기반시설의 현황과 문제점을 분석하고, 서남해안 해양레저 산업 활성화에 필요한 친환경 마리나 시설 구축에 관한 자연조건, 해상조건 분석, 다목적용 마리나 시설에 관하여 논한다.

  • Since the destruction of World Trade Center the attention of the United States and the wider international community has focussed upon the need to strengthen security and prevent terrorism This paper suggests an analysis prior to risk factor and structure for anti-terrorism in the korean maritime society. For this, in this paper, maritime terror risk factor was extracted by type and case of terror using brainstorming method. Also, risk factor is structured by FSM method and analyzed for ranking of each risk factor by AHP. At the result, the evaluation of risk factor is especially over maximum factor for related external impact.

  • In adjacent sea areas of Yeosu, there are many crossing traffics between eastbound and westbound vessels. Traffic congestion is increasing in sea area of east Sori island and near Yokji Island. In this research, we established TSS near Yeokmando Areas and new recommended route which connected to Seopdo west recommended route to reduce meeting traffic between eastbound vessels and westbound vessels.

  • As the education of maritime college has a characteristics of seafaring professional institutions, the potential benefit following from the employment of seafarers would put substantial impact on it. The socio-economic position of seafaring occupations has been deteriorated considerably with changes of ship's auto-mation, specialisation and low cost operation management of shipping companies through severe internatio-nal competitions. The quality and number of applicants for the maritime college has declined and most students have no hopes for the study of seafaring subjects which followed bewildering in their college days. However, the demands for seafarers are fairly large from the viewpoint of national maritime industry. The maritime institutions should not only meet these demands but also revitalise students by reforming the educational contents. The contents should be influenced by the social approach to educational needs in particular maritime shore-oriented subjects. The maritime education is no more restricted to the sea, it covers the land based world of the maritime industry as well. The new contents will lead the maritime educated students to the shore-based occupa-tions after finishing their seafaring if they want to. This may not only make ways to the maritime educa-tion fruitable, but also the students have a zeal and hope for the subjects taught.

  • The Republic of Korea navy challenged from the unexpected surprise attacks by the North Korea navy, albeit, the developments of up-to-date naval forces' technology, and the ceaseless efforts for war preparedness. My study divided into two categories. Qualitative methods used for literature review of international relations theory related to the war onset and for investigating events occurred on the Peninsula and its surrounding seas from 1968 to 2007. Quantitative method used such as the analyses of national power index of the two Koreas, the United States, and China, the uses of equation model to calculate power index of alliance, COPDAB(Conflict and Peace Data Bank) index analysis. Like Choi's study on East Asia maritime conflict, as a conclusion, considering both AT theory and maritime national power as a tool for predicting maritime conflict in the Peninsula proved significant. Based on the study, ROK navy need to prepare for the maritime conflict because the results showed North Korea would initiate maritime disputes sooner or later using fatal asymmetric forces and methods. As a policy suggestion, we are required to maintain a concrete ROK-US alliance ties and to construct naval forces due to the deterring functions of maritime national power.

  • In a coastal area, all of the vessels are always exposed to the potential risk, taking into the maritime accident statistics account over the last decades. To manage vessels underway safety, the characteristics of ship movements in a fairway should be recognized by VTS system or VTS operators. The IMO has already mandated the shipboard carriage of AIS since 2004, as stated in SOLAS Chapter V Regulation 19. As a result, the static and dynamic information of AIS data has been collected for vessel traffic management in the coastal areas and used for VTS. This research proposes a simple algorithm of recognizing potentially risky ships by observing their trajectories on the fairway. The static and dynamic information of AIS data are collected and the curvature for the ship trajectory is surveyed. The proposed algorithm finds out the irregularity of ship movement. The algorithm effectively monitors the change of navigation pattern from the curvature analysis of ship trajectory. Our method improves VTS functions in an intelligent way by analyzing the navigation pattern of vessels underway.

High-Performance Time-Code Diversity Scheme for Shore-to-Sea Maritime Visible-Light Communication

  • This paper presents a novel shore-to-sea maritime data transmission system based on time-code diversity, using visible light in maritime environments to overcome the limitations of conventional maritime wireless communications. The proposed system is primarily comprised of existing LED-based lighthouses and maritime transceivers (marine beacons, buoys, etc.), and thus is considered cost-effective in terms of implementation. We first analyze maritime visible-light communications on the basis of the unique properties of a maritime environment, i.e. sea states (wave height, wind speed, etc.), plus atmospheric turbulence, using the Pierson-Moskowitz (PM) and JONSWAP (JS) spectrum models. It is found that the JS model outperforms the PM model, and that the coverage distance depends on the LED power and sea states. To combat maritime fading conditions that significantly degrade performance and coverage distance, we propose a time-code diversity (TCD) scheme in which the delayed versions of the original data are retransmitted using orthogonal Walsh codes. This TCD scheme is found to be superior, in that it offers three orders of magnitude in terms of BER performance, compared to a conventional (non-TCD) transmission scheme. The proposed scheme is robust and efficient in overcoming the effect of impairments present in maritime environments with a BER of approximately $10^{-5}$and a data rate of 100 Kbps at a distance of 1 km.
